TN Immunization Registry Brian K. Moore Immunization Registry Manager Immunization Registry What Is the Immunization Registry? Nationally known as Immunization Information Systems (IIS) Meaningful Use (MU) Testing Data Exchange with the Immunization Registry Electronic Data Interchange (EDI) Message Transport Options EMR Vendors 1
What is the Immunization Registry? What is the Immunization Registry? Immunization registry is confidential, populationbased computerized database that records all immunization doses administered by participating providers Consolidates immunization data from different sources into a single record for patients of any age Saves money by ensuring patients get only needed vaccines Improves office efficiency by reducing time needed to gather immunization records from other sources 2
What is the Immunization Registry? Immunization registry must protect the privacy of all users, including all patients, families, and providers. In accordance with CDC guidelines and standards. HIPPA Compliant Meets current security standards for electronic data transmissions Allows only authorized users to have access to patient data What is the Immunization Registry? Immunization registry helps the immunization program identify populations at risk for vaccine preventable diseases and target interventions and resources efficiently. 3
Number of Adolescnets What is the Immunization Registry? School Year Number of Year Old Adolescents Documented in Registry with Tdap/Td, MCV, or HPV Td or Tdap MCV HPV (1 dose or >) HPV (3 doses or >) Vaccines What is the Immunization Registry? 5 Meaningful Use Testing Fact sheet on meaningful use available to providers at 5
IR Meaningful Use Basics Eligible providers or eligible hospitals must create an electronic message using their EMR/EHR Messages must be formatted as either a Health Level 7 (HL7) or IR Meaningful Use Basics - Continued Accessing or entering immunization information through the Tennessee Web Immunization System (TWIS) does not qualify a provider for meaningful use 6
How To Submit Meaningful Use Test Eligible providers and hospitals wanting to test for meaningful use: Create a HL7 message and attached it to an and then send it to Nancy.L.Williams@tn.gov (contact your EMR vendor for assistance) Submit the message with the following information in the Name/Address of sending eligible provider/facility/hospital Name/ /Phone of point of contact for provider/facility/hospital EMR/EHR vendor, name of point of contact and Immunization registry testing letter After testing completed, a letter will be sent to provider for their records to document that they met the minimum requirements in order to qualify for payment from CMS Immunization Registry Data Exchange 7
IR Data Exchange There are 2 options for ongoing interfaces with the immunization registry: bi-directional and unidirectional A bi-directional interface would allow a provider to query the registry for patient immunization data that can be stored in the EMR and then send updates from the EMR to the registry. Note this method helps to prevent duplicates (patients and shots) and helps prevent wasted vaccines. A unidirectional interface sends one way immunization update messages from the EMR to the registry. Not as good for provider because provider does not get any information back from the registry that he or she is missing, but this minimum task is cheaper and easier to do. Immunization Registry Transport Options Message Transport Options Secure File Transport Protocol (SFTP) TWIS users can upload update only HL7 messages 8
