1 Transportation and Utilities Department To: Meewasin Development Review Board Date: January 14, 2014 Mike Velonas Phone: From: Ross Elliott, P.Eng Project Engineer Saskatoon Water Our File: Your File: Re: City of Saskatoon Spadina Lift Station Bypass Building Project Overview The Spadina Lift Station (SLS) is situated on the banks of the South Saskatchewan River just south of the Circle Drive North Bridge and north of the Archibald Arena. This lift station was the end of the sanitary sewer line until the Wastewater Treatment Plant (WWTP) was built in the early 1970 s. The SLS handles approximately 60% of the sewage heading to the wastewater treatment plant. This can be 760 litres per second during a peak event. Since the lift station is getting older the city had planned to build a second lift station but instead a bypass system is being utilized. In 2011 two portable pumps and two permanent force-main pipes were installed to act as a bypass to the lift station. The two pipes were buried through the park and up the hill to a manhole that gravity feeds to the WWTP. Temporary hoses and pipes are used to connect the portable pumps to the permanent pipe lines. This bypass system has been utilized to manage storm flows that are too large for the SLS and prevent spilling to the river. The temporary bypass has proven to be a valuable asset in handling storm event flows through the lift station. Therefore the temporary bypass is being made into a permanent facility. The benefits include larger bypass flow capacities, automatic operation in a storm event, and making the area look better by removing the portable pumps. The new bypass is being designed with two new electric pumps which will be able to handle average flow. This is important if the SLS fails to operate for any reason. There is also another project happening later in 2014 which will replace the pumps in the SLS and therefore this bypass building must be operational for that to take place. The new pumps will also start automatically if levels rise due to extreme flows. The temporary pumps are behind a fence right beside the Meewasin Trail and are not aesthetically pleasing. The over-land pipes are also an eyesore. The new system will be mostly underground with a new building across the parking area from the SLS. Under Memorandum

2 Transportation and Utility Services Jan. 14, 2014 Page 2 the building will be a new wet well which will fill from the diversion manhole beside where the temporary pumps are now located. The new pumps will draw from this new wet well and connect to the two permanent pipe lines running up Pest Hill. The new building will be as low as possible to be unobtrusive. Most of the structure will be underground in a ten meter deep hole. The design will have a ground level roof where the pumps will be located, with hatches for access to them. The higher part of the building will house the generator, which will be used if there is a power failure and the pumps need to run. This generator will also back up the pumps in the SLS. The above ground structure will also house the electrical equipment for the facility. It is planned that this new structure will have a lower roof line than the current SLS and have a brick exterior to match the SLS exterior. Designing this facility is difficult with the high voltage transmission lines on the South side, Meewasin Trail and the river on the East side, the SLS on the North side, and Spadina Crescent on the West side. With these constraints design and construction is very challenging. The new bypass must connect to the diversion manhole which is a concrete structure right beside Meewasin Trail. Therefore the trail will need to be closed for excavation to take place in this area for a period of time. When this project was started it was discovered that renovations to the Meewasin Trail in that area were being planned. The slope of the trail around the bush of the transmission tower is too steep for wheelchairs. Also the corner is tight with poor sight lines, which is a hazard. Therefore when the trail is closed for the bypass project it is planned that other trail improvements will be done as shown on the Meewasin drawings. There will be a trail detour which will be used through the duration of construction on the Meewasin Trail. Barricades and signs will guide the public around the construction area. Vegetation will be removed as part of the Meewasin Trail improvement to increase sight lines and the bypass building construction will also necessitate vegetation removal. At the end of the project the area around the new building will be replanted. The area around the portable pumps at this time is a gravel pad and this will be replaced with grass and small shrubs. There is also a water-cut channel in this area from area runoff that needs attention. It is planned to have a catch basin and install a proper drain to the river to prevent this run-off erosion. The traffic on Spadina Crescent should not be affected by this project except for having to watch for construction vehicles entering and exiting the site. There will be signs along the road to warn drivers. Public Service Annoucements will be used to inform the public about the project and the impact on the trail and road. A detailed plan will be coordinated with the City of Saskatoon communications department. This building will not be occupied, and only run as necessary to back up the SLS. Some ventilation and heating will be needed but should be economical to operate. Since most of the building is underground it should not take much energy for heating or cooling. Memorandum
