BACKGROUND 1.1 The Government of Afghanistan has applied for support from the World Bank or International Development Agency (IDA) for an ICT Development Project which aims to expand broadband connectivity, mainstream use of mobile applications across the Government, and develop the capacity of the IT sector to facilitate improved service delivery across Afghanistan while accelerating job creation and economic growth. The project will do so by: (a) Creating the enabling environment and making strategic investments for the development of Afghanistan s backbone and broadband infrastructure; (b) Supporting the mainstreaming of mobile applications across Government by supporting innovation and creation of cross cutting enablers; and (c) Developing local IT infrastructure and capacity in the public and private sectors. 1.2 The Project has a centralized management structure. The Ministry of Communications and Information Technology (MCIT) will be the implementing agency for the proposed project. MCIT is implementing a number of sectoral projects funded by the government and other development partners. To manage its portfolio of investment projects better, MCIT is in the process of establishing a program implementation and coordination unit (PICU) that the Minister or Deputy Minister (Technical) will chair. The Directors of the Policy and Planning Department and ICT Department will be core members of the PICU. The Finance and Procurement Directorates of MCIT will provide support to the PICU. This is to ensure further strengthening and sustainability of program management capacity that has been developed over the last few years within MCIT.

2 1.3 Core financial management and procurement functions for the project will be handled by the respective departments within MCIT. A Project Management Office (PMO) will support MCIT in implementation of the proposed IDA project. MCIT proposes hiring the PMO staff during project preparation through a Project Preparation Advance (PPA). The PMO will include a project management specialist, financial management and procurement support, and support for M&E and Social and Environmental Safeguard functions as required. This PMO will be part of the planned PICU. A schematic of the implementation arrangements is provided in Figure 1. Figure 1. The outputs expected at the completion of the consulting services are a strengthened PICU, able to implement government s ICT successfully. 2. GENERAL SCOPE OF THE CONSULTANT 2.1 The main objectives of this assignment are to provide project management and coordination support to the MCIT staff, and others involved in the management of the project, and in planning, procurement, disbursement, accounting and financial management, and other project matters. 2.2 The aim is to meet the objectives of the proposed project, implement the various components in a timely and efficient manner, and to help build project management capacity of the MCIT. 2.3 The consultant will head the PMO and generally provide all necessary management and technical support to MCIT as may be required by the PICU, for all components. More specifically the consultants will assist the PICU in the implementation and monitoring of the project as below: (a) Efficient overall implementation of the project and ensuring smooth implementation of each activity; (b) Ensuring effective communication and consultations with all stakeholders; and Facilitating the preparation and public release of project information; (c) Undertaking the monitoring and evaluation of performance indicators and outcomes against the targets, as agreed with the Bank; (d) Ensuring that all legal covenants of the project are met; (e) Proposing necessary steps or measures to overcome any critical delays in project implementation;

3 (f) Handling planning, technical aspects, procurement and financial management, disbursement, and auditing issues arising from implementation of the various project activities; (g) Monitoring and facilitating full compliance of all components with the implementation, legal, procurement, financial and technical requirements of the project; (h) Ensuring quality and transparency in procurement and financial management, and facilitating smooth and speedy implementation of the program. In addition, coordinate with the government counterparts to ensure overall integration of plans and reports into the Government s program. (i) Assisting the PICU in ensuring that procurement arrangements are consistent with project implementation and development objectives and, as needed, discuss options and possible solutions with the PICU. (j) Ensure that all procurement is conducted transparently and on time: o Preparing the procurement documents required to obtain clearance from the World Bank for awarding of contracts and follow-up actions; o Preparing the contracts with selected suppliers/contractors/consultants, including follow up for delivery of goods/services according to schedule; o Maintaining records of goods received, their quality and quantity, compliance with contract specifications and accounts for actual deliveries; o Handling warranty and insurance claims; o Maintaining a proper filing system for all relevant procurement documents in the Project and prepare needed reports and documents for the World Bank review missions; o Ensuring the maintenance of project and contract administration records; o Reviewing consultant outputs; o Processing and verifying payment requests against procurement contracts, monitoring financial commitments and unspent balances against contracts; o Ensuring that the World Bank s regulations and Afghanistan s legislations on using funds for the procurement of goods and consultant selection procedures are applied for projects; o Coordinating with the PICU on all procurement activities to ensure timely implementation of agreed implementation plan; (k) Supporting PICU in financial management, preparing project s budget and allocating funds to subcomponents; (l) Supervising the preparation of project accounts; (m) Arranging the quarterly review and annual audit of accounts; (n) Training PICU staff in project management, procurement and financial management; (o) Preparing requisite periodic reports for the government and donors as required;

