3 Introduction This guide provides information on some of the categories of living costs that are generally incurred by New Zealand households. It provides a base to use as a first step in determining whether household expenses have been reported correctly and therefore determine any ability to repay debt. Data source This guide is based on data obtained from the Household Economic Survey 2010 administered by Statistics New Zealand. When undertaking the survey every effort is made to obtain a sample that is representative of all households. However, please note that there will always be households that vary from the figures in this guide. The information in the tables is provided by region and household composition. For the purposes of the survey, a household comprises a group of people who share a private dwelling and normally spend four or more nights a week in the household. They must share consumption of food or contribute some portion of income towards the provision of essentials for living as a group. Regions Two types of regions are listed in this guide: urban and rural. Urban Towns with populations of over 10,000 people, broken down into 5 sub-regions: Auckland Waikato and Bay of Plenty Wellington Rest of the North Island ie Northland, Gisborne Hawke s Bay, Taranaki and Manawatu-Whanganui South Island. These include all main and secondary urban areas in the region. Rural Towns that have a population of less than 10,000, that cover all areas of New Zealand. (all rural or minor urban areas) Household compositions The household compositions used are: Couple only Couple with one child* Couple with two * Couple with three or more One parent with child(ren) One-person household. *Child/ is a child who is younger than 18 years of age and isn t employed full-time. 4 Using tables When using the tables on pages below, choose either: Rural (population under 10,000), or Auckland urban, or Waikato and Bay of Plenty urban, or Wellington urban, or Rest of the North Island urban, or South Island urban. Within that table, select the household composition appropriate to the person. Categorise the expenses information you have into the expenses groups in the tables. Determine the reported amount spent for each expenses group on the data tables that follow. Remember that the tables show average weekly expenses. If the value is higher or lower than the amount given, this will generally require your judgment in deciding whether to request further information. Page 4

5 Household expenses All expenses in the data tables are GST-inclusive. They are the average weekly expenses for those households which reported this category of expenses in the Household expenditure survey Expenses have been divided into 16 groups, along with a list of the expenses included in each group. Food and groceries Rent/board/mortgage Bus/train/petrol Gas/electricity Telephone/mobile Clothing/footwear fruit and vegetables meat, poultry and fish grocery food non-alcoholic beverages restaurant meals and ready-to-eat food household supplies toiletries and personal care products property rent, payments connected to renting mortgage principal and interest payments interest on revolving credit mortgages/loans urban train fares taxis short distance bus fares urban ferry, harbour-ferry fares cable-car fares, tram fares petrol other vehicle fuels and lubricants diesel CNG, LPG for vehicles electricity and gas solid fuels telecommunication services cellphone, telephone, fax and internet, toll call charges. men s and women s clothing and footwear boy s/girl s/infant s clothing and footwear clothing and footwear supplies and services Continued on next page Page 5

7 Comparison between guide and debt forms The expenses groups in the Household Economic Survey 2010 don t exactly match the expense groups in our debt forms (IR 130 and IR 590). For some, there is no comparable category and for others it is necessary to combine two categories. The following table illustrates the comparisons.
