7 STAGES AND PROCEEDINGS OF PRA PROCESS IN MAPA DSV prepares NI draft It may be submitted to public consultation DSV sends NI draft to the NPPO of the interested country NPPO of interested country sends its comments to the NPPO of Brazil Comments are analysed by DSV DSV analyses, comments and sends it back to the NPPO of the other country N The NPPO accepts the NI draft/proposal Y DSV sends the NI draft/proposal to MAPA Legal Department DSV analyses and comments The NPPO of the other country sends its comments to the NPPO of Brazil Positive Legal analysis Y N NI is sent back to DSV for a new analysis NI is published on DOU (Official Government Journal)

30 FINAL CONSIDERATIONS The Brazilian Phytosanitary Regulatory System for importation of plant products for commercial purposes: Great amount of plant products to be regulated Regulations are specified by - plant product - plant part - purpose of use - country of origin
31 FINAL CONSIDERATIONS The Brazilian Phytosanitary Regulatory System for importation of plant products for commercial purposes: Takes a considerable amount of time to publish normative acts That delay is due to: Complexity of PRAs; Amount of products/origins to regulate.
32 FINAL CONSIDERATIONS The NPPO of Brazil has developed strategies to improve regulatory system for importation of plant products, as follows: Association with research institutions and productive sectors Development and update of quarantine pest record files Development and update of data banks
33 FINAL CONSIDERATIONS With those strategies, the NPPO of Brazil aims to: Obtain and systemize as much information about phytosanitary issues as possible Speed up the development of PRAs Reduce the amount of time in between request for PRA development and publication of a normative instruction with specific phytosanitary requirements Reduce the number of plant products that entry Brazil with no specific phytosanitary requirements established
