REGIONAL TOURNAMENT CALENDAR 1.1 Each region is to provide the Sports Management Operational Group (SMOG) with a complete fixture list of regional events, the last event of which must be held before the end of December. 1.2 Two reserve dates before the February half term break must also be included. 1.3 Copies of these dates and the subsequent results must be forwarded to on the official BCS paperwork supplied to the Regional Coordinators. 2. INITIAL ENTRY Regional Committees are to ensure: 2.1 Competitors entered are the participants who qualified via the regional competition. 2.2 Entry forms for the National Championships will be available to download from in October Properly completed entry forms and full payment MUST be received by the National Office within the timeframe adjacent. 2.4 If late entries are necessary for whatever reason, then the appropriate region should pay the relevant colleges entry cost(s). 2.5 A principal s signature of approval is required on all entry forms. This signature confirms the participant s eligibility and indicates the college s agreement to meet the full costs of the student s participation in games. 2.6 Costs and exact information on entries, accommodation and kit order will be available in October. 2.7 THERE CAN BE NO ADDITIONS and NO REFUND AFTER 01/03/2014. BCS reserve the right to refuse entry to any college that has not paid. to take place such as insurance, hire of all venues, security, accommodation, two meals a day etc. 4. ALTERATION OF PARTICIPATION 4.1 Participants at the National Championships must be those who played and qualified at the appropriate regional competition. 4.2 Any alterations must be submitted with reasons to your Regional Co-ordinator for approval. 4.3 Emergency alterations must be submitted in writing with reasons to the BCS Office for consideration. 4.4 All cheques should be made payable to British Colleges Sport. 4.5 Regions are invited to adopt a policy that enables colleges who do not meet the specified deadlines to be replaced by the respective regional runner-up. 5. TROPHIES Winning colleges are expected to attend the closing ceremony and will be presented with a suitable trophy which is theirs to keep. Medals will be presented for first, second and third places. Competitors/teams that finish in the first three positions of their competition must attend the closing ceremony to receive their trophy/medals. Failure to do so will result in the forfeit of both the trophy/medals and the Wilkinson Sword Points. 6. GENERAL 6.1 BCS will publish a pre championship document in January 2014 which will be available to download from the BCS website. This will contain information required by colleges prior to the championships such as risk assessments for venues, maps and insurance etc. 6.2 This document is subject to change following any BCS Board decision/ruling and amendments will be published on the BCS website. 2.8 Failure to submit the entry forms and payment by the notified deadline will result in exclusion from the Championships. 3. INFORMATION FOR REGIONAL QUALIFERS Colleges should appreciate that winners of the regional tournaments automatically qualify to represent their region at our National Championships. 4 BCS REGIONAL TOURNAMENT & NATIONAL CHAMPIONSHIPS RULES 1. ELIGIBILITY 1.1 All participants must be bona fide full-time or part-time (see definition) students of the colleges that they represent and must be under 19, and over 16 years of age at midnight on 31 st August prior to the competition. Definition: A part-time student is one who attends college for non-recreative activities for a normal college day (i.e. a minimum of 6 hours) for a normal college year or equivalent (i.e. 35 days per year for block release/sandwich course students). Note: All participants will have qualified via their respective region s selection process. 1.2 A student may compete only in one event or one team event (e.g. NOT singles and doubles). Where a student is found to have competed in two sports, the individual or team scores of the second sport shall be forfeited. 1.3 In doubles events both participants must be from the same college. 1.4 Participant eligibility check Random checks on student eligibility will be conducted during the National Championships by members of the Board. Any ineligibility will result in disqualification of the individual and the college involved. 2. TOURNAMENT SYSTEM 2.1 The system adopted will be influenced by the respective tournament resources (i.e. facilities and time available) Round-robin with all participants playing each other. Where facilities permit, all sports are to be organised as a round-robin Where a round robin is not possible a suitable pool competition will be implemented and pool system will be decided by the number of teams and facilities available. E.g. Possible solution is a three-pool system: At the end of the pool games the third placed team in each pool will compete against one another in a new pool to determine 7th to 9th places. The winners of pool A and C together with the runners up in pool B will form a new pool as will the winners of pool B and the runners up in pool A and C. Once these pools are completed the 3rd place teams will compete for 5th and 6th position, the second placed teams for 3rd and 4th places and the winners will compete for the first and second places (21 games) Points will be awarded as follows: 3 pts win, 2 pts draw, 1 pt loss, 0 pt default. If one team does not arrive or withdraws then all the results for that team will be deleted, pending an appeal to the Championship Appeal Committee. In badminton, table tennis, squash and volleyball, teams losing by two sets to one will be awarded 2 points In events where entries are small/low the event organiser may at his/her discretion alter the format of the event i.e. Increase the number of games. 