1 Perce White Reserve Reference Group MINUTES - Meeting Three Life Saving Victoria Boardroom and Perce White Reserve 2 nd December pm. Welcome and confirmation of last meeting minutes Chairperson welcomed everybody. Attendees not present at the last meeting were introduced: - Ian Gould who attended the first meeting and was overseas during the second meeting; - Dragi Nastevski from PoMC who attended the first meeting; - Maree Morarty from LSV who attended the first meeting; and - Sergeant John Burgess attending on behalf of Victorian Police. Reference Group members were asked if they had reviewed the draft minutes from meeting one held on the 30 th September 2009 and any corrections or additions. The Reference Group accepted the minutes to be true and correct record of the meeting with no additions or deletions cited. 2. Evaluation of the draft management plan against community expectations Working around the table the Reference Group members were asked to each provide their advice on the draft masterplan. The Reference group indicated their broad satisfaction with the draft masterplan presented. Discussion and suggestions related to the following community themes: Pathways - Remove the drawings indicating driveway cross overs along Todd Road; - Better indication of the bike path and being directed through the carpark; - Discussion of a gravel path being developed in the grass open space at the northern end. Discussion followed that there were no desire lines and tracks wearing through the grass that indicated a demand for reducing the grass area. 2 - Discussion of creating a bike path through the centre of the reserve and along the back of the foredune. Through members discussions, it was understood if undertaken it would lead to significant clearing of the vegetation (including regionally significant species) in order to provide a bike path to standards that would also require a 1m buffer space between the path and fencing/vegetation. Agreement was reached by members this impact was not desired. - Members agreed the proposed walking path and fencing through the centre of the reserve should be straightened to further increase lines of sight along the path whilst minimising vegetation pruning. - Discussion of creating an additional path within the proposed northern block of the foredune fencing. Some members felt this was not desired as would require removal of some vegetation and the need to consider LSV s beach safety audit to simplifying the number of access paths to the beach. - Linking of paths. The existing path at the northern end leads directly to the carpark with the drafted plan providing no link to the path along the carpark edge looping around the carpark cul-de-sac. Members agree the existing path should link to the carpark roadway and mark this path along the carpark as a bike path. - Provide more detailed drawings to better illustrate the proposed pathways in front of LSV. The Reference Group indicated their overall satisfaction with the proposed paths to improve direct access from the carpark to the beach, lines of sight through the reserve and consideration of CPTED (Crime Prevention Through Environmental Design) guidelines. Fencing and planting - Discussion regarding LSV view s potentially being blocked by tree planting were clarified not to be an issue during site inspection; - Clarification is sought from PoMC in the type of buffer to be put in place on the Port of Melbourne side to manage views and noise from expected new operations; - Suggestion of subdivisional fencing within the proposed upgraded foredune fencing in a north/south direction that would further assist in reducing damage to the dunal vegetation. Members agreed this should be considered only after the upgraded fencing is installed and subject to continued vegetation damage and if the upgraded fencing is vandalised. - Suggested planting next to boat trailers at Sandridge Life Saving Club consist of low ground covers such as sedges and reeds and taller shrubs that still allow views through. Continuation of pavers instead of proposed concrete will be the surfacing. Reference group members were otherwise satisfied with the proposed fencing and planting. Direction and Interpretative signage - Members were satisfied with the proposed location of directional and interpretative signage. - More detail is sought on the content of the signs in the management plan. Additional seating and bins along Webb Dock Trail - Members were satisfied with proposed additional seating and bins proposed. Historical feature - There was discussion on the location of a historical feature with agreement on its placement on the beach front which can be seen by beach goers and along the Webb Dock trail; - Chair to follow up initial discussions with Port Melbourne Historical Society and council s monuments committee. 3 Lighting - The upgraded lighting is proposed to focus on lighting the paths and not the entire reserve. - Members were satisfied with the proposed lighting to light the carpark and adjoining path. - Final plans by lighting engineers will also need to consider lighting spill to residents. - Members sought the existing lights being marked out clearly in the finalised plans. Further discussion of some of the proposed actions was held over until the on-site inspection in order to ground truth the exact location and appropriateness of the recommendations. The reference group s recommendations would be included in the final draft to go out to the community for their feedback. 