1 Welcome Thank you for coming! The purpose of today s meeting is to provide area residents with an opportunity to find out more about the potential expansion of the proposed natural gas distribution system, meet with Enbridge Gas Distribution (Enbridge) technical experts and ask questions. Please review the display boards and feel free to ask us any questions you may have. Our Commitment Enbridge is committed to involving community members in this potential project. We are dedicated to providing you with up-to-date information in an open, honest and respectful manner and will carefully consider your input. Enbridge provides safe, reliable delivery of environmentally preferred natural gas to approximately 2 million residential, commercial, and industrial customers across Ontario. Enbridge is committed to environmental stewardship and conducts all of its operations in an environmentally responsible manner. 1
2 Project Background Enbridge is evaluating the feasability to expand our distribution in the City of Kawartha Lakes, which would serve the community of Fenelon Falls. The proposed pipeline will originate in the community of Lindsay near the intersection of Highway 35 and Highway 7 and will terminate at Francis Street East in Fenelon Falls. The proposed pipeline will cross the Trent Severn Waterway in Fenelon Falls. The proposed pipeline will be a combination of different pipe sizes and materials, but is still in the design stage. 2
3 Study Area with Preliminary Preferred Route and Alternate Route 3
4 Need Enbridge is reevaluating the feasibility of expanding the gas distribution system to a number of communities in Ontario. Fenelon Falls, based on its proximity to our existing system represents an opportunity to bring clean and affordable natural gas to more homes and businesses. Expansion of the natural gas distribution system is governed by Ontario Energy Board (OEB) feasibility rules. A key component of our work is a full cost-benefit analysis of the project. Enbridge would be required to submit a Leave-to-Construct (LTC) application to the OEB for project approval if the cost-benefit analysis meets feasibility rules. The Environmental Assessment would be a key component of the LTC application. Project Timing The Project is currently in the investigative stage. The collection of environmental data is currently underway. With the anticipated completion of the Environmental Report in February of 2014 and pending a feasibility analysis, Enbridge may file the Report with the Ontario Pipeline Coordinating Committee and submit an LTC application with the OEB. 4
5 Public Participation and the Environmental Report The purpose of this Public Information Session is to: Consult with the public and regulatory authorities regarding the preliminary preferred route and assess potential impacts. Provide an opportunity for affected landowners and the general public to discuss the project with representatives of Enbridge and Stantec, an independent environmental consulting firm. Receive input from affected landowners and the general public regarding any issues to be addressed. If you wish to discuss the project privately, Stantec will be happy to meet with you at a convenient time. Please fill out the exit questionnaire before you leave. 5
6 Ontario Energy Board Environmental Report Study Process Study Development Public Consultation Program Delineate study area. Phase 1 Review published information/background studies, finalize study process, and map environmental and socio-economic features. Preliminary Preferred Route Notice of proposed project to agencies. Notice of public information session to agencies, public, and landowners in study area including a newspaper ad in local papers. Phase 2 Receive public comments on the preliminary preferred route and alternative routes Finalize preferred route based on landowner, public, and agency comments. Public information session. Develop mitigation and monitoring recommendations, and prepare draft environmental report. Phase 3 Finalize mitigation and monitoring recommendations based on landowner, public, and agency comments. Landowner, public, and agency notice of environmental report completion. Prepare and finalize environmental report. 6
7 Regulatory Framework The Ontario Energy Board ensures a proposed pipeline is in the public interest. This pipeline is being developed in accordance with the Ontario Energy Board Act. To obtain regulatory approval, the Environmental Report being prepared must document that municipal, provincial, and federal agency concerns have been considered. Concerns identified by landowners and the general public must also be documented and addressed. Once completed, the Environmental Report is submitted to the Ontario Energy Board and circulated to the Ontario Pipeline Coordinating Committee (composed of representatives from provincial and government ministries) for review and comment. The Report is also submitted to the Ontario Energy Board with the Leave-To-Construct application. Where possible, outstanding issues are resolved prior to submission of the Leave-To-Construct application to the Ontario Energy Board. 7
8 Public Consultation Public consultation is a key component of the Environmental Report. The consultation program helps identify and address stakeholder concerns and issues, and provides the public with an opportunity to receive information about, and make meaningful input into, the project review and development process. Public input from this information session will be used to finalize the preferred pipeline route and mitigation plans to be implemented during construction. Once the Leave-To-Construct application is made to the Ontario Energy Board, any party with an interest in the project, including members of the public, can participate in the process. 8
