1 REPORT ON OBSERVANCE OF VIGILANCE AWARENESS WEEK 2015 AT CONTAINER CORPORATION OF INDIA LTD (CONCOR)

2 Container Corporation of India Limited (CONCOR) observed Vigilance Awareness Week from 26 th October, 2015 to 31 st October, 2015 at its Corporate Office, Regional Offices/ICDs/DCTs and CFSs. Vigilance Awareness Week was also observed at Fresh & Healthy Enterprises Ltd. (FHEL) and CONCOR Air Limited, fully owned subsidiaries of CONCOR. The theme of the Vigilance Awareness Week this year was Preventive Vigilance as a Tool of Good Governance. The following activities were organized during the week: I. Pledge : The pledge was read before the Board of Directors in the BoD meeting held on On commencement of Vigilance Awareness Week 2015, pledge was administered by CMD to all officials at Corporate Office at 11:00 hrs on Similarly, pledge was administered by the respective Head of the Office at all the Regional Offices/Container Terminals of CONCOR and also at the offices of wholly owned subsidiaries of CONCOR namely M/s FHEL and M/s CONCOR AIR Ltd. photographs of the pledge taking ceremony at Corporate Office are placed at Annexure-1. II. Inter-College Debate Competition: CONCOR organized an Inter-College Debate Competition on the topic Can Government Alone Fight Corruption at Hansraj College, University of Delhi on The following leading Colleges and Universities of Delhi (NCR) participated in the debate, in addition to a team fielded by CONCOR: i) IIT, Delhi ii) Delhi Technological University iii) Amity University iv) St. Stephen s College v) Hansraj College vi) Faculty of Law vii) Hindu College viii) Ramjas College ix) Kirori Mal College It was a heated and high spirited bilingual debate, in Hindi and English, in which the participants presented some very strong arguments in favour of as well as against the motion. Hindu College stood first in the competition, Ramjas College and Hansraj College were adjudged as second and Amity University, Faculty of Law and IIT Delhi got third position. 3 Mrs. Sonali Singh Additional Secretary/CVC, Shri Kirti Uppal Senior Advocate/Delhi High Court. The prizes were given by the jury members, Chairman & Managing Director and Chief Vigilance Officer/CONCOR. Members of academia and senior officers of CONCOR and other PSUs attended the debate competition. The event was widely covered by print and electronic media. Some of the press clippings are enclosed as Annexure-2. Photographs of the event are placed at Annexure-3. III. Key Note Address by Dr. S.C. Kashyap Key Note address was delivered by Dr. S.C. Kashyap, Former Secretary General, Lok Sabha and recipient of Padma Bhushan on at Corporate Office, New Delhi. This was attended by senior officers of CONCOR. Dr. Kashyap delivered a talk on State, Rule of Law and Accountability in Public Sector Undertakings. Photographs of the session are placed at Annexure-4. IV. Training Training programmes on Disciplinary & Appeal (D&A) Matters by CVO/CONCOR and Civil works by Dy. Manager(Vig.) was organized at Corporate office for senior officers of CONCOR. Photographs of the training programme are placed at Annexure-5. V. Distribution of awards to employees Awards were distributed to the officials who were adjudged 1 st and 2 nd position in the activities conducted during Vigilance Awareness Week This included essay writing, slogan writing and debate competition. Further, CONCOR has taken an initiative in honoring the honest and diligent employees by constituting an award titled Most Vigilance Employee of the Year. This year, the award was presented during Vigilance Awareness Week by Dr S.C Kashyap, Former Secretary General Lok Sabha and Shri Anil K. Gupta, Chairman and Managing Director to Shri Radhey Shyam, Assistant Manager (Technical), Northern Region. Photographs of award presentation ceremony are placed at Annexure-6. Details of programmes undertaken by the Regions: (1) Southern Region: Pledge was administered by Chief General Manager, Southern Region at Chennai office on to all officers and staff in the Regional office and the heads of units administered the pledge to the officers and staff working under their control. Essay writing competition on the topic Preventive Vigilance as a Tool of Good Governance was also organized. An interactive session was organized with employees and customers of Southern Region. Discussion was chaired by CMD/CONCOR and CVO/CONCOR was also present. Photographs of the session are placed at Annexure-7. (2) Northern Region: At Northern Regional Office, vigilance pledge was administered by Executive Director, Northern Region on at 11:00 hrs to staff and officers of Regional Office. The pledge was also administered by heads of the terminals located in the jurisdiction