1 SHORT COURSE BLOCK 1: FEBRUARY 2015 (3 CPD POINTS) MURRAY & ROBERTS CHAIR FOR CONSTRUCTION ENGINEERING COURSE DESCRIPTION A short course in Public Private Partnerships will be offered form February 2015 (PPP) at the Murray & Roberts Chair for Construction Engineering and Management of the Department of Civil Engineering at Stellenbosch University. The purpose of this course in Public Private Partnerships (PPP) is to provide course participants with an understanding of the basic concepts and characteristics of this procurement model. Considering the need for appropriate procurement models in South Africa, this course provides a solid background which is needed to understand the applications and limitations of this model. The course starts with an introduction to PPP followed by the characteristics and organizational models. This theoretical background is presented by of Bauhaus University in Weimar, Germany. He will also present special applications for PPP in roads and highways. A South African perspective and history, as well as the legal framework and benefits for PPP in South Africa are presented by Tony Smith, formerly a Director of Murray & Roberts Concessions. A case study in each of Germany () and South Africa () will provide excellent examples of the applications, advantages and pitfalls of PPP. The course allows interactive discussion in an environment of collaboration and knowledge transfer.. The following persons should attend the course on Public Private Partnerships: - Managers, engineers and other persons at local and central government who are involved in planning and management of infrastructure and who need a thorough understanding of the principles involved in Public Private Partnerships. - Managers, engineers and allied professionals at consulting practices involved with the development and initiation of infrastructure projects. - Managers, engineers and allied professionals at construction companies who work with others in the private sector to initiate and develop infrastructure. - Engineers and allied professionals in other organizations that become involved in supporting initiatives for the initiation and develop of infrastructure projects.

He gained experience in property valuation and real estate asset management, but also as fund advisor of real estate private equity funds. He has experience in the development of several fund concepts and structures, including operational and strategic fund management. He now works as a research associate at the chair for construction economics with a special focus on infrastructure investments and PPPs. served as a Director and Managing Director on a number of Murray &Roberts boards mainly dealing with marketing and negotiating construction projects during the period 1980 to In 1994 to 2000 he was appointed as Business Development Director for Murray & Roberts Construction operating on a national level. During this time he was asked to take up the challenge of engaging Government on their proposed PPP projects. In 2000 to 2006 he was appointed as a Director for Murray & Roberts Concessions where he was responsible for organising and co-ordinating the consortium s submissions for the RFQ, RFP and contract documentation and acting as Government s contact person. From 2007 to 2009 he acted as a Consultant to G4S to assist them in preparing their RFQ and RFP documentation for the four new prison contracts for the Department of Correctional Services. In May 2009 he assisted the Ikhwezi Consortium to prepare and submit their entire documentation for this project.
