Bundesdruckerei is already taking the next logical step and searches for innovative concepts for the next generation of documents. A combination of classic security printing and electronic components is to be even more effective in preventing counterfeiting and misuse. New developments are - among others - tested and optimized on the company s own internal employee ID card. To guarantee secure identities is one of the challenges of the 21 st century, as it requires developing and applying innovative systems that are capable of keeping pace with the growing security requirements of the global information society. At the same time the use of electronic identities in everyday digitized society is testing modern perceptions of identity. If people travel all over the world, communicate via the Internet and make electronic transactions every day, efficient networks and systems are needed to secure personal data. In recent years many countries have set important milestones on the path to highly efficient ID documents. Germany introduced the electronic passport in 2005, the new ID card followed in 2010and this year a new version of the EU driving licence card was

2 introduced. In 2011 the electronic residence permit for those from outside the EU Economic Area will follow. Each of these ID projects is setting new standards for security. The new ID card, for example, offers a new document concept that guarantees physical and electronic security on the basis of latest technologies and standards. The total architecture of the system and the creation of a legal and organisational framework for it are examples to be followed. The sum of its innovative technologies makes the new German ID card the document with the currently highest level of security in the world. The basis for this is the integration of security features in all three security levels: Level 1 allows the verification of features without any aids and minimal prior knowledge visually, tactically or by e.g. the typically sound of the polycarbonate card makes on a hard surface. For verification of level 2 features, simple instruments are required, a magnifying glass, UV lamps, infrared light or test instruments that verify the machine readable content with corresponding sensors to aid the border officials. Level 3 requires dedicated knowledge about existence, function and effect of security features for which specially equipped labs and sensor are needed. Innovative document concepts Physically, the new check-card sized ID card consists of a durable polycarbonate card in ID-1 format with contactless chip. Integrated into the card are classic and new security features, such as the Identigram a unique feature to prevent copying which is easily recognisable by users. Other features are optically variable inks, multi-colour guilloches, UV features such as micro-text or fluorescent fibres, a personalized security thread, surface embossing, a laser OVI and tactile elements. The new generation of the EU card driving licence also contains new features next to traditional security and design elements. Among these is a volume hologram covering the total card area, integrating a changeable laser image, a security thread with integrated

3 micro-text on the back of the card or the laser engraved name of the card holder in microlettering vertically to the picture. By developing several new security features for the card body of ID documents Bundesdruckerei is aiming for increased counterfeit protection. Current trends of its work include creating documents with individual personal data on different material levels and with different methods of personalisation united into a highly integrated card sandwich. In future, in addition to the normal picture of the holder, there could be a semi-transparent window in the card body showing the ID photograph. It is also possible to integrate a second colour photograph a ghost image of the card holder into the data page. A further possibility is to individualize personal or card information, such as name and card number on the edge of the card. Special attention is also given to display technology to be able to show pictures, one-time passwords, address fields or barcodes with changing content. Mass testing in the company In order to gain valuable experience in a realistic environment, since October 2910 Bundesdruckerei uses the newly developed technologies in its own employee ID card. Although many of the innovative technologies are still in the development phase, it is possible to test them already in the internal ID card and thus optimize them under field conditions. The internal Bundesdruckerei ID thus shows what could be standard in many other future personal documents. The new contact-less internal ID card consists of a PC card boy with printed antenna and security chip compliant with ISO The heart of the card is an innovative electronic inlay which is used as RFID interface to an external reader. On the basis of new technology concepts, ultra-thin security chips can be mounted on correspondingly thin antennae and be directly integrated into the card body. This is in contrast to conventional electronic inlays, which use relatively large and stiff chips, which have to be connected to copper antennae. Bundesdruckerei has thus achieved the creation of one of the most important building blocks for future generations of modern ID documents.

