2 What is the European Social Fund? The European Social Fund (ESF) is the most important instrument when the European Union (EU) converts its employment policy objectives to practical measures in the Member States. The task of the ESF is to combat unemployment, to upgrade the skills of employees and to support the know-how of the labour force and enterprises in the new challenges of working life. The aim is to promote the functioning of the labour market and lifelong learning, to develop active education and training as well as labour policy in order to tackle unemployment and to prevent social exclusion. The Fund also aims to boost human potential in research, science and technology. Furthermore, the aim is to promote equal opportunities in working life as well as gender equality. The European Social Fund in Finland In Finland, ESF activities seek, experiment, produce and implement new solutions for the national labour market, education and training as well as the industrial policies. Good practices are also being spread. The ESF channels funds into developing new models to boost human resources and to secure employment. ESF activities supplement national activities. The ESF has brought about cooperation over administrative boarders and between different actors in Finland. The Finnish Ministry of Labour is the authority responsible for the European Social Fund. ESF activities are implemented in cooperation between the Ministry of Labour, the Ministry of Education, the Ministry of Trade and Industry, the Ministry of Social Affairs and Health as well as the Ministry of Agriculture and Forestry. The practical implementation involves the regional organisations of the ministries (the Employment and Economic Development Centres and the Provincial State Offices), the regional councils, the labour market organisations as well as other organisations and associations. Finland s first structural fund period began in 1995 and ended in During the five year programme period, the total ESF funding of the programmes was Euro 2.2 billion, including national public and private funding. For the implementation of different programmes, Finland received Euro 589 million from the European Social Fund. During the first programme period projects were launched, involving people as participants. 2

3 The Programme period During the new programme period , the total ESF funding in Finland is about Euro million, the ESF share from the EU amounting to Euro 873 million. The following issues are included in the priorities during the ESF programme period in Finland: Utilisation of the demand for labour and promoting employability Boosting labour market performance and employability Employing unemployed and long-term unemployed and securing availability of labour for enterprises Promoting the transition of education and training to working life Promotion of equality and equal opportunities in working life Promoting gender equality in education and training as well as in working life Strengthening the position of women in the labour market Preventing exclusion from the labour market Activating persons to vocational training and supporting the quality of life of those in a weak position in the labour market Improvement of the quality and effectiveness of education and training, promotion of occupational mobility and strengthening the integration of education and working life Developing and implementing workinglifeoriented education and training models, knowhow and counselling services Developing educational systems to support lifelong learning Developing skills tests Education and training of teaching personnel Developing teaching technology, teaching methods and educational materials Networking models for education and training as well as working life and anticipation of education and training needs Development of human resources to support entrepreneurship, renovation of working life and utilisation of research results and technology Increasing entrepreneurship and promoting new forms of entrepreneurship Promoting the personnel s know-how and well-being at work and developing working communities Increasing cooperation between industrial life and the research sector Personnel development to support entrepreneurship and technological know-how Utilizing new technology at workplaces Additionally, ESF activities emphasise information society development, gender equality, local partnership, the principles of sustainable development and an anticipatory perspective. Implementation and application of the priorities varies in different programmes. 3

4 ESF in the Structural Fund Period The activities of the European Social Fund are implemented through programmes. During the programme period , these programmes include Objective 3, the regional Objectives 1 and 2 and the transnational Community Initiative EQUAL. The programmes have been prepared in cooperation with the European Commission, which also adopts the programmes. The programme complements that guide the implementation are adopted by the national monitoring committees of each programme. The central actors from the Finnish public and private sectors, the labour market organisations and other central organisations have participated in the programme work at the national level. In Finland the Ministry of Labour is the authority responsible for Objective 3 and EQUAL. The Ministry of the Interior is the authority responsible for the regional Objectives 1 and 2. The ESF programmes are financed jointly by the EU and the Member States. The EU financing share of Objective 3 and EQUAL is covered by the ESF. The regional Objecktives 1 and 2 are founded by the European Socian Found (ESF), European Agricultural Guidance and Guarantee Fund (EAGGF) and Financial Instrument of Fisheries Guidance (FIFG). The Objective 3 programme The Objective 3 programme is financially the largest ESF programme. The programme is implemented in all parts of Finland, except for the Åland Islands and the Objective 1 region. The Åland Islands have prepared their own programme. Through the ESF frame of reference included in Objective 3, the programme directs the ESF activities also in Objectives 1 and 2 and in EQUAL. The Objective 1 programmes Objective 1 is designed for regions whose development is lagging behind. In Finland, two Objective 1 programmes are implemented: one for Eastern Finland and one for Northern Finland. 5 The Objective 2 programmes Objective 2 is designed for regions in structural difficulties. In Finland, two Objective 2 programmes are implemented: one for Southern Finland and one for Western Finland. The Community Initiative EQUAL The aim of EQUAL is to promote new means of combating all forms of discrimination and inequalities as well as to prevent social exclusion. Through transnational cooperation the objective of EQUAL is to experiment new solutions to improve the life conditions of those in the weakest labour market situation. EQUAL also focuses on those who are in danger of unemployment to remain in the labour market. The application procedures of the ESF projects vary. As a rule, open application or an invitation to tender procedure are being used. When selecting projects, criteria presented in the Single Programme Documents (SPD) are being used as are the selection criteria confirmed by the monitoring committees of different programmes. It is possible through the European Social Fund to apply funding for projects that are related to the priorities of the programme period (see chapter The Programme period ). The projects should be innovative as well as promote employment and know-how. The projects should utilise the know-how of different actors and further networking between different parties. The feasibility of the project plans, the professional skills of the actors and the need-orientation of the project are conditions for receiving ESF funding. Promoting equality, ecology, local partnership and information society development are positive factors taken into consideration when selecting projects. The projects are also expected to be future-oriented and to utilise anticipatory information. The regional Employment and Economic Development Centres, the Provincial State Offices, Regional Councils and the Ministry of Social Affairs and Health provide further information on matters related to project planning and application. Project instructions and application forms are also available on the Internet pages of the labour and educational administrations. 5
