2 About the service This service registered with the Care Inspectorate on 15 September It is registered to provide day care to a maximum of 15 children aged from 2 years up to 3 years and 40 children aged from 3 years to those not yet attending primary school. The service is based in purpose built accommodation within a primary school in the east end of Glasgow and has access to very good outdoor areas where children can enjoy energetic play in the fresh air. The service is in partnership with Glasgow City Council to provide early learning and childcare and is in its first year of operation. Management worked with staff and families to agree the following values and aims for the service: - Provide a caring and safe environment both indoors and outdoors giving stimulation and challenge to support creative and enquiry based learning. - To monitor and plan for the needs of individual children through observations, planning and assessments. - Promote values of citizenship and inclusion within our establishment. - We will continue to listen to the views and opinions of all children whilst including them in the planning of the service. What people told us There were 20 children present at the time of inspection. We observed children within both age groups fully engaged in their play, indoors and outdoors. This included one child who was in the process of being settled in the nursery and appeared happy and content in the company of his peers and staff. We talked to eight children who were interested in the purpose of our visit and proud to tell us about their nursery, their friends and activities. We could see from mind maps and floor books that children had been consulted in the organisation of their environment and in the purchase of resources, which gave them a sense of ownership and responsibility. For this inspection we received views from six parents/carers whose children attended the service. Five people said that they were very happy with the overall quality of the service and one was happy. Everyone believed that staff treated children fairly and with respect. During our inspection we also spoke to two parents who spoke passionately about the quality of the service and the professionalism of staff. For example, commenting on their ability to understand and meet children's individual needs. Written comments from parents included: "Communication between staff is clear as any messages or information I give to staff when dropping my son off in the morning is fed back to me by other team members when I collect him that evening. Any accidents are documented and treatment detailed clearly and a copy of this information is given to me, which is appreciated." "My son has settled in very well at nursery, this is credit to the staff taking time to make sure he felt welcome and always reassuring him when he was upset at the start of the settling in period. The interaction between staff and children is excellent and I can see this in the way my son looks forward to nursery. I have no doubt that my son enjoys his days and this is very evident when I pick him up and he tells me 'I had a great day in nursery today'." "Fantastic nursery. Staff know my daughter very well and follow her interests and respond to her needs well. All children are happy, secure and confident in the setting. Great to see them all thrive. I love the atmosphere and my daughter has come on so well since starting in November 2015." page 2 of 8

3 Self assessment The Care Inspectorate received a fully completed self assessment from the provider. The provider identified what it thought the service did well making good use of the evaluation tool 'How Good is our Early Learning and Childcare' to reflect with staff and families on where areas could be improved. The service were committed to developing their quality assurance systems and gave examples within their self assessment of how they planned to do this. For example, by developing home links to the planning process to ensure parents/carers were more involved in decisions about their child's learning. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 5 - Very Good 5 - Very Good 5 - Very Good 5 - Very Good Quality of care and support Findings from the inspection The service had a Child Protection policy that was shared with families. The manager had the role of Child Protection Co-ordinator and took part in training and meetings organised by the local authority to ensure that there were robust measures for keeping children safe. Staff told us that they had annual child protection training to make sure they understood and felt confident about implementing these measures. Parents knew who their child's keyworker was and told us they were comfortable to share information about their child with them, which made it more likely that staff would plan activities that took account of children's individual needs and interests. Parents had opportunities to meet with staff to share the progress in their child's development and discuss their learning journals. Annotated photographs within these provided evidence of what the child had been learning and achieving. We could see that staff were very good at responding to the individual needs of children and took a child centred approach to their planning. For older children staff had used the experiences and outcomes from the Curriculum for Excellence to inform their observations and track children's learning. Keyworkers also used this information to talk to groups of children about what they would like to learn about next and how they could achieve this. The staff we spoke to were very enthusiastic about how their observations of younger children's schemas were being used to support and extend children's learning. We have suggested to management that additional training on schemas would help staff consolidate their understanding. It would also help staff to be more explicit when writing about children's next steps within their learning journeys. Requirements Number of requirements: 0 page 3 of 8