4 The new technology is based on (silk) screen-printing with which the new antennae are printed using silver conducting paste. These are transferred through a structured screen onto the inner layer of the polycarbonate substrate to be subsequently mechanically connected to ultra-thin silicon chips (ICs). The advantage of the concept: The security ICs, as thin as a human hair and only a few square millimetres large, are very flexible and are not affected by bending. Because of the thinness, additional security elements can be integrated into the card body and production can be done economically reel-to-reel. An important element of the ID card is a display technology developed by Bundesdruckerei. Displays within the document constitute an important further development in the area of eidentity and they are a unique security feature to fight counterfeiting and identity theft. The display-on-card technology addresses all three security levels for ID documents: it contains visible information, such as address and visa information, optical communication, i.e. a dynamic security feature and watermark and it uses security material, such as exclusive personalized materials. Moreover display-on-cards is the hitherto missing link between optical features of classic security printing and the integrated chip and offers new possibilities for eid applications. It enables to display variable information contained in the chip, such as address, visa details or one-time-passwords (One-Time-Pad OTP). For transactions, the status could be displayed and a coloured 3D picture could replace the traditional photograph. Long-term a 3D facial representation is also imaginable. Due to video-identification, sensitive biometric information remains in the document and need not be transferred to the verification system. Displays could also register manipulation attempts and aid additional forensic tests. Currently, Bundesdruckerei is testing a display variation on 120 internal ID cards, which in future can be used for other multi-functional documents. It includes the worldwide first integration of a flexible display with security chip and printed antenna without internal battery into a polycarbonate card body. The basis for such bi-stable epaper displays is electronic ink, such as used in modern ebooks. For external power supply, contactless card reading devices are sufficient, similar to the ones used for the new ID card. Currently

5 the sample display cards show on the back the direct telephone number of the holder, but in future, further applications can be added. The OLED displays (OLED = Organic Light Emitting Diodes) used, reproduce pictures and videos in brilliant colours. Further applications for this technology could be the car registration card (showing the car registration), ID documents (address display), or visitors passes at large events (status display). The display can also show machine-readable 2D barcodes without RF transmission, thus increasing data security. Bundesdruckerei and Samsung Mobile Display have jointly developed a prototype of a socalled dual-display-document, which combines two different display technologies. One display area only shows its content in contact with a special reading device, while in the other display the data (e.g. visa information) is visible directly. ID documents with this technology have even higher counterfeit resistance and greatly assist border personnel in verification. The Bundesdruckerei internal ID card is colourful due to a security technology developed by Bundesdruckerei, which allows the picture and signature of the holder to be rendered in colour by applying these with the aid of polycarbonate ink directly onto an internal foil-layer of the card body. Due to the materials used, the printed images form an unbreakable bond with the substrate, which subsequently is overlaminated with additional foils without using adhesives. The several layers of the card are thus combined into a homogenous card body. An attempt to reach the information on the inner layer would destroy the whole card and make the document useless. This personalisation technology can in principle be used on any polycarbonate base material, including on car displays, motorcycle helmet visors and car headlamps of the future. The electronic components are combined with one of the core-competences of Bundesdruckerei: security printing. Protective shield for global data transfer Next to the new electronic security mechanisms in the German ID card, such as the PACE-Protocol ( Password Authenticated Connection Establishment ), the digital

6 signature for egovernment and ecommerce applications and digital authentication offer additional security. They are the key to increased transaction security via the Internet. To increase security standards in the digital world, Bundesdruckerei created a central service, the so-called ID Provider to run and protect digital identities. This enables what printed security hitherto did not permit: a direct identity security, organized only via electronic certification authorities, which allows every Internet user to completely control all personal data transfers and thus to secure his or her data on the net from unlawful access and misuse. Conclusion Future ID documents will be made from new, better materials with new electronic elements. This increases the lifecycle and the dependability of documents and it enables the development of interactive, communicating and self-verifying documents. The added value of these developments lies on one hand in the increased protection from counterfeits, manipulation and identity theft. On the other hand there are additional opportunities for egovernment and ecommerce applications which will hugely increase their use in the digitized world. ID documents will thus become veritable ID managers, to reliably enable transactions and to offer the greatest possible protection from data theft and misuse. Or, put differently, the citizen will experience more visible security, greater user-friendliness and better privacy protection.
