4 WHAT YOU SHOULD KNOW BEFORE COMING TO NEW ZEALAND We are pleased that you are thinking about studying in New Zealand. Before your application is processed, ask someone to help you to understand the information in this booklet. It should help you to decide if the New Zealand education system is suitable for you and your chosen career path. What are the criteria for enrolment? International Students enrolling at must: 1. Have their parent s consent to study at 2. Have parents sign all contracts as supplied 3. Inform of any sickness, behavioural, disability or special education needs before enrolment 7. Prove that they have adequate medical and travel insurance throughout their stay in New Zealand 8. 5 What happens when I arrive at the airport? will arrange for someone to meet you at the airport. They will be waiting for you in the public arrival lounge. The person/s meeting you will be holding a card with your name printed on it in English. You will be taken to your host family s house, where you will be welcomed as one of the family. They will help you to learn about New Zealand and show you around their neighbourhood. What happens when I start school? On arrival at you will undergo an orientation programme. This course has been designed to assist you to integrate successfully into the New Zealand High School system. It will include: 1. Information on how to fit into and benefit from the New Zealand secondary school system and living conditions 2. Details about the school s facilities, courses available, culture, rules and environment 3. Information about the community around us 4. Information on how to plan an academic programme appropriate for your chosen career path 5. Assessment of English language skills in writing, reading, listening and speaking Depending on the results of your language and subject assessments and the timing of your arrival at, you will be placed into a full subject timetable, which may include an English for Speakers of Other Languages (ESOL) class. What do I do if things go wrong? will give you special help and support while you are studying here. We will make sure you are treated fairly and that you get the support you need to study properly. Homestay concerns If you are having a homestay problem, you should contact the International Students Co-ordinator as soon as possible. They will discuss the issue with you and if it cannot be resolved, will arrange a meeting with your homestay family and yourself. Page 3

6 How much will it cost? REGISTRATION NZ$ (non-refundable) The registration fee includes the cost of finding and inspecting a homestay, meeting the student at the airport, transporting to the homestay, assistance with opening bank accounts, providing an orientation tour around Auckland and a school ID card. Designated caregiver registration fee NZ$500. This fee is chargeable should the homestay option below not be taken up TUITION NZ$12, per full year NZ$ per week - short term This Covers: Tuition Government taxes and levies ADDITIONAL COSTS These vary according to the individual programme chosen by the student and are not covered by the tuition fee. They may include: Insurance (approximately $600 per year); Stationery (approximately $100 a year); Scientific calculator for Maths, Physics etc. ($95); Trips out of school (approximately $100 each year); Device Charge - Year 9 only ($199 for hireage of tablet or similar device) Entry fees to external examinations and awards e.g. NCEA ($ ) Subject fees where materials and equipment are supplied by the school; Sports Team Registration ($40) approximately per sport; Out of school tuition. e.g. music lessons, special courses. PLEASE NOTE : CONTINGENCY FUND $500 which will be held to cover extra costs, including internet high usage, urgent medical costs etc. Any unused balance is refundable on departure. UNIFORM HOMESTAY Uniform is required for all full time students. Allow approximately $450 Weekly Accommodation NZ$260 Accommodation payments cover the cost of homestay supervision, a fully furnished room, all meals and laundry. Internet Usage is not included. 7 Fees Refund Conditions for International Students School Fees 1. Course fees are non-refundable should you withdraw from your course of study before the course completion date. 2. An application for refund of fees may be considered and can only be made in writing. You must write to the Board of Trustees explaining why you have withdrawn from the course and your reasons for seeking a refund. 3. The guidelines of what refund you can expect are laid out below: Tuition Fees If a student withdraws from a course before the completion date, there will be no refund of any tuition fees unless: A student has to return home due to the death or serious illness of a close family member; A student has to return home on medical grounds. Homestay Fees A student leaving will be given a refund of any homestay money being held by the school. A student must give at least 2 weeks notice of his or her intention to leave the homestay. Failing to do so will mean that an amount equivalent to two weeks homestay fees will be deducted from the balance due to be refunded. Registration Fee This fee is non-refundable. Are the fees I pay protected? Yes. Our Board of Trustees has taken out an insurance policy to protect any school fees paid. This can be drawn on in the unlikely event that we were unable to continue to deliver the education that we contracted to provide. Ministry of Education s Code of Practice Agreement has agreed to observe and be bound by the Code of Practice for the Pastoral Care of International Students published by the Minister of Education. 