1 ANNEX 1 SCIENCES PO-KEIO DOUBLE MASTER DEGREE IN ECONOMICS PROGRAMME PROGRAMME STRUCTURE EPP Program structure M1 Students have to validate 60 ECTS credits, corresponding to 5 courses each quarter (20 ECTS per quarter), and an internship in a public administration the third quarter. Each course includes lectures (18 hours) and classes (18 hours) and is endowed with 5-credits. The internship leads to a dissertation on the evaluation of a public policy and is endowed with 20 credits. In 1st semester, 2 courses are at Sc-po and the others at Polytechnique (l'x), and in 2nd semester, all courses are at Polytechnique. First quarter Students are required to validate 4 compulsory courses and to choose 1 elective course. Each course is endowed with 5 credits. 4 Annex 2 SCIENCES PO-KEIO DOUBLE MASTER DEGREE IN ECONOMICS PROGRAMME OPERATIONAL PROCEDURES 1. PROGRAMME MANAGEMENT A Programme Committee will manage the programme. Membership will include: From Sciences Po Head of the Programme: Head of Studies of Sciences Po Academic Directors of the Programme The International Relations Manager in charge of the Japan portofolio at the Office of International Affairs and Exchanges at Sciences Po From Keio Head of the Programme: Dean of the Graduate School of Economics Academic Director of the Programme Manager, Academic Affairs Center The committee will meet formally once a year and at other times as required either face-to-face or by tele-conference. It will set its own terms of reference at its first meeting. It will report within the existing reporting structures at each University: thus at Keio it will report to the appropriate committees within the Graduate School of Economics in the first instance. At Sciences Po, it will report to the "Direction des Etudes et de la Scolarite". The committee will periodically review and make changes to the operational procedures set out in this Annex where the need may arise to do so in order to ensure the smooth running of the programme. 2. PROMOTION a. The programme will be promoted i. in the normal promotional literature of Sciences Po and Keio ii. in the web sites of Sciences Po and Keio iii. in such joint promotional literature that from time to time may be developed iv. at recruitment fairs and exhibitions normally attended by Keio and/or Sciences Po b. Neither Sciences Po nor Keio have the right to use the logo of the other without permission; no publication may be produced with the logo of either institution without the express prior approval from each institution. c. Sciences Po and Keio will agree on deadlines by which promotional material should be completed and approved by both parties. 3. APPLICATION, SELECTION, ADMISSION AND REGISTRATION PROCEDURES a. Sciences Po students will spend their first year at Sciences Po and their second year at Keio. Keio students will spend their first spring semester at Keio, their first autumn semester and their second spring semester at Sciences Po, and their second autumn semester and their third spring semester at Keio.

5 b. The requirements for an application are as follows: i. Candidates should have a good degree in social sciences or humanities and have a strong background in economics as a formal entry requirement. ii. The acceptable English language tests are IELTS at a minimum score of 7.0 and TOEFL with a minimum score of 600 in the paper test or 263 in the computer based test. c. Application and selection process d. Offer Letters i. For , Students will apply via the institution to which they belong, through a joint-recruitment process. Keio will select up to five (5) students and Sciences Po will select up to five (5) students. From 2010 onwards, recruitment will be open to international students via Sciences Po's on line admission procedure. ii. The selection at Keio takes place in March or April, with one Science Po staff joining the selection. The selection at Sciences Po takes place in Mayor June, with one Keio staff joining the selection. All applications will be scanned into a secure internet site for review by both Universities. Sciences Po and Keio will jointly agree on the final selection of Students. Both universities acknowledge that applicants may be interviewed. iii. Sciences Po will consider all applications and make a short list. Keio will also rank the short-list and discussion as necessary will be held between the two Schools to agree the final ranking. Offers will be made to the agreed number of candidates following the rank order. Offer letters will be sent by Sciences Po. Students