3 MESSAGE FROM THE CHIEF EXECUTIVE DECD VISION A high performing system that improves the educational attainment and wellbeing of South Australia s children and young people. DECD Strategic Plan Delivering Digital, DECD s digital technology strategy outlines the Department for Education and Child Development s 5-year plan to provide integrated, secure and flexible digital systems and services to transform the education, care and protection sector. There are many key drivers for this strategy including a desire to harness contemporary technology solutions to achieve productive and innovative education, care and protection outcomes. We also saw a need to ensure the security of our data, and an opportunity to create agile systems that transform how students and young people receive, interact and respond to the learning experience. Importantly, these systems will provide an improved experience from the user perspective. The strategy sets out 4 strategic priorities to meet the current and future needs of schools, preschools, care and protection services, and other stakeholders within the department. The use of new digital technologies to access information quickly, securely, anywhere and at any time, will transform learning, care and protection for our children and young people. The design, development and roll out of strategic priorities evolving from this strategy will be a collaborative approach with key stakeholders. We will focus on regular communication, training and support. The strategy also forms an essential and exciting part of our business improvement plan to deliver for South Australian families, children and young people. Tony Harrison Chief Executive March

4 DEPARTMENT FOR EDUCATION AND CHILD DEVELOPMENT DELIVERING DIGITAL OVERVIEW Delivering Digital, our digital technology strategy provides a roadmap for investment in solutions that will drive improved learning outcomes and increased business efficiencies through the use of technology. The vision is to achieve integrated, secure and flexible digital systems and services that harness modern technology and provide effective storage and analysis of data. We want to see productive and innovative education, care and child protection practices. The strategy is a priority in the DECD s Building a High Performing System business improvement plan to shape the department as a high performing, professional and accountable public sector organisation. THE USE OF NEW DIGITAL TECHNOLOGIES TO ACCESS INFORMATION QUICKLY, SECURELY, ANYWHERE AND AT ANY TIME, WILL TRANSFORM LEARNING, CARE AND PROTECTION FOR OUR CHILDREN AND YOUNG PEOPLE Tony Harrison, Chief Executive The use of new digital technologies to access information quickly provides exciting opportunities for all involved in the education, care and protection of our children and young people. Delivering Digital sets out 4 strategic priorities to improve digital services and applications over the next 5 years to meet the current and future needs of schools, preschools, care and protection services, and the department as a whole. Our solutions will be designed, procured, tested and rolled-out, all in the context of a dynamic changing world, and rapid development of anywhere anytime connected technologies and devices.

6 DEPARTMENT FOR EDUCATION AND CHILD DEVELOPMENT DELIVERING DIGITAL KEY DRIVERS In 2014 the Premier of South Australia signed the Digital by Default Declaration, committing the State Government to transforming its services to reflect South Australia s rapid uptake of digital technology. The government will transition to being digital by default proactively transforming its services to utilise technology for the benefit of South Australians. South Australians want to be able to interact online at any time and at any place, and government services will need to adapt to keep pace with innovation. KEY DRIVERS be digital by default transform existing services to digital improve the education and care of children and young people ensure the security of our data create agile systems and services achieve a consistent approach increase efficiencies and effectiveness buy smart, including buying commercial off the shelf products where possible manage implementation in a planned staged manner. WHAT IS DIGITAL LEARNING? Learning supported and enhanced by digital technology: displays, learning resources, data loggers and handheld devices, tablets, apps, computers and web tools.

7 DIGITAL BY DEFAULT DECLARATION The Government of South Australia recognises that digital technology is critical to modernising and transforming our public services. This declaration commits the government to proactively transforming its services, using digital technology. New or reformed government services will be digital by default. Digital services will be: available online, mobile-ready, easy to use and accessible designed with our customers offer value for money implemented so that, where appropriate, data can be made openly available in support of the government s Declaration of Open Data. Public sector agencies will be expected to: transition existing services and paper-based processes to digital develop new services in partnership with those affected from a digital by default perspective ensure their workforce is skilled in the use of digital technologies develop digital strategies to achieve this and report publicly on progress. The government also recognises that not all members of the community can access digital services equally and that consideration will always need to be given to their particular needs. A modern public service should be paper free and this declaration is an important step in that direction. 5

