3 Introduction The city of Shizuoka is located amid a unique natural environment, with an altitude difference of 5,500 meters extending from the 3,000-meter-high Minami Alps mountains to the 2,500-meter-deep Suruga Bay. The people of the city thrive thanks to the natural resources of these mountains, rivers, sea, and all living things. The people living at the foot of the Minami Alps, in particular, have made a living from the mountains and developed their own lifestyle, with religious respect for the Minami Alps and a deep-rooted symbiotic relationship between nature and human beings. Accordingly, the city of Shizuoka has long been committed to conserving the priceless universal value of the Minami Alps for future generations. In 2007, we organized the Minami Alps World Natural Heritage Site Registration Promotion Council in collaboration with nine municipalities of Yamanashi, Nagano, and Shizuoka Prefectures, with the aim of raising and sharing its value as a common asset of humankind. Since 2011, we have also endeavored to register the Minami Alps as a biosphere reserve (commonly known as a UNESCO Eco Park in Japan), to ensure the coexistence of nature and human society, as a milestone toward the goal of registration as a world natural heritage site. The government applied to UNESCO Headquarters last September after deciding to recommend the Minami Alps as a world natural heritage site, and we look forward to receiving UNESCO s official decision to register it. The Superconducting Magnetic Levitation Railway (connecting Tokyo and Nagoya) Construction Project (hereinafter referred to as the Project ) is expected to begin in this region, and there are fears that it will seriously affect the rich and diverse natural environment of the Minami Alps. All plans for the Project within Shizuoka Prefecture are for the construction of tunnels; therefore, it is feared that: a) the groundwater level, etc. will be changed by such structures and adversely affect the lives and economic activities of residents in the downstream areas; b) effluent from the construction work will contaminate the water quality, riverbeds, and environments of rivers; and c) the disposal of excavated soil from tunnel construction and the existence of above-ground structures will seriously damage the nearby ecosystems and scenery. In the present environmental impact assessment, it is particularly important to protect the surrounding environment and the lives of the residents from the impacts of construction activities throughout the work period of more than ten years, and to take detailed measures to achieve it. The criteria to be fulfilled in order for the Minami Alps to be registered as a world natural heritage site are very strict; it is very difficult to concurrently achieve both the Project and UNESCO registration; thus, the Project greatly threatens registration as a UNESCO Eco Park. We request Central Japan Railway Company (hereinafter referred to as the Contractor ) to 1

4 conserve the natural environment of the Minami Alps area during execution of the Project and not to impede our efforts to have it registered as a UNESCO Eco Park. I. Summary It is important to accurately assess the impact of construction activities during the work, as well as after the start of service, on the surrounding environment throughout Shizuoka Prefecture. We urge the Contractor to ensure that the Project is reliable and safe, through the following measures: 1. To make the future construction plan, method, procedure, etc. understandable to the general public, compile and properly publish a detailed, clear environmental impact assessment report ( EIA ), and carefully explain all such matters. 2. Before preparing the EIA, exchange views with relevant municipalities, experts, etc., review the construction plan as needed, and draw up an EIA and a construction plan accordingly. 3. Clearly describe in the EIA the planned structures using images, etc. and including details of aboveground structures, including their locations and sizes. 4. Considering the Project Plan and the characteristics of the Minami Alps area, properly conduct surveys and disclose information after the commencement of construction work as stated in the section Individual Matters. Concurrently, organize an environmental monitoring system and discuss and coordinate with other parties to ensure the effectiveness of environmental conservation measures. 5. With regard to prefectural and city roads which are expected to be used by construction vehicles, discuss with the road administrators at an early stage. In addition, to allow such vehicles to use these roads, perform necessary surveys, monitoring, etc. and take proper environmental conservation measures to prevent the vehicles affecting the living environment along the roadside, and report the results. 6. To execute the Project, not only the Contractor but also all those involved in the construction work need to fully understand and be made aware of the nature of the Minami Alps. It is the Contractor s responsibility to provide all personnel involved in the construction work with in-depth training and guidance, to control work strictly, and report the contents as appropriate. II. Individual Matters Omitted. III. Supplementary Matters (concerning Minami Alps UNESCO Eco Park) The Contractor considers that the Project is consistent with the plan to register as a UNESCO Eco Park, saying, In the Minami Alps UNESCO Eco Park Project published in September 2

5 2013, all planned emergency exits, generated soil storage yards, etc. are included in the transition area where people can live and perform economic activities (summary of views on the Preliminary Document and remarks of the Contractor on the views, page 31). However, the existence of aboveground structures due to tunnel construction will cause damage to diverse ecosystems and hinder observation and education involving animals and plants in these areas. In addition, deposited surplus soil and river pollution will adversely affect the landscapes of mountains and streams, and the construction vehicles on narrow mountain roads will prevent ecotourism and visits by tourists. These serious impacts will result in the loss of function not only of the transition area but also of the entire Eco Park and consequently make it impossible for us to achieve the intended goal. It is essential to take all possible measures to minimize environmental impacts that would hinder the registration and approval as a UNESCO Eco Park scheduled for June Thus, the Contractor must have a full understanding and awareness of the nature of the Minami Alps and consult with the competent administrative agencies, etc. before preparing the EIA and drawing up specific construction plans. The Contractor is also responsible for submitting a series of necessary information and data, such as its approaches to the conservation and control of the entire area and the organization for carrying them out, and must actively assist us, including reviewing the plan if necessary, in achieving the registration of the UNESCO Eco Park. We have a duty to pass on the rich natural environment and blessings of the Minami Alps to future generations as priceless assets. The city of Shizuoka is working hard on the revitalization and development of the region by conserving nature and enhancing its value. In the Minami Alps area in particular, we are striving to achieve the coexistence of humankind and nature and sustainable growth, and to assist other areas too, while helping to attain active economic activities in all intermediate and mountainous areas. Thus, the Project is also expected to contribute to these commitments. Conclusion The city of Shizuoka has presented its views on the conservation, etc. of the natural environment of the Minami Alps in the three sections of I. Summary, II. Individual Matters, and III. Supplementary Matters regarding the Environmental Impact Assessment Preliminary Document for the Chuo Shinkansen (connecting Tokyo and Nagoya). In compiling these views, we gathered knowledge and information from the members of the Shizuoka City Conference of Environmental Impact Assessment Experts, and also considered the suggestions and advice from representatives of the residents of the seven cities and two towns in 3

6 the basin of the Oi River which originates in the Minami Alps. The Japanese people have had a deep respect for nature since ancient times, and have also benefited from its riches. This is a universal philosophy of the Japanese, and this priceless, diverse natural asset must be handed down to future generations. In promoting the Project, we urge the Contractor to review environmental conservation measures, etc. as needed based on the advice of experts, and to take full responsibility for adopting the best measures, such as the latest effective maintenance technologies, to avoid and minimize impacts on the environment. We sincerely hope that the Governor of Shizuoka Prefecture will request the Contractor to take proper conservation and safety measures based on a proper environmental impact assessment throughout the Project. 4
