1 Pennsylvania State Athletic Conference Updated: August 3, Field Hockey Operating Code 1. ORGANIZATION STRUCTURE 1.1 CONFERENCE STRUCTURE All conference members sponsoring Division II Field Hockey programs are included in the structure for purposes of representation and committee membership Only Division II Field Hockey programs shall be eligible for the PSAC Field Hockey Championship Play among field hockey teams shall be conducted on a single round robin with an additional four (4) mandated contests rotated among the teams to provide scheduling opportunities Teams will play a total of 14 mandated conference contests. The four (4) mandated games scheduled at the beginning of the season will not count in the conference standings (non countable contests). The remaining ten mandated games (countable contests) will count in the conference standings to determine the top six (6) teams to participate in the championship tournament. 1.2 CONFERENCE COMMITTEES Sports Chairperson: An athletic administrator shall be selected by the Chair of the Athletic Administrators as the chairperson to the field hockey coaches Duties of the Sports Chairperson Serve as the liaison between the field hockey coaches and the Conference Prepare and circulate the agenda and chair meetings of the field hockey coaches Attend the championship and be prepared to handle any conference issues that may arise at the site. 1.3 MEETINGS: The annual meeting of field hockey coaches shall be at the discretion of the conference office Additional meetings of the field hockey coaches shall be called as they are deemed necessary. 1.4 PERSONNEL Staff Limitations a. 1 head coach b. 1 full time assistant (coaching contract with benefits) or part time assistant or volunteer c. 1 paid part time assistant (half time or less) or graduate assistant or volunteer d. 1 volunteer e. 4 TOTAL COACHES Additional Staffing a. An institution is also permitted to utilize an unlimited number of full time undergraduate students with no limitation of duties. b. An institution is also permitted to utilize a maximum of one social equity position per sport. i. The social equity position may not be utilized as the head coach 1.5 NATIONAL LETTER OF INTENT: Each Conference member agrees to abide by the regulations and procedures outlined in the National Letter of Intent Program. 2. REGULAR SEASON PROCEDURES 2.1 GAME DAY PROCEDURES Uniforms: Per NCAA rules.

2 Back to Back Matches: On the first day the home team will wear light colored jerseys and the second day the home team will wear dark colored jerseys Game Balls: The ball used for PSAC regular season and championships shall be the official ball of the NCAA championship. The color of the ball shall be white or optic orange and shall be determined by the home team Upon request, the host institution should provide the visiting team with at least 50 balls and 50 cones Single game dates may be altered by mutual agreement of the opponents with approval from athletic directors and commissioner Games postponed due to weather MUST be rescheduled for the first common open date. All regularly scheduled conference games must be completed by Sunday, prior to championship Saturday. The Sunday prior to the conference championship must be left open in the event a make up date is needed In the event of inclement weather, every effort should be made to play on the originally scheduled mandated date by switching playing sites (first half of season only), if possible. If a switched site is not possible, the original site of competition will be the site of competition In the event a team is delayed for arrival at the site of competition, the team will be provided 45 minutes of preparation time before the start of competition upon their arrival at the site Games terminated by officials as a result of inclement weather and/or hazardous field conditions shall be resumed at the point of termination and shall be completed as specified by NCAA for in season competition. The completion of the game shall take place on the field on which it was originally being played either later on the same date or at a future date Regular season games shall be conducted under the rules for field hockey as adopted by the NCAA Field Hockey Committee The game field must be set up and available to teams a minimum of sixty (60) minutes prior to the start of the scheduled contest, unless preceded by another contest A visible clock is required for all games On natural grass fields the height of the grass shall be no greater than 1½ inches, weather permitting The home team must provide a minimum of two ball runners for all matches All PSAC institutions are mandated to use the Telvent/WeatherSentry program to monitor weather. The host certified athletic trainer will have the unchallengeable authority to suspend or postpone competition in the event of lightning during PSAC regular season or championship play. The certified athletic trainer and game official/or game administrator must consult and agree as to when play is to be resumed Pre Game Timing: The following pre game timing shall be used for all regular season and PSAC Tournament contests (example below is for a 1 p.m. start time). Actual Time Clock Official Pregame Warm ups Begin 12:00 p.m. 52:00 Teams Clear Field/Music Ends 12:52 p.m. 0:00 Captains and Umpires Meet 12:52 p.m. 0:00 Introductions via International walk out 12:54 p.m. 0:00 National Anthem 12:58 p.m. 0:00 Game Begins 1:00 p.m. 35: Team Introductions Walk Out Order: The order of the walk out will be umpires, captains, starters, nonstarters. a. All captains are at the front of the line, regardless of whether or not they are starters. b. The captains, including GK if applicable, will line up in numerical order.

