Its population of 28,800 swells to 70,000 in peak holiday season. Bass Coast is one of the fastest growing regional municipalities in Victoria. Population growths are largely fuelled by the sea change phenomenon which impels people to live and retire in popular coastal areas that are relatively close to Melbourne. With such high population increases comes further development from big businesses. Several large businesses have opened their doors in Wonthaggi in the last couple of years. There has been a strong increase in property prices and development as a result of the high demand for residential properties. The area has long been a natural attraction for tourists, with over 3.4 million visitors annually, including 35% of Melbourne s international visitors. In recent years further tourism development has made significant impacts with Phillip Island boasting international attractions and events. The major towns in the Shire are Cowes, Grantville, Inverloch, San Remo and Wonthaggi. Reinvented since its famous coal mines closed in the 1960s, Wonthaggi is the retail, civic and commercial hub of the region. It is a stone s throw from the coast and offers all the services and facilities expected of a large town but with the friendliness for which country towns are famous. Phillip Island is known throughout the world for the Penguin Parade, MotoGP and its surf beaches. A wide range of recreational opportunities and beautiful scenery can be found along the 180 kilometres of coastline stretching from Inverloch around Cape Paterson through Kilcunda to San Remo, circling Phillip Island and on to Coronet Bay, Corinella and Grantville - a coastline first seen by the famous explorer George Bass. The Shire's rural hinterland is less well known than its coast, but includes some of Victoria's prettiest countryside, with rolling hills and quaint towns nestling in the valleys. Page 1 of 8

2 Council Our municipality is governed by seven elected councillors. The administration of the Council s staff is the responsibility of the Chief Executive Officer under a corporate management structure. Our Council has an annual budget of $70 million and employs about 380 staff. The Council s Civic Centre is located in McBride Avenue, Wonthaggi. The Council also provides customer service from offices located in the townships of Cowes, Grantville and Inverloch. The position The Asset Management team is comprised of a Development Engineer, a Senior Asset Engineer, a Facilities Officer, an Asset Officer and Traffic & Lighting Officer. Together with the GIS team and the Fleet Management team, they form the Infrastructure and Property Department. This full time position will actively lead the asset management team to not only manage the Council s current assets but to be able to understand and cater for future expectations and demands. This will include: developing and refining asset management systems from a basic to advanced level; ensuring Asset Management plans are completed and fully implemented; playing an active role in the Regional Asset Management Group; reviewing and developing asset management processes and procedures; and contributing to the development of policies and strategies relating to asset management. You will be a self motivated team player who has the ability to think at the big picture level and then translate this into day-to-day activities. You will have excellent customer service skills and values, organisation and administration skills, IT skills including Microsoft Office, well developed oral and written communication skills and the ability to build strong and credible relationships across our organisation and the community. General conditions Employment will be in accordance with the Bass Coast Shire Council Enterprise Agreement (6) 2009 (EBA), the policies and procedures of Council, and any workplace agreements that may be negotiated from time to time. Hours This position will be based on 38 hours per week, which will generally be worked between 8.30 am and 5.00 pm. Where approved beforehand, hours worked in excess of 38 hours in any one week may be accrued on an hour for hour basis to be taken as time-in-lieu at a later agreed date. Page 2 of 8

3 Salary The position is classified as a Band 8 in accordance with the EBA. With the additional benefits gained through Enterprise Bargaining at Bass Coast, this provides an annual salary of $81,000 to $90,500, plus superannuation, public holidays, leave entitlements and other benefits. Generous annual pay increases are also provided through the EBA. Pre-employment medical Applicants may be required to undergo a pre-employment medical examination. 4 Position Description Position: Asset Management Coordinator Classification: Band 8 Status (EFT): Permanent (1.0) Work Team: Infrastructure & Property Management Occupant: Vacant Date: October Position objectives To manage the specialist Asset Management Team and resources. To work closely with the GIS and Asset Systems Coordinator. To develop, implement, maintain and review long term Asset Management Plans for major Council infrastructure assets that reflect Council s corporate direction and the community s requirements. To develop, implement, maintain and review standards and processes within the Infrastructure and Planning & Environment departments, working closely to ensure that future developments are of the highest industry standard. 2. Key responsibility areas Develop an annual service plan and performance monitoring system utilising Council programs Interplan and PES for the Asset Management Team. Provide information to assist the Asset Accountant in the preparation of annual budgets in line with the service plan. Produce infrastructure asset management plans in consultation with all relevant stakeholders. Regularly review plans and report to Council on achievement of targets set and ensure best appropriate practice within the industry is applied. Implement strategies to reduce Council s infrastructure renewal gap using data from maintained asset registers and utilising the MAV renewal modelling tools. Participate in specific corporate environmental programs that are influenced by asset management decisions and practises. Manage Council s property management function including land acquisition and disposal, leases and road closures. October 2010 page 4 of 8

