3 09:00-09:20 How to provide digital services efficiently Most local authorities have a commitment to providing digital services in order to enable residents to self-serve; reducing cost and increasing satisfaction. Many are moving at pace to redesign services around the needs of the customer. Central government isn t yet providing common technology platforms to local authorities. There are obvious opportunities for local authorities to form partnerships to fill the gap. However: Matthew Cain Head of Digital Buckinghamshire How do we transform at speed whilst working in partnership? What opportunities and constraints are posed by traditional local government partners? How do we best share learnings to avoid learning the same thing repeatedly? 09:20-09:40 Solution Provider Case Study 09:40-10:00 The changing approach of statutory duties and management Authorities have many statutory duties and management of demand is challenging e.g. duty of care for those assessed to require it. John will be discussing the changing approach and the care force to deliver it and the social contract that sits behind it. 4 10:40-11:00 Don t ask me to change Huw McKee Head of Information Technology and Digital Transformation CONWY County Borough After spending 25 years in senior roles within the Private Sector working with a number of large Blue Chip organisations Huw joined the Senior Team at Conwy County Borough in November 2014 to lead the Information Technology division within the and also direct the Major Modernisation and Digital Transformation Programme across the whole council and its services. Huw was tasked with leading the transformation/change of the internal ways of working, the mobile working technology provision and the digital services and channels provided to end consumers. The inevitable tensions between functional and operational lines of control are familiar to anybody from a military background, and strikingly similar. We have adopted key principles focused on what is to be achieved, which can be easily communicated and understood across the organisation. We started by developing the resources and infrastructure to deliver digital change, and are driving out transformation by ensuring continuous engagement across the organisation. She has managed a diverse spectrum of services in this time, ranging from Economic Development, Community Safety, Leisure centres, open spaces to waste and recycling. In her current role as Strategic Director for Neighbourhoods & Community Wellbeing at Charnwood, she also leads on Customer Service Excellence, accommodation and culture transformation programmes. Charnwood covers Loughborough and the surrounding area and is one of the largest districts in the country. Chris will cover the pitfalls and benefits of achieving not only Customer Service Excellence for her Directorate, but changing hearts and minds to achieve corporate Customer Service Excellence for the authority. She will also cover some practical steps and good practice in culture change programmes to tackling the changing face of your buildings, resources, workforce and technology.