9 Environmental Report Goals The Environmental Report presently being completed by Stantec is following a study process designed to: Collect biophysical, socio-economic, and archaeological information as it pertains to the Study Area. Consult with directly affected landowners and stakeholders to ensure awareness of the project and to consider issues. Consult with relevant government agencies for information/comments. Use the above information (along with consultation with the public and regulatory authorities) to ultimately select a preferred route, and to assess potential impacts and develop proposed mitigation requirements along the preferred route. Prepare an Environmental Report to meet current Ontario Energy Board Environmental Guidelines for the Location, Construction, and Operation of Hydrocarbon Pipelines and Facilities in Ontario (6 th Edition, 2011). 9
10 Protecting Biophysical and Socio-Economic Features As part of Enbridge s commitment to environmental stewardship, Enbridge will follow a comprehensive mitigation plan and take measures to avoid and reduce the potential environmental effects associated with pipeline construction and operation. Biophysical features located along the preliminary preferred routes include, but are not limited to the following: Sturgeon Lake; Powles Corners Complex Provincially Significant Wetland; Sturgeon Lake No. 17, 18 and 26 Provincially Significant Wetland; and Fenelon River and the Trent-Severn Waterway. Consultation regarding biophysical features, wildlife, watercourses, species at risk and vegetation will be conducted with the Ministry of Natural Resources and the Kawartha Conservation Authority. Socio-economic features located along the preliminary preferred routes include, but are not limited to the following: Community of Fenelon Falls; Community of Lindsay; Lindsay Airport; Community of Cameron; Highway 7 / Highway 35 / County Road 121; and Fenelon Falls Secondary School. 10

Pipeline Design The high grade steel and plastic pipeline is designed to meet and/or exceed the Canadian Standards Association (Z662 Oil and Gas Pipeline Systems) and the applicable regulations of the Technical Standards & Safety Association (TSSA). Pipeline Safety and Integrity Pipeline integrity management and maintenance programs ensure that pipelines continue to operate safely and reliably. 13

15 Proposed Pipeline to Serve Pipeline Construction Procedures Preparation of the Right-of-Way. Trenching, pipe delivery, welding together pipe sections, and lowering the pipeline into the trench. 15 Backfilling, pressure testing, clean up, and long-term monitoring.
16 Pipeline Construction Trenching Trenches are dug by backhoes or other excavation machines. Trench depth is determined by Canadian Standards Association (Z662 Oil and Gas Pipeline Systems) and Enbridge standards. The amount of open trench at any given time is kept to a minimum to ensure safety and minimize environmental impact. Pipelines are usually buried at a minimum depth of approximately 1.0 metre (3.3 feet) from the top of the pipe to the ground surface. Where agriculturally productive lands are encountered, topsoil and subsoil would be stripped and stockpiled separately to avoid topsoil and subsoil mixing. TRENCHLESS TECHNIQUES Horizontal directional drilling or boring may be used to cross under major roads, watercourses, or other linear and environmentally sensitive features. BACKFILLING Excavated material is replaced and large stones are removed from the backfill material to prevent pipeline damage. The construction area is carefully cleaned up after the trench is backfilled. All construction materials are removed and cultivated areas are restored. Welding Pipeline welds are examined by a third-party company using radiography (X-rays) before the line is lowered into the trench. 16
17 Figure 1 Watercourse Crossing Horizontal Directional Drill Watercourse Crossing Horizontal Directional Drill Pipeline Construction Enbridge plans a comprehensive mitigation program for the crossing of all major water courses along the pipeline route. Major watercourse crossings would be horizontally directionally drilled to: ensure minimal environmental disturbance; help protect against potential downstream fish habitat disturbance; and, protect fish and other wildlife, and their related habitat from silt/sedimentation. Some crossings may be installed by other methods subject to permits from Kawartha Conservation Authority. 18 Enbridge Gas Distribution provides safe, reliable delivery of natural gas. Pipeline Construction Hydrostatic testing The new pipeline would be hydrostatically tested. The line is sealed, then filled with water at pressure higher than actual operating pressures. Hydrostatic testing checks for leaks and confirms pipeline strength. Water for the test may be obtained from the local municipality or nearest watercourse that can support the withdrawal without environmental impact. Afterward, the water is released or disposed of according to Ministry of the Environment and local conservation authority guidelines to ensure it does not cause erosion or sedimentation of watercourses. 18
19 Enbridge Gas Distribution provides safe, reliable delivery of natural gas. Environmental Consideration Clean up All construction materials are removed, and a final grading of the area is done. Anything disturbed by construction (such as fences and pavement) are repaired or replaced. Any disturbed soils are restored with appropriate seeding and erosion control measures. Ongoing monitoring Slope erosion and re-establishment of vegetation are carefully monitored following roadside construction. Enbridge will do the remedial work necessary to address such issues following pipeline construction. 19
