VED Commercial vehicles All commercial vehicle s that meet EURO 5 emissions standards have a flat rate of VED Passenger vehicles (window van, MPV) Passenger vehicles VED is based on the amount of CO 2 the vehicle emits in g/km. The DVLA has created 13 catagories as detailed below. From 1 April 2010, a First year rate of VED applies.
