1 Welcome to the Berkeley Consultation Above: Aerial view of site Berkeley Homes (Eastern Counties) Limited acquired an interest in the Stephen James BMW Garage, Lee Terrace, in August 205 and is now seeking your views on the initial proposals for the redevelopment of the site. You will find information on the background to the proposals on the subsequent boards. All comments will be carefully considered in further evolving the design of the scheme ready for submission of a planning application in February 206. 2 About Berkeley Group The Berkeley Group was founded in 976 and today is one of the UK s best known developers of new homes with a track record of delivering a wide range of residential led regeneration projects across London and the South East. The Group comprises five brands: Berkeley, St George, St James, St Edward and St William. Over the last 5 years, The Berkeley Group have built 6,900 new homes. For each of these homes built by Berkeley, 5.6 jobs have been created. Since 200, the Group have also committed 46m to community infrastructure to pay for new schools, parks, shops, transport and other public amenities. In recent years, Berkeley Group has completed similar schemes in other London Boroughs including Hurlingham Gate in Fulham, Lime Grove Mews in Shepherd s Bush and Kidbrooke Village in Greenwich. About Berkeley Homes (Eastern Counties) Limited Berkeley Homes (Eastern Counties) is a local Kent developer based in Sevenoaks, employing around 600 staff within head office and across their developments. The region is proud to part of the wider Berkeley Group and is responsible for the delivery of nearby schemes such as Brunswick Square in Orpington, Ryewood in Dunton Green and Royal Wells Park in Tunbridge Wells. 3 Site Context The site is located on Lee Terrace in Village, within the Conservation Area. The site sits adjacent to St Matthew s Academy on the northern boundary and Old St Margaret s Churchyard at the western boundary. The new St Margaret s Church sits to the south of the site and there are a number of listed and locally listed buildings with the vicinity of the site. The existing pedestrian and vehicular access to the site is limited to the south east corner of the site. The topography of the site brings with it a significant level change across the site from south to north along with changes in level along the east and west boundaries. 4 Lee Terrace Initial Concepts; All Apartment Schemes Since acquiring an interest in the site, Berkeley and our professional advisors have met with the London Borough (LB) of Lewisham officers on a number of occasions to discuss various design approaches and options for its redevelopment. Through a series of design workshops with the Officers, we have examined a number of alternative design approaches which seek to develop an appropriate form of development and respond to the unique set of site constraints and its setting within the Conservation Area. The early iterations Berkeley discussed with LB Lewisham were based upon a retained BMW showroom and a wholly apartment led development across the site in a variety of building forms. These iterations are displayed below to show the design journey we have taken to arrive at our current preferred approach. Iteration - 68 Apartments Iteration 2-68 Apartments Iteration 3-64 Apartments This approach was not preferred and we went on to examine a more mixed form of residential development in later iterations.

5 Lee Terrace Recent Concepts; Apartments with Townhouses Our most recent discussions have focussed on a mix of family housing to the centre and rear of the site in conjunction with a much smaller apartment building to the Lee Terrace frontage above the retained BMW showroom. This form of development is felt by LB Lewisham to be more appropriate to its setting in the scale and building configuration it offered. Iteration 4-20 Apartments, 4 Townhouses, Iteration 5-20 Apartments, 2 Townhouses, Iteration 6-20 Apartments, 3 Townhouses, Iteration 7-20 Apartments, 0 Townhouses, By examining various forms of development in a collaborative approach, we have been able to evolve our proposals into the latest design iteration (iteration 8) which forms the basis of this consultation. This iteration was presented to Lewisham s Design Review in September and is outlined on the following boards.

6 Proposed Scheme South Elevation: Lee Terrace Following the presentation to Lewisham s Design Review Panel in September the scheme has been developed further and now comprises; The delivery of 30 new homes including the provision of affordable homes The homes will be a mix of 20 x, 2 and 3 bedroom apartments and 0 x 4 bedroom townhouses A 284 sq. m (3,000 sq. ft.) BMW car showroom retaining employment on-site Cycle storage provision for each home and the BMW showroom Parking provision for the townhouses and BMW showroom The use of high quality materials that are prevalent locally The retention of the active frontage and access from Lee Terrace whilst establishing a favourable relationship with the neighbouring buildings N St Joseph s Vale Lee Terrace Site Layout

7 Proposed Scheme The Lee Terrace frontage which overlooks the northern edge of the new St. Margaret s Churchyard is the location for the new BMW showroom and the only point of vehicular or pedestrian access to the overall site. Above the showroom will be three further storeys of residential apartments with the upper floor set back. The building has been designed in a contemporary style as a series of bays which reflect the scale and proportion of the historic plot frontages in the surrounding area. At the western end of this new façade, a porte-cochère provides access to the apartments and to the townhouses beyond, framing views into this area and giving vehicular access to the properties within. The central space within the development is defined and shaped by the formal composition of two pairs of semi-detached villas which address all four compass points. Two of these look onto the historic churchyard whilst allowing long views through the site from Belmont Hill to St Joseph s Vale. A small urban garden defines the area immediately behind the apartment building. A further bookended terrace of six town houses defines the northern edge of the site with their sunken rear gardens backing onto the boundary with St Matthew s Academy. These sit within a mews street which fronts onto the semi-detached villas. Whilst modern in appearance these buildings are designed to reflect and complement the features which are characteristic of properties in the surrounding area. Berkeley s design has drawn upon the visual hierarchy, articulation, subtle proportions and plot widths typical of the historic fabric of adjacent streets and has sought to express these characteristics in our architectural approach. The proposed material palette for the external walls will be predominantly in a pale cream or buff brick with stone detailing and metalwork to further compliment the setting. The spaces between the buildings and boundary treatments are as important as the built form and our emerging landscaping proposals for both hard and soft landscaping are illustrated as part of this consultation.

