2 Background The Ministry of Human Resource Development (MHRD) has set-up a Consortia-based Subscription to Electronic Resources for Technical Education System in India on the recommendation made by the Expert Group appointed by the ministry. The consortium is named as the Indian National Digital Library in Science and Technology (INDEST) Consortium. Shared subscription or consortia-based subscription to electronic resources through consortia of libraries, on the one hand, permits successful deployment and desktop access to electronic resources at a highly discounted rates, on the other hand, it meets with the increasing pressures of diminishing budget, increased user s demand and rising cost of journals. Incidentally, the technology change meets with the expectations of researchers, their patience, and their willingness to accept services that are available on demand. The -based electronic resource is an apt answer to the expectations of researchers. With this welcome change, the libraries all over the world are forming consortia of all types and at all levels with an objective to take advantage of current global network to promote better, faster and more cost-effective ways of providing electronic information resources to the information seekers. The library consortia, on the basis of sheer strength of numbers of institutions, offers healthy business growth opportunities to the electronic publishers and thus attracts the best possible price and terms of agreement in a win-win situation for both. How Consortium Operates? The Ministry of Human Resource Development (MHRD) has release the funds required for subscription to electronic resources for IISc, IITs, NITs, RECs, IIMs and a few other institutions (mentioned in this brochure) directly to the consortium headquarter set-up at the IIT Delhi. The consortium headquarter, functions under a National Steering Committee for inter-institutional coordination and for taking decisions on policy issues under the overall policy direction of the Government. While the expenditure on electronic resources proposed for subscription under the consortium for selected institutions are being met from the funds made available by the MHRD, the consortium, being an open-ended proposition, invites all other institutions to join the consortium on their own for sharing maximum benefits it offers in terms of highly discounted subscription rates and better terms of agreement with the publishers. Moreover, the member institutions may also subscribe to additional electronic resources through the consortium that are not being funded for them by the MHRD. All electronic resources being subscribed shall be available from the publisher s site. Local hosting of resources has not been considered at this stage. The usability and suitability to various electronic resources to at various beneficiary institutions was 3

4 kept as one of the most important criteria of selection. The resources recommended for different categories of institutions are as follows: Electronic Resources for Institutions in Category I The following six full-text resources and seven online databases are being subscribed for the institutions in Category I that includes all IITs and IISc (8 institutions): Electronic Resources for Institutions in Category I Sl.. Electronic Resources for Institutions in Category II The institutions in category II are getting access to the following four full-text resources and the J-Gate Custom Contents for Consortia (JCCC) as bibliographic database. The JCCC would essentially provide an article-level interface to all electronic resources being subscribed by all institutions in category I (all IITs & IISc) to institutions in Category II: Electronic Resources for Institutions in Category II (20) Sl.. JCCC Resource Full-text Sources Bibliographic Databases Brief Description of Electronic Resources to be Subscribed through INDEST Consortium IEL Online ( The IEEE/IEE Electronic Library (IEL) provides a single source to almost a third of the world's current electrical engineering and computer science literature, granting unparalleled access to publications from the Institute of Electrical and Electronics Engineers (IEEE) and the Institution of Electrical Engineers (IEE). The source covers more than 780,000 documents from over 12,000 publications, including journals, conference proceedings, and IEEE Standards. It provides access 5

