1 JOB DESCRIPTION POST TITLE: Social Worker Children Looked After Team GRADE: scp DEPARTMENT: Children s Services SECTION: Children and Families, Children Looked After Service REPORTS TO: Deputy Team Manager MANAGES/SUPERVISES: N/A PRIMARY JOB FUNCTION To achieve good outcomes for children looked after and to significantly reduce the gaps in outcomes between children looked after and those within the general population. This will be achieved by: Carrying a caseload of children looked after and those in care proceedings. Working in a fully integrated way that includes other key professionals, agencies, children looked after and young people. For those children for whom the plan is to return to their parents, to ensure risks are assessed and multi-agency plans are in place, underpinned by national and local policies, procedures and standards. DUTIES AND RESPONSIBILITIES 1. To work with children looked after ensuring that they have clear plans for permanency via adoption, special guardianship, and permanent or long term fostering. Ensuring that permanency planning takes place according to timescales to avoid drift. 2. To assess risk and devise multi-agency child protection plans to ensure children s safety and rehabilitation to their families whenever possible. 3. To ensure the holistic needs of children looked after are met by close and creative work within the multi agency children looked after service to ensure that children s health, educational and emotional needs are met and that they remain in stable placements, enabling them to achieve good outcomes. 4. To undertake direct work and lifestory work with children to address emotional, behavioural, contact needs and achieve permanency. 5. To carry out consultation with children, young people and their families and to take part

2 in and develop, young people s participation in the department. 6. To participate and contribute to looked after children and children in need, child protection planning and review meetings, task groups and involvement in group work as required. 7. Recording within the Integrated Children s System to the standard and timescales required. 8. To prepare and present qualitative verbal and written reports to meetings, reviews and panels. Preparing statements, care plans and presenting evidence for legal proceedings. 9. To ensure that the Department of Children, Schools and Families requirements are met in terms of placement stability, visits, health, education and recording within timescales in respect of children looked after. 10. To commission family group conferences, undertake kinship assessment and prepare special guardianship reports for children. 11. To comply with the department s supervision standards and participate in any training and development required by the department. 12. To keep up to date on relevant research and developments within child care work. 13. To contribute to the development of a positive culture within the team that promotes mutual respect and good professional behaviour. 14. To undertake other duties commensurate to the grade of the post. ADDITIONAL: To use and assist others in the use of information technology systems to carry out duties in the most efficient and effective manner. To adhere to the Code of Conduct of the General Social Care Council. To achieve agreed service outcomes and outputs, and personal appraisal targets, as agreed by the line manager. To undertake training and constructively take part in meetings, supervision, seminars and other events designed to improve communication and assist with the effective development of the post and post holder. D2 Considerable experience of Adoption work. E3 E4 E5 E6 E7 E8 KNOWLEDGE, SKILLS and ABILITY Ability to carry out duties within the Council s equal opportunity and diversity policies. Ability to consult with children, young people and their families, and to be proactive in implementing the department s participation strategy. Knowledge of relevant legislation, national standards, policy and practice and current issues in safeguarding and the provision of services for children in need and looked after children. Ability to liaise effectively with partner agencies, independent sector and voluntary providers in Islington in providing social work assessments and care management services to children and their families. Ability to make assessments of children incorporating multi-disciplinary input into assessments and formulating multi-agency plans. Ability to undertake child protection investigations, initial and core assessments within timescales and co-ordinate agreed plans, with support and supervision. E9 Ability to undertake effective care planning for children. E10 E11 Ability to provide clear and accurate case recording on the Integrated Children s System within timescales including the Department of Children, Schools and Families requirements for Looked after Children. Devise reports and present care plans for court and reports to panels and other formal settings. Ability to communicate effectively and accurately both verbally and in writing e.g. court reports, planning meetings, reviews and core assessments.