3 c. The starters, including the starting GK if not a captain, will line up in numerical order behind the captains. Depending on jersey number, the starting GK may be the first player after the captains, somewhere in the middle, or the final starter. d. Non starters should walk out in numerical order behind the last starter Announcement Order: The order of announcing will be umpires, starters in numerical order, assistant coaches, and head coach. 2.2 GAME OFFICIALS Official Fees: USFHA National and Sectional officials shall be used. Officials will be paid through RefPay and 2017: $185/match, $.40/mile round trip Two officials shall be available for the games Officials shall be contracted by the Commissioner through the Field Hockey Assignor. The assignor fee is $350 per institution and will be billed through the conference office. 2.3 GAME ENVIRONMENT Sportsmanship: The PSAC is committed to developing sportsmanship and creating healthy environments for competition. We believe that part of the role of education through sports is to educate all participants in athletic contests to conduct themselves with civility, dignity and respect for opponents Crowd Control Statement: Each member institution is expected to have the following announcement read prior to each contest (at a minimum). Institutions are encouraged to develop a format in which participating student athletes or other enrolled student athletes recite this (or a similar statement) prior to competition. The PSAC and (host institution) promotes good sportsmanship by student athletes, coaches and spectators. We request your cooperation by supporting the participants and officials in a positive manner. Profanity, racial comments or other intimidating actions directed at officials, student athletes, coaches or team representatives will not be tolerated and are grounds for removal from the site of competition. Also, consumption or possession of alcoholic beverages is prohibited. Thank you for your support of the PSAC and (host institution) Artificial noisemakers are permitted at outdoor athletic events except those devices (i.e. whistles, air horns) that would interfere with the conduct of the contest or those already prohibited by NCAA regular season playing rules The director of athletics or the designated representative is responsible for removing such instruments from the competition area Game Environment, The PSAC and Division II: Institutions have a unique opportunity to establish the link between the educational purpose of Division II athletics and the competition environment at Division II events. Game Environment goes beyond the behavior of players and coaches to include all that surrounds the event, including game administration, fans and student supporters. Sportsmanship should be regarded as a mandatory subset of game environment. That is, an institution can exhibit great sportsmanship without having a great game environment. However, it is not possible to have a great game environment without sportsmanship. 2.4 MEDIA SHARING Film Policies All PSAC mandated contests will be uploaded to TeamXtreme The home team will be required to upload matches following each conference match. The upload following a match MUST occur before noon the day following the match An institution will not be permitted to download any contests until they have uploaded all matches played to date.

4 There will be full access to all mandated contests played in the exchange In addition to timely uploading, the matches must be in the required format outlined by TeamXtreme Access to game tapes is restricted. The usernames and password should be treated as sensitive and not be shared with anyone. You may not provide video of a PSAC opponent to any non conference opponent The PSAC Tournament host institution, as well as the host institutions of first round games, will be responsible for taping and uploading all tournament matches Each head coach is encouraged to invest time to train camera personnel prior to the beginning of the season. a. Camera personnel should be cautioned to limit their conversations during the recording of a game, and should refrain from talking about personal/private subjects or the use of bad language In the event of a catastrophic circumstance in which equipment is damaged or completely unable to be used, the institution must provide, in writing, a description of the problem and solution for immediate resolution. This document must be signed and submitted ( ed if possible) by the athletic director to the conference commissioner Recording Specifications: a. All recording of games must be done with HD cameras. b. Recording must be conducted from a side view of the field of play. c. The ball should not be in the middle of the picture during action, but rather allow a view of the field in front of the play. d. As possible, the width of the field should be in view. e. On Penalty Corners, the entire striking circle (i.e. D area ), should be visible. f. Scoreboard should be viewed after each goal, at timeouts, at halftime and at the conclusion of the match. g. Recording should continue through the post match handshake, in order to have video record in the event of an incident. h. A team may record from the endline(s) during regular season play, either as a home or visiting team, as long as a copy is provided to their opponent within 24 hours following the contest. There is no recording from the endlines during any round of the conference tournament The conference office will investigate any violation of the above rules. The conference office shall fine an institution $100 per violation, as deemed appropriate If a problem occurs, the first contact should be TeamXtreme, then the conference office, then the institution that is expecting your game Only major issues are acceptable as excuses. Not knowing how to capture or upload, not having enough time, incompatible computer, internet speed (slowness) are not acceptable excuses No video exchange will be granted to a school outside our conference in order to scout another member institution. 2.5 PROTESTS AND FORFEITS: Forfeits shall be handled by the Commissioner after being reported to the sport chairperson Any protest by the coach must be made at the time of the action or incident that caused the protest and before play is resumed All protests must be made to both officials and recorded on the official score sheet and filed with the conference office in writing within 24 hours of the conclusion of the contest.