14 HOMESTAY AGREEMENT HENDERSON HIGH SCHOOL 1. I request a duly appointed representative of to choose a homestay for my son/daughter while studying at Henderson High School. I agree to pay homestay fees for the enrolment period in advance. In turn, will pay the appointed homestay company by direct credit. ** When a student does not use his/her homestay during the long December/January holidays, a retainer of NZ$75 will be paid per week to ensure that his/her room is still available when he/she returns. I undertake to ensure that my son/daughter will not drive or own a motor vehicle (including a motorbike) at any time during the term of the contract. This is a condition of enrolment, and for being in homestay arranged by the school, and applies for the length of any study permit or visa. 2. School s Undertaking The homestay agent will visit your child s homestay prior to selecting it and interview the homestay parent(s). The interview will include discussion of: facilities, including the availability of a bedroom for the homestay student people living in the household the presence of household pets whether anyone in the homestay smokes the prospective homestay parent(s) expectations of students the school s expectations of homestays request for a referee whom the school can approach to supply character references Homestay families will be police vetted prior to your child being placed with them. 3. will require that homestay parent(s) sign an agreement with the school. A copy of this agreement is available from the International Students Co-ordinator who will provide parents with the following information about the homestay: names of all persons in the homestay physical address of the homestay day and night contact numbers an emergency contact number for 5. International students will meet with the International Students Co-ordinator prior to commencing at a new homestay. The orientation will include: school expectations of the student school expectations of the homestay issues of student safety and well-being cultural understanding 6. The Homestay Agent and International Students Co-ordinator will monitor the performance and compatibility of both homestay parents and students: A new homestay will be phoned during the first week of hosting a new student Each student will be interviewed once per term to ensure they are happy with the homestay 7. I understand that the Code of Practice for the Pastoral Care of International Students makes responsible for the care of its students outside of school hours and during holidays and I undertake to assist the School to meet its responsibilities. 8. I agree to my son/daughter being placed in a homestay chosen by a representative of Henderson High School. I will be responsible for any damage caused to the homestay s person or property by my son/daughter. I also undertake to reimburse the school for any unpaid telephone calls made by my son/daughter during his/her stay with a Homestay family. 9. I am satisfied with the procedures put in place by the school to select, monitor and administer my son/daughter s homestay. 10. I understand the school will use its best endeavours to ensure the safety, health and well-being of the student while at his/her homestay, however, the school can not be liable for any damage or harm caused to the student or student s property arising out of the student s homestay. 11. In particular, I accept that is: a) responsible for my son/daughter at all times while they have a student visa for study at. b) responsible for approving all accommodation arrangements. I undertake to communicate in a timely and prompt manner about any matter which may affect the school s ability to carry out its responsibilities effectively. 18 BEHAVIOUR AGREEMENT HENDERSON HIGH SCHOOL Rules for International Students The staff at endeavour to give special care and attention to all our International Students and to encourage them to reach their full potential. We need to have an assurance of support by the student s parents and the promise of the student s willingness to comply with the rules and standards of the school as well as the community, to ensure the well being of all concerned. 1. Attendance: Students are to attend all classes promptly at all times. If a student cannot attend because of ill health, the school must be advised before classes begin. A doctor s certificate is required for any absence of three or more days. Absence for any other reason must be approved beforehand by the International Students Co-ordinator. If you return to your home country during the set school holidays, you may not take extra time away from school unless authorised by the school Principal. You must not return to your home country before the end of the school year, having completed all course work and taken any appropriate examinations. 2. Homework: This must be completed every day, or as required by the teacher. The student must complete all set tasks when asked. 