3 The European Ecolabel The official European Ecolabel, managed by the European Commission and Member State Competent Bodies Multi-criteria and life-cycle based approach Criteria i cover the environmental impacts of the product as well as the technical performance Criteria are revised regularly to follow technological evolution Criteria laid down in European Commission Decisions

4 The European Ecolabel EU Ecolabel is the only EU wide Type 1 Ecolabel provides businesses the opportunity to use one label for all their pan-european or global marketing Provides consumers an environmental certification they can trust 26 product groups More than 1000 licences products and services More than 4.5 billion sales per year

12 Evaluation of the Ecolabel micro-level scheme is successful - helps to improve the environmental performance of participating organisations, also influencing suppliers useful benchmark of environmental performance - evaluation confirms that t the EU Ecolabel criteria are used even by nonparticipating companies macro-level penetration represents a very small fraction of the potential EU market

14 New EU Ecolabel Regulation a) Regulation too restrictive, lacks flexibility, unable to respond to new environmental challenges New Regulation: rewritten in an less restrictive way simplified procedures fits better with other sustainable production and consumption actions e.g. ensure public procurement recommendations are made in Ecolabel criteria (Article 7, 1(f)) allow Commission to develop Ecolabel criteria allow Commission to develop Ecolabel criteria themselves better coordination (Article 7)

15 New EU Ecolabel Regulation b) Insufficient co-operation operation and harmonisation with other ecolabel schemes at national and regional level New Regulation: option for rapid adoption of other national labels criteria (Article 7, (2)) if a national scheme wishes to develop a new product group that is already covered by the Ecolabel, they must take on the Ecolabel criteria (Article 11)

22 New EU Ecolabel Regulation Planned outcomes: 40/50 product groups by 2015 Many more Ecolabel products on the shelves for consumers to choose from Criteria documents which can easily be used by public purchasers An Ecolabel very well harmonised with other labels, globally and nationally An Ecolabel that can be attained by companies with limited costs and efforts for them while still maintaining a high ambition