4 Recommendations Number of recommendations: 0 Grade: 5 - very good Quality of environment Findings from the inspection Indoor and outdoor play spaces provided an attractive and stimulating environment where easily accessible resources promoted children's independence and sense of achievement. We were particularly impressed with how children had been meaningfully consulted in the purchase of resources that would support their learning and development. For example, a supplier had brought games and equipment for children to try out before purchase. In this way children were taking responsibility for their environment but also developing analytical skills in judging which materials would best meet their needs. The service had been operating for less than one year but was beginning to map out and access community resources to help children learn about their wider world, for example the library and local parks. We saw that there were already very good links with stakeholders to enhance the quality of children's experiences. The service had liaised with the school head teacher to ensure that best use was made of the outdoor classroom in the woodland area. The manager told us that volunteers from a local business, that previously worked with the school were now sharing their skills to develop the outdoor area, for example by erecting planters and a mud kitchen. We observed that children played outdoors in all weathers and that staff respected their wishes to spontaneously go outdoors to extend their play. Staff told us that eventually they hoped to have free flow play to the outdoors. They should continue with these plans as it would allow children to enjoy uninterrupted play where they had ownership of their learning. Requirements Number of requirements: 0 Recommendations Number of recommendations: 0 Grade: 5 - very good Quality of staffing Findings from the inspection We found that the service provider had developed very good recruitment processes which outlined the steps taken to ensure that staff would be suited to working with very young children. For example, when we sampled staff files we could see that there was a recruitment checklist and an induction programme for each new member of staff. page 4 of 8

5 Files were kept in a locked file in the manager's office to respect employees' confidentiality. The selection procedure for staff included two references, one of which was from the most recent employer, and application for the Protection of Vulnerable Groups Scheme. These measures helped keep children safe. We observed that staff valued each other's strengths and worked well as a team across the two playrooms. They formulated their planning separately within the two rooms but also had opportunities to share ideas and their learning as a whole team. Staff felt very supported by the manager and commented positively about the way appraisal systems had been developed to support their continuous professional development. For example, there were peer appraisals that used a 'two stars and a wish' approach to promote constructive criticism. This ethos of open communication was evident in staff interactions with children and their parents/carers. We saw that staff were caring and friendly with families, taking time to listen and respond to their needs. In this way they were providing good role models for children to treat others with respect. They kept up-to-date with records that we would expect registered care services to keep, which included submitting an annual return and self assessment to us. There was an Improvement Plan in place with clear priorities for the service development. The service was in partnership with the local authority to deliver early learning and childcare. This meant that the manager was supported in their monitoring and evaluation role through a Leader in Early Learning (LEL) and that they produced a Standards Quality Report to inform the partnership arrangement. The LEL had helped staff make use of the Building the Ambition self evaluation tool, which demonstrated how the service was providing good outcomes for children and families. Throughout the inspection process the manager was open to feedback about how the quality assurance systems could be further improved. The service had a Participation Strategy and we found communication to be a strength. We looked at the parent communication folder which gave examples of the letters, s and newsletters that had been distributed to families. There was a checklist in each playroom to ensure that all families and been included in the circulation of these. We also saw examples of where parents'/carers' views on improving the service had been actively sought through the use of questionnaires and targeted questions on the communication wall. The communication wall displayed a summary of previous consultations with details of how the service had responded. The manager was in the process of setting up a Parent Council to help make decisions about the running of the service. page 5 of 8

6 Children's voice was also evident throughout the nursery and recorded in the self evaluation big book. This ranged from children voting on resources and reviewing books to helping formulate the golden rules for the nursery. Staff gave us examples of effective communication at a professional level. On inservice days service staff met with colleagues from the provider's other services. These larger meetings were a time to hear about developments at a service, local and national level and discuss how these might be implemented in their own practice. In this way staff were able to discuss the future direction of the service in an informed way and to influence priorities. The above approaches made sure that everyone felt their opinions were listened to, valued and respected.