2.2 Tied games shall be permitted in all competitions except basketball. When the tie occurs in a play-off game (i.e. semi-final) there shall be one period of extra time followed by sudden death : i.e. first to score. 2.3 Tie on points for placing (pool or round-robin) will be determined as follows: Consideration of only the results between the participants involved in the tie Where the tie for placing is only between two participants, then the game result between the two participants shall decide the tie. If one participant beats the opponent involved he/she shall be given the higher placing Where the tie for placing is between three or more participants, only the results of the participants involved in the tie shall be used Either: The process in is used to determine the highest placing only. Once this has been established, the process must be repeated from with the remaining participants to decide upon the next placing or: The process in is used to determine all the placing s. SWIMMING A tie for places will be decided by the highest number of race wins. 3. TECHNICAL MEETING A technical meeting will be held prior to the start of each event at the National Championships, when event registrations and declarations will take place. The exact times and location will be published in the Championship programme. 4. REGIONAL CHAMPIONSHIPS WILKINSON SWORD TROPHY The scoring system shall be as follows: Regional placing: 1 st, 2 nd, 3 rd, 4 th, 5 th, 6 th, 7 th, 8 th, 9 th, 10 th, 11 th. If there is a withdrawal or no entry, all events will have equal points: 11, 10, 9, 8, 7, 6, 5, 4, 3, 2, THE ROLE OF THE BCS REGIONAL CO-ORDINATOR Regional Tournaments and National Championships: The following outlines the roles and responsibilities of the BCS Regional Co-ordinators for the National Championships 5.1 Chef de Mission BCS Regional Coordinators will act as the Chef de Mission for their specific region at the National Championships each year. 5.2 Purpose of Position To provide support to the regional team prior to, during and after the Games so that participation in the National Championships is a positive experience for all team members. 5.3 Accountability: The Chef de Mission reports to the BCS Chief Executive, BCS Board Member for their region, works with member colleges and the Regional Competitions and Operations Committee. The Chef provides regular progress reports to the Region and Colleges prior to the Games and a final report after the Games. During the Games, any unusual circumstance is brought before the Board Member. 5.4 Responsibility: The Chef makes every effort to promote a setting in which all Team Members can have a positive Games experience. This includes preparation and organisation of, and communication to Colleges before, during and after the Games. 5.5 Duties: a) Pre-Games Duties: The Co-ordinator will be assigned rooms for the region and through liaison with colleges will allocate the rooms to participants. The financial arrangements for the 2013 Championships are as follows: THERE CAN BE NO ADDITIONS and NO REFUND AFTER 01/03/2014. (BCS reserve the right to refuse entry to any college that has not paid) NOTE: Colleges should appreciate that winners of the regional tournaments automatically qualify to represent their region at our National Championships. This means acceptance of the package deal offered by BCS. (This includes two nights Half Board Accommodation) Regional Co-ordinators are to ensure: Make themselves aware of Rules and Regulations Assist with preparation & distribution of Championships information packages Responds to Regional enquiries Reports regularly to National Championships Organiser and performs other duties as requested by the NCO or BCS Board Member BCS TABLE TENNIS REGIONAL TOURNAMENT & NATIONAL CHAMPIONSHIPS RULES & REGULATIONS 5

6 Together with Board Member and Member Colleges organise a male and female Team Manager. These should be College Staff Together with Member Colleges organise a male and female Team Captains Manager. These should be Students Together with Board Member and Member Colleges organise two student volunteers. b) Championship Duties: Arrives a day before Team Members to get oriented and get info Attends a Technical Meeting the evening before and then has responsibility to update their team Organises a Technical Meeting for their region and feedbacks changes to the event organiser Ensures all Team Members have arrived at Venue/ Hotels and registered for Games Sets up bulletin board in Team Hotel/ Venues and post information re: transportation, activity schedules, special/social events, entertainment, medalists, etc. Ensures that Team members are informed of special notices, changes, etc. Together with your Regional Team Managers attend as many events/activities as possible, to provide support to the Regional Team Addresses any problems and concerns related to your region The Regional Co-ordinators may also be required to assist with running a specific sport c) Post-Games Duties: Report to the Regional Competition and Operations Meeting. Sets a final meeting with feedback and recommendations for the next Games Prepares and presents a final report to the BCS Board Member Provides information for regional media; sets up radio interviews Send a list of regional medal winners to member colleges Explore the possibility of a regional awards night to include medallist and regional league and cup winners Assists, when required, with sending appropriate thank you letters or other correspondence Provides Reports for BCS and BCS National Championships website, to be sent via Madeleine Bradley 6. MANAGERS 6.1 Each region must appoint one female and one male Regional Team Manager who shall be members of staff. The names of the Regional Team Managers shall be given to in advance of the Championships. 