of Northern Region. Banners and Posters on Vigilance Awareness Week were displayed at the prime locations of the terminals. Slogans to curb corruption were also displayed on the Notice Boards. Essay writing on Preventive Vigilance as a Tool of Good Governance was also organized at Northern Regional Office as well as various terminals under Northern Region. Photographs are placed at Annexure-8. On , an interactive session was arranged on vigilance awareness in which officers, staff, customers and contractors of ICD/Dhandarikalan, Ludhiana participated. A workshop was organized on this occasion at Domestic Container Terminal/Okhla, New Delhi and Chief Manager/DCT/Okhla delivered a key note address to the staff. On , each staff at ICD Moradabad was asked to speak on the topic of Preventive Vigilance for 5 minutes. (3) North Central Region: Pledge was administered by Executive Director, North Central Region at Noida office on Pledge was also administered by heads of the terminals located at Dadri, Kanpur, Kota and Madhosingh. 5 A Yoga Session was organized at ICD/Dadri on for all the employees of North Central Regional office and ICD/Dadri. In this programme, the Yoga Instructor explained at length the Role of Yoga to control the inner instincts, development of self-esteem & confidence which help the individual to acquire the mental strength. He described the usefulness of Yoga in inner awakening, as lack of self-esteem and confidence in one s own ability makes one materialistic and leads to corruption in a bid to achieve more. When confidence enhances through inner strength, corruption get minimized. Photographs may be seen at Annexure-9. Essay writing competition on the topic Preventive Vigilance as a Tool of Good Governance was conducted on (4) Eastern Region: Pledge was administered by Chief General Manager, Eastern Region at Kolkata office on Similarly, pledge was also administered by heads of the terminals located in the jurisdiction of Eastern Region. Further, the officers of Eastern Region visited various terminals and carried out preventive visits. (5) South Central Region: Pledge was administered by Chief General Manager, South Central Region at Hyderabad office and by heads of the terminals located in the jurisdiction of South Central Region, on A meeting and interactive session was organized with stakeholders and business associates at DCT/Nagulapally wherein Chief General Manager and Group General Manager/SCRO attended and briefed them about vigilance aspects. Banners, Posters etc. were displayed at prime locations in the Regional Office as well as in all terminals. Essay writing competition on the topic was also organized on Director (Project & Services) attended a session at South Central Regional Office/Hyderabad on and briefed officials regarding preventive vigilance. 6 (6) North West Region: Pledge was taken by all employees of North West Region Terminals & Regional Office/Ahmedabad on Similarly, pledge was also administered by heads of the terminals located at Khodiyar, Sabarmati, Vadodara, Gandhidham, Ankleswar, Mundra and Pipava. (7) Central Region: Pledge was administered by Regional General Manager, Central Region at Nagpur office on Similarly, pledge was also administered by heads of the terminals located at Nagpur, Raipur, Mandideep, Aurangabad and Bhusawal on Photographs may be seen at Annexure-13. Further, meetings were organized with Customs officials and Customers. Essay writing competition on the topic Preventive Vigilance as a Tool of Good Governance was also organized. (8) Western Region: Chief General Manager/Western Region administrated pledge to all officers and staffs of Western Regional Office/Mumbai. All Terminal officers & staff also took pledge which was administrated by the respective terminal heads on 26 th October, Photographs may be seen at Annexure-14. Based on the theme of the Vigilance Awareness Week 2015 i.e. Preventive Vigilance as a Tool of Good Governance, banners & posters were displayed at the prime locations of the Regional office & of the terminals. Meetings and conferences were organized with Handling & Transportation Contractor, Surveyors, Security Staff & other contractors. Guidelines on Vigilance Awareness System of CONCOR were reviewed. Essay writing competition was organized at Western Regional Office & its terminals. Further, the following activities were undertaken at Dronagiri Container Terminal under Western Region: i) A workshop was conducted on e-cms system inviting all CHAs and Shipping Lines. ii) Inspection drive was conducted to check any un-authorized trailers standing inside the yard. **************************************************************** Report on Vigilance Awareness Week at CONCOR Page 5
