Bieter and Boise City Council FROM: Karen Bubb, Public Arts Manager DATE: May 13, 2010 SUBJECT: Recommend Approval of the purchase and commission of new works for the Boise Visual Chronicle ACTION REQUIRED: Approval or denial of the Boise Visual Chronicle purchases and new commissions. RECOMMENDATION: The Arts & History Commission recommends approval of the purchase of nineteen existing artworks by twelve artists for a total of $14,275 and four new commissions by four artists for a total of $7,700. Overall budget with which to purchase artwork is $21,975. All artists are Idaho residents. BACKGROUND: The last new purchases made for this collection of over 80 works was made in FY Boise City Department of Arts & History issued a Call to Artists (attached) to purchase or commission new artwork in FY Thirty-nine artists responded to the call submitting over four hundred artworks for consideration (see table at right). 39 applicants to Boise Visual Chronicle 9 photography 17 painting 1 screen print 1 mixed media print/drawing/painting 1 colored pencil 1 glass 1 fabric 2 enamel on copper 6 3-d mixed media A selection panel was made up of representatives from the Boise City Department of Arts & History Commission, Greater Boise Auditorium Board, Capital City Development Corporation Board, Visual Arts Advisory Committee and the community. Karen Bubb facilitated the panel. The panel chose the attached recommended artworks for purchase or commission. Funds are from Boise City general fund and Capital City Development Corporation and are already in the FY 2010 budget. There is a policy change request going forward to City Council to change the fund source from the department s M & O account to the art capital account, which is a revenue neutral change. The last call for this collection was in Eligibility: This competition is open to all artists 18 years of age or older Artists must reside within 50 miles of Boise city limits Open to all media, both 2- and 3-dimensional (2-D work must be able to hang on the wall and 3-D work must not exceed 3 x3 x3 and 100 lbs.) Artwork must be original Materials used in the work must be archival, i.e., meet museum standards of preservation Artwork must have been created within 5 years of selection date Application: All applications must include: A current resume of the artist(s), including name, address, phone number, address and website (if applicable) An Explanatory Statement about the work submitted and how it adds to or relates to the Boise Visual Chronicle collection. (not to exceed 125 words) OR a proposal for new work and how it adds to or relates to the Boise Visual Chronicle collection. (not to exceed one page) Up to ten digital files of existing work available for purchase, or, if submitting a proposal, up to ten digital files of past work that relate to the proposed artwork. Specifications for Digital Files - Images must be in a.tif file format sized within 1200 x 1800 pixels with a 300 dpi resolution [4x6 photo quality] and all contained on one CD. Image identification sheet with artist name, titles, dates, medium, size, purchase price of artwork or commission price of new work A Self Addressed, Stamped Envelope if artists want submission returned (NO STAPLES, BINDERS, PAPER CLIPS OR FOLDERS PLEASE) Selection Process: A five member selection panel, including representation from Boise City Council, A & H, the community, and an artist and/or arts professional, will review applications and select artwork for purchase. The panel may request additional information and may ask to see the actual works under consideration. Recommended works must receive final approval for purchase from A & H and Boise City Council. Budget: The panel has an overall budget of up to $20,000 with which to purchase or commission multiple new works. All purchases are at the discretion of the panel, which will determine how many works are selected. 2-D artwork will be purchased unmatted and unframed, unless otherwise agreed.