will be put on a waiting list, following a rank order. iv. For the intake decisions will be made as applications come in. For subsequent years the date the selection committee meets will be decided at a later stage but is likely to be around the end of June. Decisions will be conveyed to applicants by Keio for the intake and by Sciences Po then. v. Sciences Po and Keio will agree on the number of offers to be made to reach the target registrations. vi. The two partners will send each other details of all accepted candidates. vii. Sciences Po will confirm to Keio no later than early October each year the details of all students who have registered. i. Once a list of accepted candidates has been agreed upon, letters offering candidates a place in the Double Masters Degree in Economics Programme will be sent to these accepted candidates. For candidates coming from Keio, Keio will send out the offer letter. For candidates coming from Sciences Po, Sciences Po will send out the offer letter. For all other candidates, Sciences Po will send out the offer letter. The Academic Directors at each university will agree on a common set of materials to be sent with the common offer letter including: a common acceptance letter, a Sciences Po registration form, and a Keio registration form. Sciences Po will provide Keio with material relating to visa applications and housing that Keio will distribute to candidates coming from Keio. ii. Offer letters will also contain information on applying for funding for both years. The general course information will inform students about the progression

6 e. Acceptance of Offers rules for the programme and point out that the two institutions share some student related information relating to the participation on the two-year programme. Each offer letter will contain a deadline for candidates to accept the offer of a place in the Double Masters Degree in Economics Programme. Candidates will accept the offers by returning the common registration form to Science Po together with two passport photos. Candidates failing to accept the offer of a place by the given deadline will be deemed to have rejected the offer. Science Po will provide Keio with (a) a list of those candidates who have accepted the offer of a place, and (b) one passport photo for each of these candidates. f. Registration Information Sciences Po will send to Keio students in April or May information on registration for the first year beginning in Paris in September of the same year, and Keio will send information about registration at Keio to students at Science Po in April or May of the first year of their programme in Paris. Information will include advice on insurance, visas, accommodation etc. g. Registration and Issuing of Student Cards Each institution will register students according to its own practice. i. When students register for Double Masters Degree in Economics Programme at Sciences Po in September of the first year, Sciences Po will issue them with a Sciences Po (Double Degree Program) student card. Once the registration period has passed, Sciences Po will provide Keio with a complete list of all students who have registered for the first year of the programme. On receipt of this list Keio will produce a Keio University (Double Degree Program) student card for each student, and send all these student cards by secure mail to the Japan Desk at Sciences Po's Office of International Affairs and Exchanges for distribution to all the students. ii. Keio will accept registration documents in late September/early October of the second year from all students who have been judged to be eligible to progress to the second year of the program. Keio will also issue these students with a new student card once students have provided Keio with another passport photo. Once the registration period has passed, Keio will provide Sciences Po with a complete list of all students who have registered for the second year of the programme. 4. FEES Until otherwise agreed, Students will pay tuition fees for Year 1 to Sciences Po; and tuition fees for Year 2 to Keio. In addition, Keio students will pay half a year tuition fees to Keio, equivalent to the Spring semester prior to their arrival at Sciences Po. a. Fees for each year of the programme will be set by Sciences Po and Keio and published in their normal way. b. Sciences Po fees will be equivalent to those charged for one regular year at Master's level at Sciences Po. c. Keio fees will be equivalent to those charged for Master of Arts in Economics at Keio.

