1 Second Vice-President - Fulfill the duties of the President in the event of the absence or disability of both the President and the First Vice-President. - Serve as chair of the Membership Recruitment and Retention Committee and oversee membership development programs and activities of the Chapter. - Provide guidance and consultation in membership development and membership services to regional representatives. - Assist members at local level in organizing and promoting program activities for districts. - Make presentations about the unique skills and abilities of social workers and about the programs and services of NASW. - Participate in development of financial resources and fund raising necessary for sound chapter operations and programs. Must exhibit a demonstrated commitment to the profession and knowledge about NASW s programs and services; extensive leadership experience and organizational skills; experience in public speaking, public relations and marketing would be helpful. Available to travel around the state. Time involved includes attendance at board meetings, executive committee, membership committee, and other district and membership meetings as scheduled around the state; presentations at schools, agencies, organizations. Term of Office: 2 years

2 Treasurer - Attend all meetings of the Board of Directors and the Executive Committee. - Provide at least quarterly financial reports to the Board and the Executive Committee. Provide annual report to the membership and to the national office. - Serve as a member of the Program Planning Committee and the chair of Finance Committee. - Responsible for the receipts, deposits, disbursal, and withdrawal of all Chapter funds. - See that Chapter fiscal policies are implemented and are in conformance with national NASW s standards for chapter operations. - Safeguard and conserve the Chapter s assets. - Provide consultation on financial matters to Chapter staff and program units. - Participate in development of financial resources and fundraising necessary for sound chapter operations and programs. - Participate in the annual performance evaluation of the Chapter Executive Director. - Be available to perform duties of office. - Knowledge and experience in nonprofit organization s financial matter. - Knowledge of and commitment to program needs of NASW. - Attend annual Leadership Retreat. Term of Office: 2 years

3 Graduate Student Representative - Attend all Board of Directors meetings and conduct the business of the chapter in accordance with chapter bylaws. - Participate in decision-making process to fulfill the mission of the chapter. - Serve on other committee as requested by the President. - Interpret Board policies and decisions to chapter membership, especially student members. - Assist Nominations and Leadership Identification Committee with selection of slate of students to fill this position. - Graduate Student Board member must be able to identify issues and concerns of constituency and advocate in constituents best interest. - Participate in development of financial resources and fundraising necessary for sound chapter operations and programs. - Available to fulfill duties of the office. - Knowledge of and commitment to the mission of the NASW chapter. - Promote recruitment of students in school of social work to join and support NASW. - Leadership ability and experience in chapter affairs. Term: 1 year for Graduate Student Representative

4 Committee on Nominations and Leadership Identification - Develop annually at least a double slate of candidates for Chapter elections, which reflects the Chapter s Affirmative Action program. - Meet deadlines for elections as set in bylaws. - Work closely with your region s leadership and members in identifying leadership and in developing the slate. - Develop a leadership roster to be used by the President in making appointments. - Inform all candidates and appointees of the duties and responsibilities of office. - Submit suggestions for national nominations. - Available to meet as often as necessary to assure sound nominations process. - Must have knowledge of NASW s program needs and be familiar with the professional social work community. - Must be committed to identifying and developing Chapter leadership, particularly women and minority member leaders. Term of Office: 3 years

5 Secretary Job Duties: - Attend all meetings of the Board of Directors and Executive Committee and keep a record of the proceedings. - Send letters of notification as required, including election results. - Extract all policy decisions and administrative actions from the minutes of Board, Executive Committee and Chapter meetings and see that they are included in a chapter policy manual and distributed to those responsible for implementation. - See that all non-fiscal records for the Chapter are kept in order. - Participate in development of financial resources and fund raising necessary for sound chapter operations and programs. Expectations - Available to fulfill duties of office. - Possess adequate writing skills for minutes and other record keeping. - Attend annual Chapter leadership retreat. - Knowledge and commitment to the mission of the Chapter. Term of Office: 2 years

6 Regional Representative, Chapter Board of Directors - Member of Board of Directors and may serve on Executive committee and other committees as assigned, attend all meetings and participate in decision-making to conduct business of Chapter in accordance with bylaws. - Identify issues and concerns of members in region and advocate in their best interests. - Interpret Board policies and decisions to members in region. - Attend meetings of districts and other chapter sub-units meeting in the region at least once a year, more often if possible. - Communicate business of the districts and concerns and activities of the districts to the Chapter Board. - Facilitate intra-organizational activity between districts. - Oversee district organization and that district conducts business in accordance with Chapter bylaws. - Knowledge of and commitment to mission of NASW and Chapter. - Leadership ability and experience in Chapter affairs. - Available and willing to fulfill duties of office (see Time Requirements below) - Promote recruitment and retention of social workers in region to join and support NASW, welcome new members, contact lapsed members. Term: 2 years (eligible for re-election up to three terms) Time Requirements: - Attend 5-6 Board meetings annually, plus two Executive Committee meetings if selected to serve on it. - Attend annual Chapter leadership retreat, 3-day weekend - Prepare correspondence, review materials, attend assigned committee meetings. - Communicate on a regular basis with districts within region by phone, mail, or face to face for briefing on regional member concerns, suggestions, activities, local actions; communicate Chapter Board actions and concerns to regional members.

