4 1.0 INTRODUCTION This document has been prepared to accompany the submission of a planning application at Mayflower House, Plymouth. At this stage no contractor has been appointed and no detailed discussions have been held with any contractors. All contractors tendering for the Contract will be required to develop a detailed Construction Management Plan (CMP), based upon this document, any specific requirements of the Planning Approval and the contractor s specific method of working developed for the project. For this reason the project specific Construction Management Plan cannot be prepared until after the contract has been let to the successful contractor. Notwithstanding, the scheme under consideration for Mayflower House, Armada Way is recognised as being significant and will impact on the adjacent and surrounding areas during construction. This preliminary document has been prepared to set out the framework for the project specific CMP GENERAL CONDITIONS As part of the project specific CMP the contractor will be required to consider and include the following general points within the document: The protection of the public and adjacent and surrounding buildings affected by the works The contractor s methodology with regards to publicity will require to be set out specifically for the project The proposed hours of work will need to be clearly set out in the document (the working hours are likely to be subject to any condition on planning and the contractor will need to take cognisance of this) 3.0 NOISE AND VIBRATION As stated above it is recognised the proposed development is likely to have an impact on local business and residents during construction. The specific CMP will detail how the effective regimes to control noise and vibration are to be provided but this must include the following: Noisy plant and machinery will be sited at places of least disruption to noise sensitive buildings All vehicles and mechanical plant shall be fitted with effective exhaust silencers, which will be regularly maintained Machines for intermittent use will be either closed or throttled down when not in use Compressors will be fitted with properly designed acoustic covers The use of concrete breaking equipment using impact tools is to be avoided
5 All tools to be used are to be defined and are to be selected, where practicable, to give the least noise and vibration possible. In addition all plant and tools will be maintained in good working order Good communication with neighbours with regards to noisy operations will be maintained at all times Monitoring of noise during loading and unloading operations will be put in place Piling is likely to be required as part of the construction process to support the building loads safely into the supporting strata. The piling selected at the design stage will take into account the proximity of the adjacent buildings and structures and the need to impact on the surrounding area as least as possible. The contractor s CMP will detail these specific requirements and control mechanisms. In addition, should surface contamination be an issue then the methodology of controlling this during piling operations will be detailed as part of the CMP. 4.0 DUST AND AIR POLLUTION As part of the development the existing building is to be demolished in a careful and controlled manner. The Specification prepared will set out the various requirements for the contractor to include within his work. As part of the tender return the contractor will be required to provide a Method Statement, which will be required to detail the steps to deal with the following in specific terms: Dust and Air Pollution Asbestos Crushing Machines Monitoring of air quality Underground Drainage to remain post demolition Each of the above aspects will be dealt with as part of the Method Statement required and will also form part of the project specific CMP as required for planning. In developing the Method Statement and the project specific CMP, the contractor will be required to liaise with all statutory parties including the Health and Safety Executive, the Environment Agency and Plymouth City Council. 5.0 CONSIDERATION OF SITE OPERATIONS AND ACCESS The site operations and access will require careful consideration, especially as the access to Mayflower House is reasonably limited. The whole of the western boundary to the site is flanked by Armada Way and the whole of the eastern boundary abuts the public car park, currently managed and operated by Plymouth City Council. The use of the car park for construction purposes with regards to storage, deliveries and messing facilities is the preferred method as it provides an easier route to the site, can be more readily protected and would cause less disruption and damage to Armada Way.
6 Currently vehicular access to the building is through the car park and it is considered reasonable that access for small vehicles visiting site can be maintained through this current route. It is noted however, following pre-application discussions with Plymouth City Council that their Parking team would not be willing to offer this. Therefore, the Council would prefer the compound to be located on Armada Way. Unless an agreement can be reached with Plymouth City Council on providing storage and messing facilities in the car park on the eastern boundary of the site, in principle deliveries to site and demolition materials away from the site will need to be carried out through Armada Way. It is accepted this will require a significant degree of protection to the adjacent areas and a temporary closure of part of Armada Way to facilitate the operations and provide storage and messing facilities for the contractor. The exact area of Armada Way required for the contractor s storage and messing facilities and the exact delivery route will be subject to agreement between Plymouth City Council and the Contractor. To this end, the applicant is undertaking early discussions with the Estates team at Plymouth City Council to agree an arrangement to use Armada Way for construction purposes. In preparing the CMP, the contractor will be required to include the following with regards to Site Operations and Access: Travel plans for deliveries taking into account the appropriate road network. The details of this will be set out in the CMP and agreed with Plymouth City Council Possible out of hours deliveries to reduce the impact on traffic Prevent traffic congestion, ensure vehicle movements are such as to minimise air pollution and noise, provide specific location points on site for deliveries, locations of hoists, cranes and location of noise sensitive areas and adjacent properties The provision of appropriate marshals and banksmen In addition to this the contractor will be required to include the following information as part of the project specific CMP: Ensure that collection and delivery will take place in such a manner not to impact unduly on main roads and other routes Assess the onsite turning space allocation The size of any loading bays and set out the strategy with regards to off road queuing facilities Conduct a risk assessment of the loading points Audit the local traffic management regulations and consider the likely impacts for freight to and from the site The project specific CMP will also need to deal with the contractor s procurement procedures. In particular the contractor will need to confirm a number of critical factors concerning procurement and the proposed supply chain, which will include the following:
7 Awareness of vehicle activities Demonstrate a commitment to safer, more efficient and more environmentally friendly subcontractors Operational efficiency Consideration to off peak delivery times Set up delivery plans and the monitoring of the same 6.0 CONTRACTOR S RESPONSIBILITES In order the contractor is able to demonstrate an understanding of the responsibilities with regards to the project and operations, there will be a requirement to set out the procedures with regards to the following aspects as part of the Contractor s Responsibilities. All of the following shall be in agreement with Plymouth City Council. Staff Travel Plan Supply Chain Management Contracts Delivery and Servicing Plans In addition the contractor is to make reference and include any requirements from the following organisations in preparing the above: Fleet Operators Recognition Scheme Local Low Emission Zone Any specific requirements set out by The Local Highways Authority 7.0 MONITORING REQUIREMENTS As part of the project specific CMP the contractor will be required to set out the monitoring regime and steps considered suitable to ensure the CMP is being adhered to in all aspects. The monitoring regime will be fully defined and will include but not necessarily be limited to the following; Data collection to enable regular periodic reporting Delivery tracking and recording system should be initiated and maintained Data from the monitoring process matched against transport assessment Reporting to the local authority at agreed regular intervals Any matters of concern to be raised with adjacent and/or adjoining owners