5 Develop and review projects for the renewal, upgrade and new infrastructure assets, according to the stated asset management plan renewal intervention levels for roads, bridges, pathways and drainage. Develop processes and manage the introduction of asset protection including road occupation permits, bonds and drainage legal point of discharge. Ensure infrastructure projects are submitted for consideration and inclusion in the 10 years Capital Works program and manage the delivery of the approved projects. Deliver the specific renewal projects including the supervision of contracts for the road resurfacing, kerbing and pathways projects. Assist with the on-going review and implementation of Council s Asset Management Policy & Strategy. Manage and develop processes to ensure infrastructure requirements are set and provided through Development Approvals and Subdivision of land as per Council s policies and standards. Participate in the nominated Asset Management Programs and assist in preparation of data and information that reflects the status of asset management within council. Manage the collection of data on the condition, financial performance and service delivery of Council s major asset groups. Responsible for the preparation of information to facilitate annual financial asset reports including Grants Commission and asset valuation status figures. Develop, in consultation with the other Infrastructure departments staff and other key stake-holders (e.g. Planning), relevant performance targets that can be reported to Council and the community. Provide information to Councillors, Council staff and the community on Council s planning processes, goals and targets and achievements in asset management. 3. 7 Innovation - ability to identify initiatives that will result in the service being carried out in the most efficient and effective manner. 5.2 Specialist skills and knowledge Requires knowledge in areas outside of specialist area with strong understanding of legal, socioeconomic and political content. Industry knowledge - detailed knowledge of contemporary strategies for the planning for municipal assets and implementation of capital works. Asset management - provide asset management advice in relation to major subdivisions, service reviews and other planning application referrals. Policy - responsible for the formulation and implementation of Council s asset planning policies and providing guidance and direction to the Council and other officers on matters relating to the planning and monitoring of its assets. 5.3 Management skills Typically will manage a large number of employees or tertiary qualified staff with the ability to manage and achieve goals and objectives. Sound knowledge of budgeting and financial processes. People management - able to lead, motivate and develop employees. Able to supervise and motivate staff under direct control to ensure maximum productivity and efficiency in a team based environment. Financial management - ability to prepare submissions and financial and performance reports for all relevant stakeholders. Able to prepare, manage and report on complex department budgets. Project management - capable of managing long term projects and organising the work loads of self, work teams and other staff to meet set targets and objectives in the most efficient way utilising resources available. Strategic and business planning - ability to prepare and implement strategic business plans for the delivery of customer focussed services. Possess analytical skills in the assessment and preparation of strategies and plans related to the key areas of responsibility. Risk management ability to identify, analyse and control unacceptable risks for consideration and incorporation into the decision making process. 5.4 Interpersonal skills Ability to persuade, convince and negotiate with others as required, as well as lead, motivate and develop employees. Customer service - possess a strong aptitude for public relations and customer service with an ability to develop concepts to implementation. Relationships - effective participation as a corporate team member and ability to establish industry networks in achieving Council s corporate objectives and goals. 8 Teamwork - foster and enhance the team culture of the Infrastructure and Property Management Department. Communication - ability to act as advocate on asset planning and capital works issues and to establish the support of relevant stakeholders on these issues. Ability to prepare reports, strategies and plans including marketing plans and to successfully market these in a written and oral form. 5.5 Qualifications and experience Extensive and diverse experience in field of expertise with lesser qualification or a tertiary qualification and postgraduate certificate with experience in another field. Extensive experience in the management of municipal assets. A tertiary qualification in engineering, business or a relevant discipline. Post graduate qualification in a relevant discipline. A proven track record in the service delivery of the functions relevant to this position. A current drivers licence. 6.