5 2.5.3 No protest shall ever be permitted on judgment decisions of the officials. If the protest is proven to be legitimate and could have had a bearing upon the game, then it is upheld and play resumes from the point of the protest Decisions of the Commissioner are final. 3. CHAMPIONSHIP PROCEDURES 3.1 TOURNAMENT FORMAT: The top six (6) teams at the end of the regular season shall qualify for the championship tournament. The tournament shall be conducted under FIH rules with NCAA modifications Seeding: The championship participants shall consist of six teams based on: (tiebreakers a through f will be implemented using only the 10 game countable contest portion of the mandated schedule. a. Win/loss record in PSAC countable contests b. Head to head competition results between the tied teams c. Record against PSAC opponents not involved in the tie, working from highest to lowest ranked in the established standings. d. Weighted wins against PSAC opponents giving the following descending credit for: regulation time wins (4 pts.); 1 st overtime wins (3 pts.); 2 nd overtime wins (2 pts.); shoot out wins (1 pt.) e. Weighted wins between tied teams f. Conference road wins g. Win/Loss percentage against mutual opponents outside PSAC countable contests h. Highest ranked team based on NCAA regional ranking system NOTES: If there are ties for more than one place, the highest seeds are determined first before breaking ties for lower seeds. In the process of breaking the tie among multiple teams, each tiebreaker step will be calculated until at least one team is awarded a higher seed OR at least one team is eliminated from the tiebreaker. At that point, remaining ties shall be broken by restarting the tiebreaker process with the first step Date/Time First Round Matches: Tuesday after the last regular season contest scheduled for a 4 p.m. start time. On lighted facilities, the host institution must consult with the commissioner if a later start time is desired Semifinal Matches: Friday following the first round matches scheduled 2.5 hours apart, with the first game scheduled no earlier than 1:00 p.m. and no later than 4:00 p.m. Any changes to the schedule must be approved by the commissioner The host institution will have the option of playing in Semifinal #1 or Semifinal #2, and must indicate their choice on the Championships conference call Championship Match: Sunday following the semifinal matches (one week prior to the NCAA Division II First Round). The start time for the championship match should be conducted no earlier than 12:00 p.m. and no later than 2:00 p.m. Any changes to the schedule must be approved by the commissioner Site First Round Matches: First round games will be contests with the #3 seed hosting the #6 seed and #4 seed hosting the #5 seed Semi final and Championship Matches: The semi final and championship contests will be conducted at the highest remaining seed that has an on campus artificial surface. The #1 seed will play the winner of #4 vs. #5 and the #2 seed will play the winner of #3 vs. # Protest Committee: The Championship Director (or his/her designee); PSAC Field Hockey chairperson (or his/her designee); Alternate official.