8 BMW Car Showroom BMW Car Showroom A c.284 sq.m (3,000 sq. ft.) BMW boutique car showroom, similar to those seen on Park Lane in Central London, has been carefully integrated into the design of the apartment building element of the scheme. This showroom allows BMW to retain a presence on-site whilst meeting their modern day business requirements. It also provides an opportunity for the site to be comprehensively redeveloped to sit better within the context of the surrounding area. The main second hand car sales and servicing element of the business will be relocated off-site to another more suitable location. It is anticipated that at least 7 of the current jobs will be retained on-site, with the remainder being transferred to the new site. As a boutique showroom, there will be 5 car models on display with a separate customer collection area. The showroom will only be used as a new car sales outlet, and therefore the local area will see a considerable reduction in traffic movements compared to the current use. N

The hard surfaces will use a refined palette of different materials incorporating block paving setts, larger format paving and attractive flush kerb details.. TYPICAL BIRCH TREE PLANTING. TYPICAL STEPPING STONE FEATURES. TYPICAL HEDGE STRUCTURING East, south and west facing boundaries are formed through locally inspired wall and railing combinations. Their transparent yet solid nature helps to maintain key views to the wider landscape network of mature specimen trees. Trees and structural shrub and herbaceous mixes are set behind strategically placed evergreen CAPE GENERAL ARRANGEMENT - A PAPER SIZE - LEE TERRACE LANDSCAPE GENERAL ARRANGEMENT - A PAPER SIZE hedgerows, helping to soften and screen parking or direct and enhance key views where needed. 2 Within the heart of the scheme lies a planted communal garden which consists of light silver birch. 11 Transport, Access and Parking Lewisham DLR Station Station Lewisham Station KEY Local bus stops Traffic signal controlled pedestrian crossing National rail station Docklands Light Railway (DLR) station Proposed Development Site Accessibility Sustainable location with a range of retail, employment, leisure and education opportunities within walking distance of the site Railway Station is 0.4 mile (9 minute walk) from the site with frequent services to central London (Charing Cross, Cannon Street, Victoria) and north Kent Lewisham DLR station is 0.8 mile from the site providing a direct link to employment areas in Canary Wharf and the City There are bus stops on both sides of Lee Terrace with frequent services to and Lewisham Traffic Generation The current BMW dealership operates as both a sales and servicing centre and generates a constant flow of vehicles, including some facility delivery/servicing activity in the early hours of the morning The proposed development will generate considerably less traffic due to the reduced amount of services that will be offered on site by BMW compared to the current use and therefore there will be a betterment to current traffic conditions around the site The fewer vehicle movements will also reduce the potential for vehicle/pedestrian conflict which can sometimes be seen Access and Servicing Provision of a main and secondary access off Lee Terrace Delivery and refuse vehicles would be accommodated safely within the site Parking Parking provision is compliant with the London Plan and local parking standards and consists of circa parking space for each house and zero parking for the apartments Secure, integrated and accessible cycle parking will be provided within the scheme The apartments will be marketed as car-free. Residents of the proposed development will be prohibited from applying for a resident s parking permit Financial contributions to be made for each resident to benefit from membership of the existing nearby car club

12 Community Benefits High Quality Sustainable Development Retention of Employment Provision On site Borough and Mayoral Community Affordable Housing Provision Infrastructure Levy (CIL) Payments Sustainability For the past eight years, The Berkeley Group has come top of the NextGeneration benchmark initiative, which ranks the UK s 25 largest homebuilders according to their sustainability strategy and performance. In 204, the Group were honoured to be awarded with the Queen s Award for Enterprise for Sustainable Development for the second time, making The Berkeley Group the first Developer to win this prestigious award twice. Despite these achievements, The Berkeley Group remain committed to being one of the most sustainable companies in the UK, providing a significant, long term contribution to the environmental, social and economic fabric of the communities in which the Group work. The proposed development will deliver the following sustainable measures; Significant reduction target in CO2 above the Building Regulations benchmark Easy access to different modes of public transport within close proximity of the site Commercial space will achieve BREEAM Excellent Each home will have provision for secure cycle storage An energy efficient method of heating will be used to heat the buildings Solar Photovoltaic (PV) panels are proposed to provide renewable energy Green and/or brown roofs will be accommodated where possible Methods for harvesting rainwater for re-use Recycling facilities will be provided for each home

13 Other Berkeley Schemes Hurlingham Gate, Fulham Hurlingham Gate is a collection of 3 four-bedroom classic townhouses arranged around a private courtyard. The development was granted planning permission in March 202 and was completed earlier this year. The development recently won Best House Design (up to 50 homes) at The Sunday Times British Homes Awards 205. Lime Grove Mews, Shepherd s Bush Located on the former Stowe Road depot, Lime Grove Mews is a development of 69 homes comprising 20 houses and 49 apartments. The development was granted planning permission in March 20 and was completed in 203. Kidbrooke Village, LB Greenwich Kidbrooke Village is located on the site of the former Ferrier Estate and when complete, will comprise c.4,763 new homes in 35 hectares of landscaped open space including a village centre and new railway station. The development was granted planning permission in 2009 and is due to be completed in 2029.