6 to more than two million full-page PDF images, including all original charts, graphs, diagrams, photographs, and illustrative material. More than 25,000 new pages are added per month. 110 journals, transactions, magazines, conference proceedings, Standards 1988 onwards Archival data on DVD at 5% of prevailing subscription rates Simultaneous Access: Limited (Cat. III 1) Elsevier s Science Direct and Academic Press s Ideal ( ScienceDirect is the -based interface to the full-text database of Elsevier Science journals, one of the world's largest providers of scientific, technical and medical (STM) literature. The ScienceDirect offers a rich electronic environment for research journals, bibliographic databases and reference works. The database offers more than 1500 scientific, technical and medical peerreviewed journals, over 59 million abstracts, over two million full-text scientific journal articles, an expanding suite of bibliographic databases and linking to another one million full-text articles via CrossRef to other publishers' platforms. The Elsevier Science Publishers, charge a fixed percentage of the cost of print journals subscribed by the IITs and IISc as Science Direct fee. In lieu of the ScienceDirect fee, IITs and IISc would get unlimitted and complete online access to all 1500 electronic journals published by the Elsevier Science and Academic Press. Moreover, Elsevier Science also guarantees a fixed maximum price increase of 5.00 % on print journals as against average increase of 15% journals published by Elsevier Science and Academic Press Yes, Participants are required to maintain their print subscription onwards Offered on the cost of preparing data set Simultaneous Access: Un-limited Price-cap on Print: 5% Springer Verlag s Link ( The Link provides -based full-text access to the scientific journals published by the Springer Verlag. It incorporates fulltext of more than 450 journals, several thousand books and other serial publications. The Springer Verlag has offered full-text access to complete collection of their electronic journals (approximately 300) excluding journals in medical sciences with restrictions in number of downloads limited to maximum of 2,000. The database provides indices and full abstracts to more than 556 key science and engineering titles, plus full-image of 160 titles. All titles are indexed from 1994 forward; the database is updated monthly. The resource is available on CD ROM /. Simultaneous Access: Indian Agent: 160 Full-text Journals Indexed and Abstracted with CD ROM backup 1994 onwards On CD ROM Un-limited Informatics India ABI / Inform Complete ( The ABI / Inform is one of the world's first electronic databases. It has been a premier source of business information for more than 30 years. The database contains contents from thousands of journals that help researchers track business conditions, trends, management techniques, corporate strategies, and industry-specific topics worldwide. It consists of 1800 full-text journals and 2000 journals that are indexed and abstracted. The resource is offered on with CD ROM backup. 8 ACM Digital Library ( The ACM Digital Library incorporates digital versions of works published by ACM since its inception. Nearly half a century of pioneering concepts and fundamental research have been digitized and indexed in a variety of ways in this resource. The major components of the resource is an enhanced version of the ACM Digital Library plus an extended bibliographic database, consisting initially of more than a quarter-million citations of core works in computing. These works are of all types (journals, proceedings, books, technical reports, theses, among others), and from all the major publishers in the discipline. The resource would be accessible through The site of ACM Digital Library. 30 full-text journals + conference proceedings + others with CD ROM backup Inception On CD ROM Simultaneous Access: Un-limited Indian Agent: Balani Infotech IE Compendex Plus and INSPEC ( The Ei Compendex provides summaries of technical reports, journal articles, and conference papers and proceedings. Ei Compendex is the world's only fully interdisciplinary engineering indexing and abstracting service. It covers over 2,600 international engineering journals, conference proceedings and technical reports. Each year, 200,000 new abstracts are added within the broad applied engineering areas of mechanical, civil, environmental, electrical, structural, process, materials science, solid state and superconductivity, bioengineering, energy, chemical, optics, air and water pollution, solid waste management, hazardous waste, road transportation and transportation safety. The INSPEC, from the Institute of Electrical Engineers (IEE), is the world's leading database in the fields of physics, electronics and electrical engineering, computers and control, and information technology. It contains citations with abstracts of the worldwide literature in physics, electronics and electrical engineering, and computer fields. Primary coverage is of journal articles and papers presented at conferences, although significant books, technical reports, and dissertations are also included in the database's 7.3 million records. Sources include more than 4,200 journals and more than 2,000 conference proceedings, books, and reports corresponding to the following publications: Physics Abstracts, electrical & Electronics Abstracts, and Computer & Control Abstracts, as well as to the online INSPEC database. Both Compendex and INSPEC would be accessible from the EI Village. The EI Village, besides providing access to Compendex Plus and INSPEC, also provides access to US patents, abstracts and links to sites, online reference services, standards, etc. 8

SciFinder Scholar (Access through a Z39.50 client) The SciFinder Scholar is a Z39.50 Windows-based interface that provides easy access to the rich and diverse scientific information contained in the CAS databases including Chemical Abstracts from 1907 onwards. The SciFinder Scholar offers a variety of pathways to explore CAS databases as well as MEDLINE. SciFinder Scholar provides the most accurate and comprehensive chemical and related scientific information including: journal articles and patents together in one source, substance data, chemical reactions, chemical regulatory data, chemical suppliers, biomedical literature. The SciFinder Scholar provides highly interactive and innovative search interfaces that are not even available on STN or on web-based access to CA. SciFinder Scholar CA on CD at 50% of original cost Simultaneous Access: 3 MathSciNet ( The electronic version of Mathematical Abstracts is the most important component of MathSciNet. Mathematical Reviews is a reviewing journal of international mathematics literature. The MathSciNet contains signed reviews and bibliographic data from the first issue in January 1940 to the present. Journals, conference proceedings, and books of mathematical research are also covered. Items listed in the annual indexes of Mathematical Reviews, but not given an individual review, are also included. 10 of Science ( ISI of Science provides access to essential information for all levels of academic, corporate, and government research. It offers a comprehensive, fully integrated platform that empowers researchers and accelerates discovery. It offers citations and cited reference searching. The ISI of Knowledge provides a single interface, enabling natural-language searches across multiple content sources: journal articles; proceedings papers; patents; chemical reactions and compounds; and content from preprint, funding information, and research activity sites. The subscription to the of Science would provide access to Science Citation Index to all IITs and IISc on payment of subscription for two institutions on trial for a period of one year. However, the usage has to be reviewed for the subscription in the year It is likely that the individual institutions may have to make one-time payment for backfiles if they wish to continue subscription in the subsequent years. It may be noted that payment for the backfiles has to be made only once. Simultaneous Access: Indian Agent: Science Citation Index (Expanded) 10 years t specified Un-limited Informatics India J-Gate Custom Content for Consortia (JCCC) (to be installed at IISc and each IIT) The JCCC is a customized intranet solution specially designed for a group of libraries to maximize the usage of the journals that each library in the group subscribe. The JCCC acts as an internal database of all articles published in journals subscribed by any library in the group. The subscribers to JCCC have an option to host the JCCC on their intranet server or on the hosting services of M/s Informatics India Ltd. The JCCC would function as an integrated portal for all the members of consortium in Category I, II and III. The interface would promote and support resource sharing amongst the members of consortia. The Informatics India has offered J-GATE Custom Contents for Consortia (JCCC) for 8 institutions in Category I including IITs and IISc with access facilities for all RECs / NITs, IIIT and IIITM presuming that there would be 4,000 journals (after eliminating duplicate titles) prescribed by 8 institutions. M/s. Informatics India has offered model where content is hosted on the Intranet at each library / institutions. 10

