1 Public and Privilege Holidays This entry gives details of the public and privilege holiday arrangements which apply to staff in the Scottish Government Main bargaining unit (SGM) and to staff in the Senior Civil Service. The public and privilege holidays which are generally observed are: Public Holidays Good Friday Easter Monday May Day Holiday Spring Holiday Monday Autumn Holiday Monday Christmas Day New Year's Day Day following New Year's Day Privilege Holidays Queen's Official Birthday Friday (p.m. only) preceding the Autumn Holiday St Andrew's Day Holiday Boxing Day Public and Privilege Holiday Dates Public & Privilege Holidays 2008/2009 Holiday Good Friday Dates Friday 21 March 2008 Easter Monday Monday 24 March 2008 May Holiday Monday 5 May 2008 Queen's Official Birthday Friday 23 May 2008 Spring Bank Holiday Monday 26 May 2008 Friday 12 September 2008 (pm only) Autumn Holiday Monday 15 September 2008 St Andrew's Day Holiday Monday 1 December 2008 Thursday 25 December 2008 Christmas Holiday Friday 26 December 2008 Thursday 1 January 2009 New Year Holiday Friday 2 January 2009 The Queen's Official Birthday holiday, the half day Autumn holiday, the St Andrew's Day holiday and Boxing Day are privilege holidays. The remaining holidays are public holidays.
2 Variations It may be appropriate to agree variations to the above dates. Such variations must be agreed at Director General/Chief Executive level and must be notified in writing to the HR Shared Service Centre, S1 Spur, Saughton House. Local Managers are responsible for ensuring their staff are made aware of any variations to the dates shown above. Public and Privilege Holidays and Absence If you are absent from work on sick leave, maternity leave, paternity leave, parental leave, adoption leave, special leave or a career break you will not receive a day in lieu of any missed public/privilege holiday. Public and Privilege Holidays and Part-time working Part-Time Working If you work part-time your public and privilege holidays are calculated as a proportion of your weekly : Multiply the number of you work by 85.1 (85.1 is the full-time equivalent of 11½ days public and privilege holidays, i.e. 11½ days x 7 24 minutes = 85.1 (or 85 6 minutes) ). The resultant sum should then be divided by 37 (i.e. net conditioned ). For example, if you work 30 per week your public and privilege holidays are equal to 69 (30 x ). The table below provides other examples: Hours Calculation 18.5 x = (or minutes), rounded to minutes 22.5 x = (or minutes) 25 x = 57.5 (or minutes) Entitlement minutes minutes minutes
3 Public and Privilege Holidays and Compressed week working Working a Compressed Week If you work a compressed week your public and privilege holidays are recorded in : 11½ days converts into 85 and 6 minutes (i.e. 11½ days x 7 24 minutes). Where a holiday falls on one of your working days you should deduct the number of normally on that day from the total. (You will not need to make any adjustment for public and privilege holidays which fall on 'non-working' days). Example: You work 74 over 9 working days and your working day is 8 14 minutes. For each public or privilege holiday which falls on one of your working days a deduction of 8 14 minutes is made. Public and Privilege Holidays and Part-year working Part-Year Working If you work part-year you are entitled to time-off in proportion to your annual. If you are employed on a part-year basis you may be either: Full-Time you are contracted to work Monday to Thursday 8:30 to 5:00 and Friday 8:30 to 4:30; or Part-Time you are contracted to work less than the standard full-time pattern. Your "full-time" or "part-time" status will determine if your public & privilege holidays are expressed in days or. Calculating your Annual Allowance If you are "full-time" you are not entitled to any public or privilege holidays which fall during your non-working period (i.e. these days must be deducted from the 11½ days annual total). If you are "part-time", any public or privilege holidays which fall during your nonworking period must be deducted from the 11½ days annual total. You must then convert the balance into (i.e. multiply the resultant number of by the number of you work and divide by 37 (i.e. net conditioned )). Divide the
4 resultant sum by 365 (days in the year), then multiply by the number of days (the number of days is calculated by subtracting the number of days that you do not work (including weekends) from 365. Examples Full-Time You do not work between 28 June and 1 August (35 days). As you work fulltime and no public or privilege holidays fall within your non-working period you will receive the 11½ public and privilege holidays which occur during your working period. You do not work between 1 March and 31 May (92 days). During that period there are five holidays which must be deducted from the annual total: 11.5 days - 5 days = 6.5 days. As you work full-time no further calculation is required. Part-Time You do not work between 28 June and 1 August (35 days). You therefore work 330 days per year. During the non-working period no public or privilege holidays fall. You work 30 per week and the calculation is as follows: Convert into 11.5 days x 7hrs 24 mins = 85.1 (7.4 ) Multiply by no of = x 30 Divide by = 69 Divide by 365 days days = Multiply by no of days = x 330 days Your public and privilege holidays are therefore minutes You do not work between 5 April and 18 April (14 days) and between 5 July and 8 August (35 days). During these non-working periods two public holidays fall. Your public & privilege holidays are therefore 9½ days (11½ days minus 2 days). You work 20 per week and the calculation is as follows: Convert into 9.5 days x 7 24 mins = 70.3 (7.4 ) Multiply by no of = x 20 Divide by = 38
5 Divide by 365 days = Multiply by no of days = x 316 days Your public and privilege holidays are therefore 33 Recording Public and Privilege Holiday Entitlements If you have an alternative working pattern, your public and privilege holidays should be recorded on the reverse of your annual leave sheet (a copy of the annual leave sheet is available from the HR Forms A-Z section of the Intranet). For each holiday which falls on a 'working' day you should deduct the number of you normally work per day from the total (for example, if you work 8 per day, you should deduct this amount from your entitlement). You do not need to make any adjustment for holidays which fall on 'non-working' days. If, at the end of the year, you have any remaining you can take these whenever you choose. If at the end of the year you have a deficit, you will be required to make up the deficit in from your annual leave allowance. How to update your SCOTS Outlook Calendar SCOTS users should note that the public and privilege holidays for 2008/2009 can be added to their Outlook calendar by using the following procedure: Open Outlook. Select Tools/Options/Calendar Options/Add Holidays. Tick the box beside SG Main Public & Privilege. Note: Glasgow staff should tick the box beside SG Main Public and Privilege (Glasgow only). Click OK.OK.OK. These dates will not automatically show 'out of office.' To show 'out of office' on the public and privilege holiday dates please use the following procedure: Open Outlook. Select Calendar. Click on the date of the first public holiday of the year. The holiday appears as an all day event next to the relevant date. Double click to open the event. Click on the drop down menu 'Show Time As.' Select 'Out Of Office.' Click on 'Save and Close.' Repeat for each of the public and privilege holiday dates. For the privilege half-day: Double click on the date to open the event
6 Click on the drop down menu 'Show Time As' and select 'Out Of Office' Take off the 'All Day Event' flag Enter a start time and end time Save and Close. If you already have UK holidays or any other unwanted holidays stored in your calendar, the easiest way to get rid of these is: In Calendar, select View, Current View, Events Click on the heading Location to sort the calendar entries Highlight and delete the unwanted holiday groups Select View, Current View and choose your preferred calendar view.