3. Co-operation: The students must always obey the teacher s instructions, participate in classroom activities and maintain a friendly, co-operative attitude. The student must show consideration and respect to all staff members, to other students and to themselves. 4. Homestay: Any rules laid down by the homestay families are to be respected and obeyed. The student is expected to be reasonable, courteous and helpful in the house, e.g. keeping his/her bedroom tidy, clearing the table, etc. The student will be on time for all meals and will not be away from home unless prior permission has been given. 5. Curfews: The New Zealand law states that young students are to be under supervision at all times. Any change to the curfew rules below must be negotiated beforehand with homestay parents. The students must tell the homestay parents where they are at all times and must contact them if they are going to be later than expected. The students must give their host parents the telephone number where they can be contacted anytime they are away from their homestays. Smoking and Alcohol: Students are not permitted to posess or consume alcohol, or to smoke. The Board will take a very strong stand if any student is found to be using or in possession of cigarettes or alcohol. Page 9

19 7. Illegal Drugs: These will not be tolerated. Students found to be using drugs are likely to be excluded /expelled and sent home. If this happens the authorities will be notified. 8. Driving: does not permit International students to own or drive a car during the duration of their visa to study at the school. 9. Uniform: School uniform is required for all students Non-Compliance If it is found that the student is unable or unwilling to co-operate with the above rules, the following action will be taken: 1. The student will be verbally warned and/or receive one or more after school detentions. 2. If his/her behaviour does not significantly improve during this period they will receive the first written warning that he/she is facing suspension. Copies of this will be sent to their parents. They will also be put on daily report for 2 or 3 weeks. 3. If behaviour still does not improve after this warning the student will receive a second and final warning that states that unless behaviour significantly improves the student may be suspended from school. Permanent Exclusion If the behaviour of the student does not improve as requested, the student may be excluded and the appropriate authorities notified. The student s visa will usually be revoked under these circumstances. Gross misconduct can result in immediate permanent exclusion. Fees Refund No fees will be refunded to a student excluded due to unacceptable or non-compliant behaviour. 20 INTERNATIONAL STUDENT CONTRACT HENDERSON HIGH SCHOOL TERMS AND CONDITIONS OF ENROLMENT Enrolments 1. All enrolments are subject to the following conditions, which become legally binding on confirmation of acceptance by the School. In signing this contract the parent guarantees acceptance of all its requirements including those placed on the student whilst in New Zealand. 2. An offer of place will be made on the understanding that you have fully disclosed all information required to enable the school to make an accurate assessment and placement. 3. You must inform the school of any sickness, behavioural problems, disability or special education needs before enrolment. 4. Parents must inform the school if any contact details change i.e. parents address/ telephone number. Immigration 1. International students need a student visa or permit to study at the school and it is the parents responsibility to apply for these. The school will assist the student to renew a student visa or permit. 2. Full details of visa and permit requirements, advice on rights to employment in NZ while studying and reporting requirements are available through the NZ Immigration Services and can be viewed on their website at 3. Your student visa/permit will be issued for. You may not transfer to another school until that visa/permit expires or it has been reissued to another school through an official transfer process involving NZ Immigration. Academic and School Concerns 1. Students arriving after the commencement of the school year cannot be guaranteed acceptance into subject areas of choice. 2. The suitability of the academic programme offered and level will be reviewed from time to time. The school reserves the right to make appropriate changes after any review. 3. If you have a problem at school, you should first contact your teacher, the International Students Co-ordinator or Pastoral Care Dean. If you are not happy with the decision made by them in consultation with you and your parents, you have the right to take your concerns to the International Education Appeal Authority (IEAA). Henderson High School will help you with this process. has signed the Ministry of Education s Code of Practice agreement. This ensures the internal grievance process is fair and just. If the school is unable to resolve any problem, you will be directed to the IEAA. This is an independent government funded advocacy agency. They will help to resolve any issues on your behalf. 