6.2 Each team or group of individuals in every event/sport must have an appointed manager, who should be a member of staff. Managers should be identified on the entry form and should be present at each respective event at all times during the Championships. 6.3 Responsibilities of managers include the following: Team conduct and discipline at all times; injuries, team appearance, valuables and general welfare Readiness to play in ALL events. Teams and individuals must be ready to play immediately after the preceding game has finished irrespective of any displayed schedule. If the participant is not ready to play, the match shall be forfeited Ensure completion of fixture programmes. (NB: failure to fulfil a fixture will result in a minimum fine of 50) Where a team or individual does not fulfil their fixtures they will be removed from the tournament Participants dress. All participants must be dressed appropriate to the sport in which they are competing, as listed in the event playing rules. Failure to comply may result in disqualification. In team events, all teams must be dressed uniformly and conform to the specific rules of the sport in which they are participating (inclusive of appropriate shirt numbering). This includes a change of dress which also conforms to the respective sport regulations in the event of a colour clash. NB: these colours should be designated on the entry form. 7 7. STANDARDS OF BEHAVIOUR 7.1 Any consumption of alcohol and excessive noise in the accommodation violates the standards of self-discipline expected by BCS. Staff responsible for competitors must ensure this does not occur, and that competitors are in their rooms by midnight. Participation in the competition implies acceptance of these standards. Competitors failing to observe such may be withdrawn from the event and sent home. 7.2 SPORTSMANSHIP both staff and students are expected to uphold high standards, never questioning officials decisions, exercising self-control, accepting victory and defeat with good grace and without excessive displays of emotion. In short, they should respect the rules of the sport, the ethos of British Colleges Sport and their opponents. 8. DISQUALIFICATION Team officials/followers and any player disqualified for misconduct and/or flagrant breach of the rules shall be withdrawn from participating for the remainder of the tournament subject to reinstatement by the Appeals Committee. Further misconduct will result in withdrawal from the playing vicinity/building and further disciplinary action. 9. PLAYING RULES 9.1 For all tournaments the rules shall be those currently used by each respective National Governing Body amended to cater for the related tournament circumstances. A copy of each individual sport s Governing Body rules should be on hand at both Regional and National Championships. 9.2 For all tournaments are as laid down in this booklet, on occasions they may be amended to cater for the related tournament circumstances. 9.3 It is recommended that a copy of the Rule Book of all sports be to hand, and that the Association be affiliated to the Governing Bodies of all the sports involved in the Championships. 10. PERSONAL INJURY/LOSS OF VALUABLES BCS does not accept responsibility for any personal injury and/or loss of valuables which may occur in any of its events. 11. COMPLAINTS/RECOMMENDATIONS Complaints and/or recommendations from Regional Managers and/or Team Managers should be submitted in writing and forwarded to for a committee decision to be given, preferably within two weeks of the completion of the Championships. 12. APPEALS 12.1 Appeals should be made on the appeals form available from the competition organiser Any person or persons wishing to appeal against a decision made by a referee/umpire or tournament organiser shall notify the event organiser of their intention by completion of the Appeal Notification Form and he/she shall declare the event under appeal The appeal must be made to the event organiser within 30 minutes of the completion of the day s events. If the event organiser is unable to resolve the appeal, it will be considered by the Appeals Committee, which will consist of three members, none of whom shall be based in the region(s) involved in the complaint The Appeals Committee shall be chosen from among the Chair of the Board, the Chief Executive, the Chairman of the Technical Panel and Regional Chairs. 8 BCS TABLE TENNIS RULES 1. Regional representation: Men s and women s singles Men s and women s doubles Mixed doubles 2. As per TTA rules with the following exception: duration of games: best of 5 games to 11 points. 3. Playing dress dark coloured shirts. White clothing will not be permitted. As per TTA rules, failure to comply may result in disqualification. 4. Participants may be asked to assist in scoring games in which they are not involved. 5. Any queries concerning illegal playing technique(s) should be referred to the Tournament Organiser. 6. Large size balls will be used. 7.