7 First Vice-President - Fulfill the duties of the President in the event of the absence or disability of the President. - Attend all meetings of the Board of Directors and Executive committee. - Represent the President as requested. - Serve on Chapter Committees as assigned by the President. - Serve as chair of the Personnel Committee and oversee organization and completion of Executive director s annual performance appraisal. - Participate in development of financial resources and fundraising necessary for sound chapter operations and programs. - Fulfill other duties as assigned by the President. - Must exhibit demonstrated commitment to the profession and have extensive leadership experience. - Time involved includes attendance at board meetings, executive committee and officers meetings, along with other committee and task force meetings and national meetings. Must be available to attend the Delegate Assembly if required. Term of Office: 2 years

8 President (Presiding Officer of Board of Directors) - Is responsible with other members of the Board, to assure that the goals of the Chapter are attained, within the framework of National and Chapter policies. - Is ex-officio member of all chapter committees. - Is available to consult and assist staff on chapter business. - Is responsible for making assignments to other officers and Board members. - Reports to the Board on all interim actions of the Executive Committee. - Makes appointments to organizational units as appropriate except appointments which are otherwise designed bin- By-laws. - Facilitates review of the work of the Executive Director in accordance to the Personnel Policies of the Chapter. - Represents chapter as appropriate. - Participate in development of financial resources and fundraising necessary for sound chapter operations and programs. - Participate in the annual performance evaluation of the Chapter Executive Director. Must exhibit a demonstrated commitment to the profession; extensive leadership experience. Time involved includes attendance at board meetings, executive committee and officer meetings, along with other committee and task force meetings and national meetings. Is also head of the delegates and attends the delegate assembly. Must have a three-year commitment to NASW.

9 Delegate to the Delegate Assembly - Identify issues and concerns of particular constituency as well as the Chapter as a whole. - Participate in state caucuses to provide input for determining the national agenda and plan the chapter s strategy. - Attend the Delegate Assembly as a representative of the chapter. - Report and interpret the actions of the Delegate Assembly to the Chapter. - Be available to fulfill duties of office. - Commitment to mission of the chapter. - Leadership experience in NASW and in political processes. Term of Office: 3 years Alternate Delegate - Be available to assume duties of Delegate if Delegate is unable to perform, in particular to attend the Delegate Assembly to guarantee that Chapter has votes to which it is entitled. - Other duties listed above as needed. 10 Membership Recruitment and Retention Committee - Participate in developing and implementing a comprehensive plan for recruitment and retention of members. - Assure that all information regarding membership benefits are easily available to members, i.e. promotion at conferences and meetings around the state, articles in the Newsletter, etc. - Meet with School of Social Work students and faculty to promote membership in NASW; solicit in September and follow up. - Prepare a list of candidates for chapter awards: Social Worker of the Year, Citizen of the Year, Helen Catlin Award. This list to be presented to the Board of Directors at its January meeting. - Must be willing and available to meet as often as necessary to accomplish tasks; must be supportive and committed to promoting membership in NASW and be familiar with NASW s purposes, goals and accomplishments. Term of Office: 2 years

11 District Chairperson - Identify issues and concerns of district constituency and organize programs and projects to address them. - Insure that district is organized and conducts business in accordance with Article X of Chapter Bylaws. Tasks may be delegated, but chairperson is responsible to see that each of the following is done: 1) Regular meetings/programs to meet needs of district member in line with the mission of NASW and within the program goals of the Chapter includes support of fundraising needs of Chapter. 2) Annual program objectives and budget drafted to be submitted to Program Planning Committee/Board. 3) Participating in Program Planning Committee meeting to plan Chapter objectives and budget for Board approval. 4) Program plans and activities reported to Chapter office by 15 th of the every other month for Newsletter calendar. Copies of district meetings minutes sent to chapter office. 5) Communication with board regional representative about district activities, issues and concerns; facilitate regional reps meeting with local members. 6) Election of officers in accordance with affirmative action policies; chairperson-elect and other officers as district organization may require. 7) During the year of Delegate Assembly, discuss issues under consideration so Board and delegates can take positions, which represent the membership, and disseminate Delegate Assembly action to members. - Knowledge of and commitment to mission of NASW and Chapter. - Leadership ability and experience in Chapter affairs. - Available and willing to fulfill duties of office, including participation in annual chapter leadership retreat. - Promote recruitment of social workers in district to join and support NASW. Term: One year as chair-elect, two years as chairperson.

12 Chair of Committee/Council - Develop a clear understanding of mission of the committee or council unit within the Chapter s structure and program objectives; promulgate that mission statement actively. - Participate in the development of goals and strategies to carry out this mission, recruiting committee members as needed. - Keep record of unit s activities, including participants, and report regularly to the Chapter Board of Directors; provide the Board with an annual report at close of year in June. - Submit information articles and calendar of events to Newsletter staff monthly by 15 th of month preceding event. - Be familiar with Chapter s affirmative action policies and observe them. - Cooperate with other Chapter units, particularly Legislative, Education and Public Relations committees, in exchanging information and cooperative efforts as needed; coordinate calendars of events to reduce scheduling conflicting dates. - Participate in Program Planning Committee to plan objectives, activities and budget for Board approval. - Make requests for program funds from Chapter Board. All financial transactions are handled through chapter bookkeeping system to meet corporate auditing requirements. Programs requiring financial outlays are expected to pay for themselves at minimum and to turn a profit if possible. Units may spend at their discretion a percentage, as set by the Board, of profits earned in their programming endeavors. - Be willing and available to meet as often as necessary to accomplish tasks. - Be supportive of NASW and committed to promoting its goals and purposes and to building and sustaining its membership. - Use the resources of the Chapter leadership and staff and those of the Association as a whole: national units, national staff, other chapter units and individuals. *Persons who are not members of NASW are welcomed to attend meetings but must join the Association before they may vote on issues or make decisions or statements on behalf of the Association.