7 5. FINANCIAL SUPPORT a. Keio and Sciences Po will both seek sources of financial support for students on this programme. b. Students receiving an offer letter for admission to the programme can apply for financial support at both Universities prior to entry, including for financial support from Keio for the second year of the programme. 6. EXAMINATION a. Students will be examined according to the regulations in force at each University at the time of their registration. b. Year 1 and year 2 results will be the responsibility of each University respectively. Year 1 results at Sciences Po will be determined at the Examiners Meeting in late July, to which a member of Keio academic staff shall be invited. c. Year 2 results at Keio will be determined at the Examiners' meeting in late July each year. The Examiners' meeting comprises two Keio professors and one Sciences Po professor. Academic members of the Programme Committee will validate the final results for the double degree programme. d. Assessment of students will be by the usual means applying to the courses concerned, made explicit to the other partner. The dissertation topic will be agreed at Keio as part of the curriculum for Year 2 and will follow the standard rules for a Master dissertation at Keio. The dissertation must be written in English and be submitted by early July of Year 2. One Sciences Po professor can participate in the examination of each dissertation. e. The University responsible for any course which is taken shall be responsible for assessing the student in that course, by the means usually applying to the courses concerned within the rules of that institution. The rules and practices of the assessing School shall apply to all alleged assessment offences and appeals. 7. PROGRESSION a. Progression from Year 1 of the programme to Year 2 is subject to the achieved level of satisfaction of the academic requirements of Year 1. This is based on the number of ECTS credits but it is worth noting that these contain an inherent level of attainment as outlined below. b. Grading: Students in Year 1 will receive a grade out of a total of 20 for each course. This grade will be based on a combination of continuous assessment, participation, and in most cases a final examination or project. Course requirements and grade distribution are set out in each individual course syllabus. In this grading scale, and based on the graduation requirements of the programme, any grade lower than 10 is considered below the expected standard. For grades lower than 10, "Passable" ECTS credits for the respective course will not be awarded. c. The formal progression rules for this programme were agreed by the Academic Directors prior to the start of the programme and are as outlined below: i. Students may only progress to the Keio year if they have achieved a minimum number of ECTS credits at Sciences Po in Year 1. ii. The number of ECTS credits to be achieved is at least 52 out of 60 taken.

8 iii. Students who achieve at least 52 ECTS credits or more can progress without further examination by Sciences Po. iv. Students who achieve between 45 and 51 ECTS credits will be considered as cases of "rattrapage". They will be admitted to progress to the next year conditionally. They will be required to re-submit or re-sit coursework or exams for the failed module(s). The Head of Programme will decide on an individual case basis which subject(s) they will have to re-take in order to obtain the Sciences Po part of the Double Degree and the timing for this with a view of students completing the requirements for year 1 where possible before starting year 2 at Keio. v. Below 45 ECTS credits a candidate is considered as a "Cas de jury" The jury will decide on the deliverance of the credits. Students who achieve less than 45 ECTS credits may not progress to the second year of the programme. The Academic Director at Sciences Po will decide with them which credits they will have to re-take. The progression information is communicated to the students in the programme information prior to the start of the programme. d. Subject to any consents required from the student, Sciences Po shall inform Keio of all marks and grades achieved by the students in their first year of study, where the students concerned intends to progress to the Keio year of the programme. 8. ATTENDANCE a. Attendance is an important part of the student's commitment to the Double Degree programme, and is considered mandatory in all classes. b. Absences are not acceptable. Students are however allowed a maximum of 3 justified absences per class, in the case of medical or personal emergency. It is the student's responsibility to inform the professor as well as the programme staff in case of unavoidable absence - in advance whenever possible. If the reason is medical, a doctor's certificate may be required. c. Beyond 3 absences students are considered "in fault" which means they have not complied with the programme requirements. In that case, the jury will decide or not to relieve the fault. Students should be aware that part of their course grade is based on class participation, so that even when there is a valid reason for their absence, their grade may be affected. 9. LEAVE OF ABSENCE a. If a student needs to interrupt the normal course of study of Year 1 of the Double Degree programme, he or she must make a formal request to the Registrar of Sciences Po. b. Depending on the circumstances, the student may be granted a leave of absence at Sciences Po for one semester or one year. There are four cases of leave in Sciences Po: suspension: 6 months leave, the student is not considered as a student of Sciences Po. deferment: 1 year, the student is not considered as a student from Sciences Po. extending study period: students will be allowed to study on a part-time basis with some adjustments. adjustments: some modules may be changed or the students could be permitted not having to follow a certain module. c. A leave of absence may only be granted to a student in good standing with Sciences Po. While on leave, the student is not considered to be working towards the degree, and will therefore not maintain his or her student status with the benefits that entails. If the leave