8 DEPARTMENT FOR EDUCATION AND CHILD DEVELOPMENT DELIVERING DIGITAL STRATEGIC PRIORITIES 1. ADVANCED DIAGNOSTICS, COMMUNICATION AND LEARNING TOOLS Deliver a data dashboard for sites to provide real time achievement and attendance data. Improve diagnostic and evaluation tools and resources to facilitate the improvement of learning outcomes Rollout an education management system (EMS) for schools and preschools. Support improved quality assured curriculum and administration resources through the implementation of EMS and Office365. Implement a communications portal for improved parent and stakeholder communications. Deliver a learner management system as part of EMS Support the One Child, One Plan initiative. Provide high quality timetabling system as part of an integrated EMS solution. Replace site-based legacy systems with contemporary administration and finance solutions. Provide systems that enable improved analysis of data regarding attendance, assessment, achievement, health and well-being. Provide improved information systems to support child protection workers. Provide better information to support the care and wellbeing of children and young people under the Guardianship of the Minister. æ æ Improve video conferencing and collaboration tools to support all learners, particularly those in remote areas. Support the education, care and wellbeing of students with disabilities through better information to target resources and aid decision making.

9 2. SECURE, RELIABLE ACCESS, ANYWHERE, ANYTIME Improve bandwidth to all sites. Provide access to resources on agreed browsers anywhere, anytime. Achieve a single carrier network solution for sites. Establish standards and requirements for site infrastructure. Deliver a cloud-based solution for site systems, applications, services and infrastructure. Deliver an agreed service catalogue and support programs. Expand resources and infrastructure through panel providers. 3. INTEGRATION OF CARE AND PROTECTION SERVICES Deliver fully integrated and amalgamated Families SA digital systems. 4. DIGITAL CENTRAL SYSTEMS AND INFRASTRUCTURE Deliver an electronic document records management system. Continue DECD Intranet developments, including the amalgamation of Families SA information. Transition existing paper based services to digital-based services. Implement a cloud-based approach for central ICT systems, applications, services and infrastructure, including human resource management, case management and finance systems. Deliver an identity management solution that will facilitate appropriate access to DECD systems for different users (eg principal, teachers, social workers, support staff etc.). æ æ Establish standards for site infrastructure and support. Improve data and analytics to support learning outcomes for children under the Guardianship of the Minister. Provide systems to support integration between schools, preschools and child protection services and other services, enabling better safety initiatives for students. Enable data and information sharing and access across DECD for those that need it, when they need it. 7

12 DEPARTMENT FOR EDUCATION AND CHILD DEVELOPMENT DELIVERING DIGITAL ENGAGING OUR STAKEHOLDERS Schools and preschools currently are responsible for developing and delivering many ICT services themselves. Digital systems must be able to meet the changing contexts and needs of our education and care sector, within a safe and secure environment. Accordingly, the ICT Services team will be seeking input from users to ensure the design, development and delivery of strategic priorities within the digital technology strategy meets the needs of stakeholders. This collaborative engagement approach has already started with the following activities: stakeholder survey undertaken in late 2014 in relation to the proposed EMS a leader s reference group has been established, and have visited a range of schools and used feedback to document ICT requirements which have been incorporated into this plan workshops have been held to seek feedback on the development of the EMS ICT industry service providers have been consulted to understand advancements in technology, available products and services. Through recent engagement activities, school and preschool staff have given feedback about current challenges and future directions for ICT. The needs of social workers and other child protection staff have been discussed, particularly in relation to improving the information flow about children and young people under the Guardianship of the Minister. Significant feedback has been received related to the sharing of information related to child protection across the agency, particular to enable effective early intervention. This strategy was developed using this feedback and there will continue to be opportunities to discuss technology in a variety of forums, including partnership meetings, site visits and EMS workshops. In addition, the DECD Senior Executive Group ICT Governance Sub-Committee was established and will oversee the implementation of Delivering Digital. The committee reports to the Senior Executive Group, which is responsible for delivering DECD s strategic objectives. This governance is important in monitoring progress, resolving issues and setting priorities in an environment of constant change.