11 Expectations from the Member Institutions All member institutions beneficiary of consortium initiatives are expected to do the followings: i) Addresses Please provide the range of IP addresses used by your institutions. The publishers of electronic resources would enable their resources to be accessed by the range of IP addresses used by your institute. In case your institution does not have dedicated IP addresses assigned to it, please do inform us so that the publisher can enable password-based access. Each institution is also requested to provide name of two contact persons, one administrative contact and other technical contact. ii) ICT Infrastructure It is necessary that your institute possess adequate ICT infrastructure to make optimal use of electronic resources being subscribed. Please ensure that your institution has adequate Internet connectivity and computers to make use of the electronic resources being subscribed for you. iii) Drop Subscriptions to Print / CD / Equivalents The Expert Group has recommended gradual decrease in print resources that the beneficiary institutions are currently subscribing. However, proposals from Science Direct, Ideal Library and Link (Elsevier Science, Academic Press and Springer Verlag) are linked to their print subscriptions and the libraries and institutions are not at a liberty to delete these print subscriptions. All beneficiary institutions are requested to continue their subscription to journals from these publishers. However, you are at liberty to delete the followings: IEL online: You can delete ASPP package consisting of 115 journals / transactions from IEEE. If you must subscribe to the ASPP package, it will be available to consortium members at discounted price of US $9, postage instead of US $33, postage. You may like to discontinue ASPP. Science Direct (Elsevier Science) Ideal Library (Academic Press) and Link (Springer Verlag): Subscription to these resources are linked to their print subscription in beneficiary institutions. All beneficiary institutions are requested to continue their subscriptions to print versions of their existing titles. ASTP: ASTP covers 160 full-text journals. The List is available on consortium site. Institutions are at liberty to unsubscribe to these journals. ABI / Inform: The ABI / Inform covers 1800 full-text journals. The List is available on consortium site. The member institutes may drop these journals from their print subscription list. ACM Digital Library: The member institutions may like to discontinue their print subscription. The consortium would pay for only electronic access only. of Science: The member institutions may discontinue Science Citation Index (print or CD) if they were subscribing to it. 11

SciFinder Scholar: The member institutions may discontinue Chemical Abstracts in Print / Collective Indices to CA or CA on CD, etc. MathSciNet: The member institutions may discontinue Mathematical Reviews or MathSci on CD. JCCC / JGATE: JCCC / JGATE is contents service from Informatics India. The The member institutions may discontinue subscription to Current Contents or similar services. iv) Infrastructure Required at the IITs and IISc The IISc and IITs would be hosting JCCC from Informatics India on their Intranet server. It would require a separate Windows NT server with the configuration given below: Server Class Machine with a Dual 1.6GHz Windows NT 4.0 / Windows 2000 Server with IIS running and SMTP configured on the server Minimum 512 MB RAM Recommended 1GB RAM Minimum 36GB Hard Disc Drive - Recommend 36GBx2 Hard Drive SQL Server 7.0 or above installed Moreover, this Intranet server should also be accessible on the Internet to RECs / NITs and other members of the consortium. v) Sign Terms of Agreement with the Consortium All member institutions are required to sign an agreement with the consortium headquarter. The member institutions of the consortium would be required to abide by the terms of agreement that would be signed between various electronic publishers and the consortium on behalf of all member institutions. Moreover, institutions in Category I (IITs and IISc), would hand-hold the RECs / NITs and other institutions in Category III falling in their region to make optimal use of resources made available to them. vi) Feedback and Suggestions The expert group has made its recommendations based on the present scenario of electronic publishing. The beneficiary members have a responsibility to improve and enrich the consortium with their inputs and feedback. 12