9 extends beyond four semesters, it will be converted to a withdrawal from the programme, after which point the student must apply for re-admission. Re-admission is not guaranteed. d. Deferral to the entry in Sciences Po between admission to the programme and the effective beginning of Year 1 will not be permitted in Sciences Po. If a student wants to defer their entry in Sciences Po, he or she will have to re-apply to the Double Degree programme the following year. e. If a student needs to interrupt the normal course of study of Year 2 of the Double Degree programme, he or she must make a formal request to the Academic Affairs Center at Keio. f. Depending on the circumstances, the student may be granted a leave of absence at Keio for one semester or one year. CODE OF ETHICS Students in the Double Degree must remain in good standing throughout the program. A student is in good standing if he or she is making regular progress toward the completion of the degree and is maintaining a satisfactory record in both scholarship and conduct. a. Students are thereby expected to conduct themselves according to a strict code of ethics in all matters related to their studies. This includes honesty in all university matters, academic integrity, confidentiality vis-a-vis any information learned through case study work, projects or internships with the private and public partners of the program, and respect for faculty, staff, and fellow students. b. Violations of any rules pertaining to academic integrity, such as cheating, fraud, plagiarism, and breach of confidentiality, will be sanctioned severely. In Year 1, sanctions will be decided by the Disciplinary Section of Sciences Po and could lead to temporary or definitive exclusion of the programme. In Year 2, sanctions will be decided by the Graduate School of Economics at Keio, and could lead to temporary or definitive exclusion of the programme. 11. ACADEMIC INTEGRITY AND PLAGIARISM a. Promoting and guaranteeing academic integrity is at the very core of both Universities' pedagogical mission. It is an intellectual duty to signal explicitly any borrowing made from a preexisting document, whether it be a book, article, website, thesis, dissertation, unpublished manuscript, course notes, oral report, or other. This fundamental principle applies equally to paraphrasing and summary. b. Failure to do so constitutes the act of plagiarism, which consists in including within one's own work a text or fragment of text borrowed from a pre-existing source without the explicit acknowledgement of the insertion (indicated by quotation marks "... ") and the proper reference it to its source (using the conventions of footnotes and bibliography commonly accepted in the given field of study). By presenting plagiarized material as his or her own work, the student nullifies the very object of his studies. c. Assumption of plagiarism in Year 1 will result in a grade of 0 on the 20 grade scale for the whole module. Students who are found to have engaged in plagiarism in Year 2 will be awarded a grade of D (failure) in the course concerned.

10 d. When the act of plagiarism is substantiated, insofar as the student has transgressed a fundamental principle of intellectual integrity, he or she will be exposed to sanctions from the Disciplinary Section at Sciences Po or the Graduate School of Economics at Keio, which may range from receiving no credit for the course to the required withdrawal from the programme. e. Students who require outside assistance in written expression in English are held to strict adherence to the rules of plagiarism. 12. UNIVERSITY REGULATIONS: a. Regarding other matters, academic, disciplinary, use of university services and facilities, health and safety, matters related to staff and students such as freedom of speech, diversity policies, racial equity, sexual and racial harassment students in Year 1 will refer to the "Reglement de Scolarite de Sciences Po" and to the "Reglement de la Vie Associative, Libertes Syndicales et Politiques. b. Regarding other matters, academic, disciplinary, use of university services and facilities, health and safety, matters related to staff and students such as freedom of speech, diversity policies, racial equity, sexual and racial harassment students in Year 2 will refer to the "Daigakuin Gakusoku", "Rishuannai", "Keio Gijuku Harrassment Boushiiinaki Pamphlet" and to the "Kenpo no Tebiki". 13. DEGREE CERTIFICATES a. Successful students will each receive a degree certificate for the Economics and Public Policy Master from Sciences Po and a degree certificate for the Masters of Arts in Economics from Keio. b. Graduates will also receive a joint certificate of attendance produced by Keio and distributed to the graduates by Sciences Po. c. In addition to the transcripts, the two universities will work towards producing a joint Diploma Supplement (OS) in line with the requirements of the Bologna Agreement. 14. ALUMNI Students graduating from the programme will be alumni of both Sciences Po and Keio and have the obligations and privileges of alumni of both institutions.