4 (p) Transferring knowledge to MCIT staff, so that they develop a cadre of trained staff, having the necessary experience, and appropriate skills, to enable them to be capable of managing its program. This transfer of knowledge and skills will be both through working closely with PICU staff as day to day tasks are carried out, formal training (e.g. small classes, workshops, etc.) and regularly review of duties of PICU staff and their implementation. (q) Other tasks as defined by the MCIT from time to time. 3. QUALIFICATIONS REQUIRED 3.1 Successful applicants will have a strong background in project management. It is important that the applicant has good knowledge of government and business operations in Afghanistan, the Government s ICT sector, administrative, procurement and accounting policies and procedures, and knowledge of and experience with World Bank financed project management, including procurement and financial management. The consultant should have: A graduate degree in Engineering, Finance, Business Administration or Accounting; Have at least 15 years of experience in managing projects ; At least 5 years of direct relevant work experience in managing donor financed projects Knowledge of/experience with World Bank financed projects or other international organizations desirable; Good understanding and previous work experience in all aspects of project management; Fluency in English (listening, reading, writing, speaking). Some knowledge of Dari or Pashto would also be an advantage; Proven inter-personal skills; High integrity and accountability, leadership and good team work spirit. Experience of working in Afghanistan desirable. 4. TIME SCHEDULE AND REPORTING 4.1 The assignment is located in Kabul, Afghanistan. This assignment of the Project Management Specialist is expected to cover a 5-year period and is scheduled to commence in October The consultant will prepare a project implementation plan in consultation with the PICU 4.3 The consultant is expected to assist MCIT and its PICU with reports, memoranda, correspondence as may be required from time to time. The Consultant shall prepare a monthly progress report which shall provide at least the following information: (a) Brief description the status of the project; (b) Detailed description of the activities performed by the Consultant from the beginning of the contract until the end of the previous reporting period (month when the previous report was issued). (c) Detailed description of results achieved by the Consultants in the current reporting period (month for which the report was issued); (d) A brief description and the assessment of the current state of project implementation (as of the end of the reporting period) and of each components/contract within subproject; (e) Issues encountered by the consultants in the implementation of its contract; (f) Issues encountered in the implementation of the components/contracts; (g) Brief description of activities to be performed by the consultant in the next reporting period as well as the resources estimated to use for performing such activities;

5 (h) Brief description of the activities to be performed under subproject contracts/ components in the next reporting period as well as the expected results; (i) Assessment of the contract and subproject potential risks and recommendation for mitigating these risks 4.4 The consultant is expected to also submit: (a) Quarterly Project Management reports. This report will also include: (i) an updated procurement plan, (ii) Financial statements in accordance with consistently applied accounting standards acceptable to the Association, adequate to reflect the operations, resources and expenditures related to the Project (b) Annual Project Implementation Plan (c) Implementation Completion Report 4.5 The project language is English. However, the Consultants shall make provision that all the documents requested by the Client, including the monthly reports will be translated into Dari and Pashto. 5. INPUTS FROM THE CLIENT 5.1 The following services and facilities will be provided by the Client without cost to the Consultants. i) Data. The Client will provide the Consultants with access to all available data, information, maps, drawings and internal documents relevant to the consulting services. All reference material will be loaned to the Consultants and shall be returned at the completion of the assignment or earlier, as may be requested. ii) Access. The Client will arrange for access by the Consultants to key officials in the government agencies, local authorities and departments concerned with subjects related to the project. iii) Training facilities. The client will provide to the consultant all the facilities needed to perform the training activities. iv) Logistical support. The client will provide the consultant with office space, office telephone and internet access, office furniture and equipment, clerical staff and translators.