6 3.1.5 Pre Match Timing: See For all tournament matches, the full 52 minute NCAA Championships pre match protocol must be followed. If the game is being televised, the clock will go to zero (field cleared), and an additional 8:00 will be put on the clock for media and event management purposes. The full 52 minute protocol will be followed between semifinal matches, regardless of the ending time of the first semifinal In the event the conference championship cannot be completed, the highest remaining seed following a completed tournament round will be declared conference champion. 3.2 TOURNAMENT PROCEDURES Tournament Director: The host Athletics Administrator shall assume the role of tournament director and shall organize and administer the tournament, including submission of a financial report to the conference office Championship Practice Times Practice times the day before the PSAC semifinals will be provided to teams in the following priority: a. Team furthest distance from championship site b. Top remaining seed in semifinal game #1 c. Remaining team in semifinal game #1, if necessary d. Host team e. Remaining team A seventy five minute practice time shall be allotted to competing institutions on the championship field the day prior to the semifinals An equal amount of practice time (no less than 1 hour) will be permitted on the Championship Field the day prior to the Championship Match if both advancing teams confirm their intention to use the facility Bench Personnel: No more than 30 personnel are permitted in the bench area, not to exceed 6 non uniformed personnel. Medical personnel are excluded from the bench personnel limit, i.e. ATC, student trainers, physicians Bench Assignment: For the semifinals and final, the higher seed will occupy the bench on the right when facing the benches from the field Officials: Two officials secured by the conference office to work each tournament match, plus an alternate official/official timer, will be provided Championship Tie Breaking Procedures: Shall be those prescribed for the NCAA Field Hockey Championships Championship site shall have a visible scoreboard clock with horn Pre Game Music: Neutral warm up music must be provided by the host institution during all rounds of the tournament Game Balls Practice balls/cones: The host institution must provide each team with an adequate number of balls and cones for tournament practices and pre game warm ups. A minimum of 50 balls and 50 cones is suggested Color: For all rounds of the tournament, the game ball color shall be based on NCAA Protocol. The game ball should be white unless there are special circumstances and both coaches agree to use a different colored ball. If an agreement cannot be reached, the color of the game ball shall be white. Umpires can also be consulted if there is any concern over the visibility of a white ball due to field and/or weather conditions Ball persons: Host institution shall provide a minimum of four (4) ball persons per game Uniform colors: For all rounds of the conference tournament, the higher seed will wear dark uniforms and the lower see will wear light uniforms.

7 Stick Check: Pregame stick check procedures will follow those utilized in NCAA Tournament competition. Note: As of 2014, the pregame procedure is no longer in place for the NCAA Tournament Penalty Procedures: Stick bins will be used during the PSAC tournament. The procedures will follow those used during the NCAA Championships Penalized player must come to the midfield table and put stick in the bin closest to the table/her bench Penalized player sits in chair located on the same side of the table as her team s bench Penalized player can get water and have a conversation with the coach, if necessary. Player may go with the team at halftime and must return to the chair afterward to finish out the penalty time Penalized player must retrieve own stick from the bin before returning to the field Filming/Media Sharing: Host institution responsibility (See ). Filming from the endlines is not permitted during any round of the conference tournament (See ) Team Introductions: Walk out procedures will follow regular season protocol (See ) with the exception that non starters will be announced after the umpires and before the starters during all rounds of the tournament Awards Provided by the conference office. PSAC Champion Trophy, PSAC Runner up Trophy, 30 Individual Awards to the Championship Team and an MVP Plaque The tournament Most Valuable Player shall be selected by the tournament committee Awards Ceremony Protocol: The second place team is required to remain present at the site of competition until they are presented with their runner up trophy. 4. ALL CONFERENCE AWARD PROCEDURE 4.1 TEAM COMPOSITION and INDIVIDUALS AWARDS An All Conference team, consisting of a first, second and third team will be chosen. Teams will be comprised of twelve (12) field players and one (1) goalie; 4 forwards, 4 midfielders, 4 backs and 1 goalie An Athlete, Defensive Player, Coach and Freshman of the Year shall be selected. To be eligible for the Freshman of the Year Award, a student athlete should be listed by the institution as a freshman or red shirt freshman and must be competing in their initial year of eligibility for that sport All Conference players receive a certificate. Individual award winners will receive a plaque. 4.2 NOMINATION PROCEDURES A coach may nominate no more than the total number of players selected on a team (13) from his/her own team only, ranked in order by position A player must have played in 66% of her team s games in order to be nominated A player must have played at least 50% on her total games at a particular position in order to be nominated for that position Statistics pertinent to the player s performance will be included with each nomination From his/her team only, a coach may nominate one player each in the categories of: Athlete, Defensive Player and Freshman of the Year. 4.3 VOTING PROCEDURE A coach may not vote for his/her own players or for him/herself A coach must cast votes equal to the total number selected on all teams (39); incomplete ballots will be invalid.

8 4.3.3 A coach must rank his/her votes at each position selected Athlete, Coach and Freshman recipients shall be selected via votes for a first and second choice for each award. 4.4 MISCELLANEOUS The All Conference teams and the Athletes, Coach and Freshman of the Year selections shall be released to the media during the week of the PSAC Championship The selection process will be conducted by the Conference Communications Director in accordance with the PSAC policy.