21 Fees 1. The full fees for tuition and accommodation are detailed in the official School Invoice and are payable in advance. 2. The tuition fee as invoiced includes: Tuition as specified in the school timetable Use of all classroom text books and supplementary teaching materials such as photocopies ESOL programme Meeting and transfer from the airport to accommodation for new arrivals School counselling services Orientation programme Pastoral care Government taxes and levies School ID card 3. Additional costs will include: Refunds Uniform costs Subject fees for materials used e.g. photography, art Stationery Examination fees Extra curricular activities e.g. sports teams, music lessons Field trips (These are outlined in the Fees Schedule in the Information Pack) 1. Once a student has commenced study, refunds will be made only in exceptional circumstances and according to the school Refund Policy (detailed in the Information Pack ). 2. Student fees are protected in the unlikely event of the school being unable to fulfil its commitment under this agreement. Accommodation and Arrival Information 1. Students attending on a student visa must comply with our Homestay Agreement and the accommodation conditions of the Code of Practice for International Students. 2. will arrange suitable homestay accommodation for students. Students must live in accommodation approved by the school. 3. Changes in accommodation can be made only in exceptional circumstances. 4. Students are required to gain school approval for holiday arrangements. 5. Parents must sign a Parental Homestay Authority Form agreeing to the school s homestay rules. 6. Parents or agents must notify of flight details as soon as they have been finalised. Page 12

22 School Rules and Attendance 1. Acceptance of and compliance with school rules is a contractual obligation on the part of the student. 2. The school has a published timetable and it is an obligation of the student to attend on all school days and be on time. 3. Absence or late attendance requires a medical certificate or letter signed by the Host family, Parent or Caregiver. 4. Continued unexplained absences will lead to a warning and if absences persist this contract could be terminated and the student visa revoked. 5. Students are obliged to comply with the laws of New Zealand. Failure to do so, or to comply with the school rules may lead to termination of the student s contract. 6. In such circumstances a report would be made to NZ Immigration and could result in a withdrawal of the Student Visa. Travel within New Zealand Travel within New Zealand must be approved in advance by the school. reserves the right to reject travel plans that compromise the Code of Practice requirements. Health and Travel Insurance Most students are not entitled to publicly funded health services while in New Zealand unless they are: A resident or citizen of New Zealand or Australia; or A national of the United Kingdom in New Zealand; or The holder of a temporary permit that is valid for two years or more. If you do not belong to one of these special categories and you receive medical treatment during your visit, you will be liable for the full costs of that treatment. and Immigration New Zealand requires that you have insurance that will cover the cost of medical treatment in New Zealand and insurance to cover your travel to and from New Zealand. can arrange suitable insurance for you at a reasonable rate if you wish. Our insurance policy includes travel and medical cover. The School is not liable for any loss, damage, illness or injury to persons or property however caused, except where such liability is imposed by statute. Motor Vehicles 1. You guarantee that your son/daughter, for the length of the visa or permit issued by the New Zealand Immigration Service to study at, will not own or drive a car at any time. This condition is to enable the school to meet its welfare obligations to the student in accommodation arranged by the school. 2. You acknowledge that should your son/daughter go against this requirement and drive or purchase a car in New Zealand, you, as his/her parent will take full responsibility and will therefore not hold responsible should your son/daughter be involved in an accident. 23 The Privacy Act 1. Personal details will be held by the school to fulfil our statutory obligations and to meet the educational and pastoral needs of the student. 2. You consent to disclosure of appropriate information to: a. any department of the school b. New Zealand Immigration Service c. student s approved agents or designated caregivers d. student homestay provider e. professional persons where it is in the interests of the student f. guardians and emergency contacts specified on the enrolment form g. pursuant to any statutory or legal duty NZ Code of Practice The School has agreed to observe and be bound by the Code of Practice for the Pastoral Care of International Students published by the Minister of Education. Copies of the Code are available on request from this School or from the NZQA website at Validity These Terms and Conditions of Enrolment are valid from.. until... They are subject to the laws of New Zealand and the English language version is legally binding in all cases. Parties agree to submit to the exclusive jurisdiction of the New Zealand courts.
