3 Introduction Introduction The NRF provides financia support to students through a suite of competitive funding categories and through granthoder-inked bursaries. In the case of granthoder-inked bursaries, researchers are abe to nominate fina year undergraduates, Honours, Master s and Doctora students working on their NRF-funded research projects for funding. Postdoctora research feows may aso be nominated for granthoder-inked feowships. The Human and Infrastructure Capacity Deveopment (HICD) manages a number of student and graduate support programmes. Efforts are made to ensure that Honours, Master s and Doctora students and Postdoctora research feows extend their earning and research training. To this end, the Student and Postdoctora Support programme manages the impementation of strategic projects, bursaries, schoarships and feowships with the aim of deveoping and increasing skied human resources in scarce skis areas, in ine with the NRF Vision An internship programme, supported by the Department of Science and Technoogy (DST), in turn provides unempoyed graduates with experientia earning and an opportunity to enhance workpace competencies by participating in research and other training opportunities at various host institutions. The HICD offers a range of bursaries and schoarships and postdoctora research feowships. 5 DST-NRF Innovation Bursary Scheme The Innovation schoarships reward exceence for students enroed for research-based Honours, Master s and Doctora degrees in specified scientific fieds. The innovation study fieds incude astronomy, biotechnoogy, ceuar and moecuar bioogy, chemistry, computer science, earth science, ecoogy, engineering, mathematica sciences, medica sciences, nanotechnoogy and physics. Students in the Socia Sciences and Humanities are aso supported. Extension Bursary Support Programme The Extension Bursary Support Programme is intended to increase graduation and throughput rates for Master s and Doctora students by providing additiona funding for up to 12 months. 8 DST-NRF Professiona Deveopment Programme The DST-NRF Professiona Deveopment Programme aims to acceerate the deveopment of scientists and research professionas in key research areas at Science Councis and the nationa research faciities. Study Support for Competing Part-time Doctora Students The competion rates of Doctora students can be improved if the arge proportions of part-time students are afforded dedicated time away from work pressures to compete their dissertations. The Research Professiona Deveopment Programme (PDP) was first initiated by the DST in 2006 and, in 2008, the fu management of the programme was transferred to the NRF through a contractua agreement between the two parties. The DST has made additiona financia investment into the programme to support recenty quaified Doctora candidates and Postdoctora research feows. This is intended to aow feows to obtain and expand on their research experience and skis through research work done at host research institutions, such as Science Councis, nationa faciities and other pubic research institutions. The PDP programme intends to: contribute towards the increase in the number and quaity of South African researchers in South Africa; everage innovation and research within host institutions that is inked to skis deveopment; expose Master s and Doctora graduates to research environments that wi enhance their empoyabiity within the Nationa System of Innovation (NSI); and attract and retain young scientists and professionas of the highest caibre, in order to compement senior researchers infuence on the current science and technoogy research system. Senior researchers from the Science Councis, nationa Studies on postgraduate studies in South Africa have shown that more and more doctora students are remaining in the system, and fewer graduates are produced, reative to the number of new enroments. Consequenty, supervisors of Master s and Doctora students face an increasing burden as the average number of students to supervise continues to increase. In 2005, it was estimated that the average supervisor woud have to supervise seven Master s and Doctora students. 9 Coaborative Postgraduate Training Programmes The postgraduate training programmes shoud ideay be inter-university partnerships and/or pubic-private partnerships with government, industry and universities; a working toward a common objective to produce and sustain a growing stream of werounded postgraduates to address nationa needs. Skis The programme inks to the Nationa Human Resource Strategy, the Ten-Year Innovation Pan of the Departrment of Science and Technoogy (DST) and, to the strategic objective of the Nationa Research Foundation (NRF) which seeks to promote and support research through human resource deveopment. Support wi be provided in the foowing manner: Individua Capacity: seventy percent (70%) of funding wi go towards financing the training of individuas. This wi be used to buid inteectua capita by creating an environment that supports earning and individua growth opportunities by providing bursaries, feowships and faciitating study visits, in-country and abroad, for postgraduates and postdoctora research feows. Institutiona Capacity: thirty percent (30%) of the funding wi go towards resourcing institutions. This wi be determined by the existing institutiona capacity and the resources that are presenty needed to pursue a successfu research and postgraduate training programme. The programme funding decisions wi be guided by the foowing principes: Equity and redress: targets for supporting individuas from designated groups are encouraged; Institutiona capacity deveopment: historicay disadvantaged universities are encouraged to use this funding to improve institutiona infrastructure, such as computer hardware and software, to enhance postgraduate training programmes and to attract students in the chosen fieds; Deveopmenta: even though the programme has a deveopmenta focus, ony quaity proposas that are scientificay sound in terms of research and training, wi be considered for funding; Achievabiity: the research and training programmes must be reaistic, that is, achievabe, in terms of the objectives, the resources required and the projected competion times; and Partnerships: to ensure the aignment of human capita deveopment with the needs of the country, proposas that invove inter-university partnerships and/or pubic-private partnership or coaboration wi be considered more favouraby. deveopment initiative 14 15

10 DST-NRF Internship Programme The DST-NRF Internship Programme aims to attract and retain skied human capita within the Nationa system of Innovation through mentoring to deveop skis and competencies among the next generation of academics and researchers in South Africa.
