1 Background The Fisheries Management Plan of St. Lucia enunciates a national objective of managing the fisheries sector in such a way as to allow for the sustainable use of marine resources for the long-term benefit of the people of Saint Lucia. Management objectives include the maintenance and sustainable use of populations of marine and freshwater species, the preservation of rare or fragile ecosystems and ecologically sensitive habitats, and protection and restoration of endangered species. A target of "sustainable development of the fishing sector" is to be achieved by promoting the production of marine and aquaculture products for self-sufficiency, food security and export through the introduction of appropriate management measures. Consequently, the Government of Saint Lucia continues to facilitate the modernisation of fisheries infrastructure and fishing vessels, the use of improved gear and methods, regulation of fishing gear and practices, protection of marine and freshwater biodiversity, regulation of other marine-based activities (including water-based tourism) and the overall educational advancement of fishers and the consumers. Presently, the emphasis of Saint Lucia is to sustainably manage the turtle resource so as to generate population levels sufficient to permit long-term availability and benefits to St. Lucians. The Department of Fisheries of the Ministry of Agriculture, Forestry and Fisheries is the management authority for sea turtles. National Management Plan and Recovery Efforts for Marine Turtles Within the recently revised Fisheries Management Plan of Saint Lucia, the management plan for turtles (Appendix 1) stipulates two main management objectives for species found within national waters (i.e., Dermochelis coriacea, Chelonia mydas, Eretmochelys imbricata and Caretta caretta). These objectives comprise the restoration of populations and the sustainable utilisation of the resource to ensure equitable sharing of benefits. Sea Turtles have traditionally been exploited for their meat and eggs. A turtle fishery existed in Saint Lucia until a recently imposed moratorium on their capture was implemented in March of The moratorium was instituted based on global and local concerns for declining trends in both turtle nesting and commercial catches over preceding decades. Prior to the moratorium, the following regulated the use of the turtle resource: prohibiting the- disturbance, collection, sale or consumption of turtle eggs; disturbance or killing of nesting females; setting of turtle nets within 100 m of the shoreline; capture of turtles below species-specific size limits and during a close season which existed from March 1st through to September 30 th each year. The management plan notes one key area of concern as the destruction and degradation of critical habitats including certain nesting beaches, seagrass beds and areas of nearshore reef habitat. In the plan, local collaborative initiatives in coastal zone and watershed management are highlighted as actions required to minimise deleterious activities (including illegal sand mining, inappropriate agricultural and urban development and the resultant siltation and eutrophication of coastal waters). Additionally, continued illegal harvest of eggs, nesting females and foraging adults is of concern, as monitoring and control is made difficult by the decentralised nature of the resource and isolated location of many nesting beaches. Continued enforcement, educational activities, research and monitoring are specified as necessary actions to minimise such negative impacts on the resource. It is recognised that assessment and management of the resource must be done on a species-specific basis. 2 Recent management initiatives include: Joint training and surveillance exercises undertaken during the past two years between the Department of Fisheries, Coast Guard and district police officers and beach rangers of the National Conservation Authority. The institution of a moratorium on the catching of marine turtles within the fishery waters of Saint Lucia as of March, The collection of biological and catch/effort data on 76 green and hawksbill turtles caught during a one-month fishery period in December This temporary lifting of the moratorium was sanctioned by the Cabinet of Ministers, subsequent to a request from the Department of Fisheries for consideration to be given to appeals by traditional turtle fishers for reinstatement of an open season, similar to that operating in neighbouring islands within the Eastern Caribbean chain. The continuation of the moratorium, via Cabinet Conclusion No. 480 of 2000, until June 2003, during which time additional assessments on the status of the resource are required to guide Government Ministers prior to expiry of this moratorium. The establishment of a nature heritage project to form a community-based turtle monitoring programme at the main leatherback nesting beach. The St Lucia Nature Heritage Tourism Programme contributed financial assistance in the amount of US$13,000. This initiative builds on past monitoring efforts by the Department of Fisheries and the St. Lucia Naturalists Society, and is aimed at minimising the level of illegal egg harvest and capture of nesting females as well as providing a sustainable livelihood for persons from a nearby, remote community. The further development of Marine Management Areas (MMAs) designed to resolve resource degradation and user conflicts through co-management arrangements and consultation among stakeholders. The internationally