3. Evaluation of the draft management plan against other project scope criteria The following items were identified that needed to be included in the final plan as per the other project scope criteria : - Inclusion of pest control within each years budget; - Inclusion of a cross section illustrating the plans in front of the LSV building; - More details of the routine maintenance and operations schedule in the action plan; - Inclusion of updated vegetation mapping; - More detail to give guidance to the planting locations, species and numbers required each year; - Separate plans illustrating the upgrade works for each year upon finalisation of the works and priorities. 4. Review of the draft management plan actions and priorities over the next 4 years The draft plan proposed in Year 1 upgraded fencing, pathways vegetation plantings, curb, gate and path treatment in front of LSV, interpretative signage and pest control. In Year 2 light upgrade, vegetation plantings, pest control, trail markers and boat trailer pavers and plantings next to Sandridge LSC. Year 3 additional BBQ's, seating and bins along Webb dock trail, vegetation plantings, pest control and landscaping around LSV. And in Year 4 the remaining works including vegetation plantings and pest control. The initial draft works schedule indicated the plantings and footpath construction should occur along Todd Road in year 4. The reference group agreed the vegetation works should be brought forward to years 2 and 3 instead, to maximise growth and establishment of the buffer prior to the increase in Port of Melbourne port related operations. 4 5. On-site tour to look at how the draft management plan solutions will work throughout the reserve. (including how the vegetation will be managed with protection, removal, and renewal considerations) Reference Group members walked and discussed the draft works proposed. Members walked in front of LSV down to the reserve carpark entrance, along Todd Road and the boulevard paths to the Sandridge Life Saving Club carpark, back to the front of LSV and through the centre of the reserve. Member s discussion and recommendations from the on-site inspection included: - Members agreed on the need to reduce and simplify the number of signs at the reserve carpark entrance in collaboration with LSV, PoMC and CoPP. - Members also noted the need for the installation of stop signs at the entrance with renewed line marking of the road and shared paths. - Members discussed the issues with illegal access of jet ski trailers, conflicts with swimmers and constant vandalism to council bollards. Members agreed a solid gate should be installed instead of additional bollards and still maintain beach cleaner and emergency access. - Discussion was raised on the members views regarding parking meters within the Perce White and Sandridge carparks as well as Todd Road and The Boulevard. It was perceived meters would be likely to move congestion amongst the residential streets and not desired by Reference group members. - Reference group agreed on the location of proposed tree plantings would not impede views from the LSV function room. - Members sought to have the grass space in front of LSV maintained as open space without obstruction. Members agreed one of the proposed BBQ s should be installed next to the existing BBQ s and enlargement of the concrete pad adjacent to the Sandridge pavilion. - Future plantings will need to consider the need for views from the front control room on the beach side of LSV and maintenance access around the building for LSV; Cr Judith Klepner apologised for leaving the meeting early for other commitments. 6. Any other business In recognising the Port of Melbourne Corporation as the land owner, future works are subject to final lease, maintenance and investment agreement. The value of works for implementation in the draft Perce White plan are currently estimated at $435,000 in total. Council has valued the implementation of Year 1 works at approximately $150,000 and Year 2-4 estimated to equal approximately $285,000. In addition to councils $50,000 planning and community consultation investment this year, council s five year Capital Works Program 2009/ /13 shows $150,000 allocated for Perce White Reserve in 2010/11. The Reference Group members were advised Council s total planned investment for Perce White Reserve is expected to equal $200,000, subject to council s budget process. The finalised plan, along with the final lease, maintenance and investment agreement reached with the Port of Melbourne Corporation, will then be submitted for council s budget deliberations during February Meeting_3_PerceWhiteReserve_Reference_Group_Meeting_ doc 4 of 5
5 7. Confirmation of next meeting The reference group s recommendations above would be included in the final draft for community feedback. Feedback was sought from the Reference Group if they felt it necessary to meet again. The Reference group members indicated there was no need to meet formally as a group again. The Reference group advised they were happy for their alterations agreed to be included in the draft management and masterplan for community consultation. The group requested they are provided with copies of the community feedback after consultation closes at the end of January and a copy of the finalised plan submitted to council. 8. Finish The Chair thanked everyone for their contribution and looked forward to updating the members on the plans progress in the New Year.
