Notice is hereby given that Kent District Library (KDL) invites bids (ITB s) for High Speed Based Business Class Internet Services containing the specifications shown in Section 3: Technical Specifications-Scope of Services below. B. Payment terms are Net 30 days. C. KDL is exempt from Michigan State sales tax as a District Library. KDL is exempt from Federal tax under section 501 (c) (3) of the Internal Revenue Code as a public charity. D. Kent District Library reserves the right to award or reject bids in part or in whole and on any basis it deems in the best interest of the Library. Section 3: Technical Specifications-Scope of Services A. KDL has 18 branch libraries located in Kent County, Michigan and a central Service Center in Comstock Park. The addresses are specified below. 1. Each location requires bandwidth speed of at least 100Mbps downstream and 10Mbps upstream including one-time installation and equipment charges. 2. The services and price are commercially available. 3. Telephone and television services are not required and are excluded from the ITB. 4. KDL requires the service to have at least % service availability. 5. In the event of an outage, the provider must respond to service requests within one hour during business hours of 9:00 am to 8:00 pm daily, and within 4 hours after business hours. 6. 3 7. Technical support shall be available by person-to-person contact seven (7) days a week. Bid should state in writing how this service is provided. 8. State if the technical support is offered either at no charge or at a stated fee. 9. At least one static IP Address is needed per branch and Service Center location. 10. KDL understands that certain services may not be available in all of the internet provider s service area. There can be more than one provider of internet service for the Library System if necessary. The agreement shall be on a month to month basis at the same terms and conditions agreed upon between Kent District Library and one or more internet providers. B. The agreement can be terminated with thirty (30) day notification to (one or more) internet provider. C. The Agreement shall commence on day the internet provider(s) begin delivery of the Service(s) ITB-ER03 High Speed Based Business Class Internet Services Page 6 of 9

7 D. During the agreement the Library reserves the right to change service requirements based on adding or closing library branches. Section 5: Evaluation of Quotations 5.1 EVALUATION CRITERIA To determine the preferred bidder(s), KDL will rate bids on an overall scale of 0 100% based on the three (3) evaluation factors and a final decision will be made in the best interest of the Library. 9 Section 7: Bidder s Checklist The following items must be included in the provider s submitted bid. The Library reserves the right to reject bids that are incomplete and do not contain the requested items below: A summarized letter of the provider s bid on the company s letterhead stationery. The letter must be signed by an officer of the company s or a designated agent empowered to bind the firm in the agreement offer. Acceptance or exception to our terms must be noted in the letter. A completed High Speed Business Class Internet Services Questionnaire: Section 6. A completed and signed Company Information Page. A pricing sheet including required bandwidth speeds of at least 100Mbps downstream and 10Mbps upstream and any one-time installation and equipment charges.