acclaimed Soufriere Marine Management Area is an example of this successful resource management approach. The MMAs are run exclusively through the collection of user fees and donations, which allow for infrastructure and manpower to effect day-to-day surveillance, awareness activities and sustainable management. The implementation of gear authorisation and limited entry systems for nearshore fisheries to better regulate gear restrictions and assist in resource recovery efforts for reef and bank resources and fisheries. Taking part in various regional fora, management and training initiatives, including: i.) a Dialogue for Effective Regional Marine Turtle Management in the Wider Caribbean Region held in the Dominican Republic in 1999, ii.) a Training Course in the Management and Sustainable Use of Marine Turtles conducted in Cuba in 1999, iii.) the 20 th Annual Symposium on Sea Turtle Biology and Conservation held in Florida, USA in 2000, and iv.) meetings/other initiatives of the Caribbean Turtle Management and Research Group and WIDECAST. Work with coastal hotels and restaurants in implementing measures to minimise turtle disturbance and maximise nesting success. One officer being trained at the MSc level in CITES/International trade issues (however, this person has requested a leave of absence from the Department of Fisheries to pursue a two-year contract with WWF). A CITES sensitisation workshop held in 2000 for local law enforcement officers, veterinary and other quarantine officers and forestry/fisheries officers. The Hawksbill Turtle The development of tourism infrastructure along many traditional hawksbill nesting beaches (mostly along the leeward coast) has been mooted as a key deterrent to nesting activity for this species due to disturbance from noise and waterfront lighting and recent popularity of motorised vehicles for beach cleaning. Appendix II shows the distribution of turtle nesting for all sea turtle species mentioned earlier, based on nesting observations and reports. The Department of Fisheries is currently in the process of drafting relevant amendments to the fisheries legislation (the Fisheries Act of 1984 and the Fisheries Regulations of 1994) to ensure a greater measure of control in such areas. 3 Sustainable Development and the Environment is presently preparing more comprehensive legislation to deal with issues such as environmental impact assessment and coastal set-backs. Sand mining continues to be of concern, as this is inadequately regulated to date. Greater collaboration among the various agencies responsible for beach use and management is needed to effect sustainable management of this vital coastal habitat. Government has facilitated the use of local pumice resources and the importation of sand as alternatives to the use of local sand. The Fisheries Regulations No. 9 of 1994 stipulate that it is illegal to: Disturb, remove from the fishery waters, expose for sale, sell, purchase turtle eggs or at any time have turtle eggs in one's possession; Interfere with any turtle nest, or turtle that is nesting; Remove from the waters, expose for sale, sell, purchase, or at any time have undersized turtles in one's possession (size limit for E. imbricata is kg); Set within 100 m of the shores of St. Lucia any net or seine or any other artifice for the purpose of catching turtles; Fish for, remove from the fishery waters, or at any time have in one's possession, expose for sale, sell or purchase any turtle during the close season which extends from the 28 th day of February to the 1 st day of October in every year. Nonetheless, presently the hawksbill turtle is fully protected as a result of a moratorium on the capture of marine turtles. Illegal collection and consumption of turtle eggs and illegal killing of nesting females still occurs in certain locations. Incidental capture of turtles also occurs, but comprehensive records are unavailable for all of these aspects. During the past few years, marine users (fishermen and coastal boaters) have reported an increased incidence of turtles within the fishery waters. These are likely to include hawksbills and greens. Data are not available to determine whether this is mirrored by increasing trends in nesting activity since an islandwide monitoring programme has not yet been put in place. Nonetheless, curbing the illegal removal and use of turtle eggs and nesting females remains a key requirement for continued improvement in the ambient abundance of these species. The Department of Fisheries plans to expand its assessment and management activities to allow for an island-wide assessment of both historical trends and current levels of turtle capture and nesting. The Department also hopes to institute a community-based nesting monitoring programme to generate a better understanding of the local status of each species. Funding is currently being sought to facilitate this initiative. St. Lucia recognises the need for collaborative assessment and management of such shared stocks. Mexico City, Mexico, May,

Turtles are also taken illegally on beaches while nesting. Turtles are also taken in a variety of other nets as incidental catch. The appropriate unit for management varies with the species, but in all cases should at least be the Wider Caribbean. Marine turtle populations in the Western Atlantic are considered overexploited. There is no stock assessment in the usual sense for any species of turtle. Records on the number of green and hawksbill turtles harvested are incomplete. Leatherback is not fished for.
