Who ploughing eat their food, they truly live: The rest to others bend subservient, eating what they give. -Thiruvalluvar(Thirukkural:1033) Abstract: This paper gives a descriptive plan for establishing a Rural Informatics Centre for Farmers. The rural areas in India cannot be compared with its urban areas, where needs and service requirements are at a very different level. With poor existing infrastructure in the rural areas, delivery of services of essential requirements becomes in itself formidable task in its 6, 40,000 villages spread out in every type of agro climatic zones. Many of the farmers, however, are not well aware of modern techniques of agriculture, and they occasionally use such techniques for farming. Due to some problems farmers are moderately satisfied in getting agricultural information, and in many cases their satisfaction level is very low. The paper concludes with establishing information providing centers for farmers and the contribution that librarians may make at grass root level is the need of the hour. Key words: Information, Farmers, Agriculture and technology. Introduction: Information has become a most important element for progress in society. People need information to work properly in their fields. The information needs of farmers especially in an information dependent sector like agriculture requires more attention than it now gets. India is an agriculture based country with farming and related activities constituting to a huge chunk of the GDP and employment. According to Malhan & Rao (2007), the Indian agriculture sector provides employment to about 65% of the labour force, accounts for 27% of the GDP and contributes 21% of total exports and provides raw material to several industries. Therefore information is a powerful tool in addressing the agricultural needs and if it is used properly it could change nation s economic status. 142 P a g e

2 Concept of RICE (Rural Informatics Centre): The Rural Informatics Centre for Farmers (RICE) is a place to render agricultural information to the farmers through information providers. It connects the sources of information, modern technology through internet and the end users (i.e., farmers). There will be a live interactive session between agricultural experts with rural communities, to reach out the local needs. The purpose of setting up of RICE is an initiative to unleash the agricultural information to the farmers community. WHY RICE? The main objective of setting up a Rural Informatics Centre for Farmers (RICE), are the following: To link rural farmers to market information strategies To access information sources through ICT and internet to rural farmers To inform the farmers the different types of schemes, subsidies, purchasing of agricultural products. To help farmers to identify the improved variety of needs of the people, pesticides, weather conditions, harvest and post harvest technology etc. To help farmers to introduce innovative technology in their farming To provide information about credit facilities, terms of loans etc. to farmers. To provide information on food technology to get optimum benefits out of their crops to farmers. What is RICE Scheme? Rural Informatics Centre for Farmers (RICE) is a scheme to render agricultural information to the farmers through information centre. It connects the sources of information, modern technology through internet and the end users (i.e., farmers). There will be live interactive session between agricultural experts with rural communities, to reach out the local needs. The purpose of setting up of RICE is an initiative to unleash the agricultural information to the farmers community. Review of Related Literature: The information need of the rural areas have been analyzed by different types of studies. These studies show that the needs of the farmers are different according to the state of developments of the concerned rural areas. Information need are also vary from village to village, for e.g. farmers of the wheat production area require information about market rate, transport facilities etc. Some studies are found. 143 P a g e

3 International Status: Tologbonse D, et al. (2008) carried the study of information need of rice farmers community in Niger state disclosed that majority of farmers (89.9%) need information about the crop production Achugbue & Anie (2011) carried the study in Delta State, Nigeria on Rural Female farmer s information need and importance of ICT in delivering information needs of female farmers National Status: Meitei & Devi (2009) conducted the study of farmer s community in Manipur (India) to find the information need of the rural farmer s community in Manipur state. This study shows that majority of farmers did not access to information for their activities. Further they emphasis that ICT based agricultural information support systems should be developed in rural areas. Babu et al. (2011) carried the study on farmers information needs and search behaviors in Tamil Nadu found that the major constraints to information access for the farmers is poor availability, poor reliability, lack of awareness of information sources available among farmers and untimely provision of information. Akanda & Roknuzzaman Md (2012) surveyed agricultural information literacy of 160 farmers in the northern region of Bangladesh. The survey shows that farmers need information for various purposes of agricultural activities, and they use different sources and media for access to such information RICE for Farmers: the Need of the Hour: In agriculture environment, relevant and timely information helps the farmers to take right decision for sustained growth of agriculture activity. Use of information in agriculture sector is enhancing farming productivity in a number of ways. Providing information on weather trends, best practice in farming, timely access to market information helps farmer make correct decisions about what crops to plant and where to sell their product and buy inputs. India is a land of agriculture. In recent times, cultivation lands are shrinking and are occupied by industries, educational institutions, apartments, hotels, restaurants, etc., in this area. Failure of monsoons, drought, famine, water scarcity, shortage of labour etc., may also be the reasons for the lack of involvement of farmers in agriculture. 144 P a g e

4 The innovative agricultural technologies from sowing the seeds to harvesting has disproved the above mentioned reasons in many countries like Japan, Israel, Thailand, Cuba, etc. Even in India the following states such as Rajasthan, Gujarat etc., are utilizing such modern technologies and overcoming the barriers in agriculture. Thus, it is clear that there is a gap between the agricultural scientists/ agencies providing technologies/ research institutions and farmers. The aim of RICE is to act as a bridge between the information and farmers. Functions of RICE: The proposed functional areas of RICE are mentioned below: General agricultural news Information about crops Information on crop insurance, credits and loans Best practices in agriculture Soil testing and soil sampling information Early warning and management of diseases and pests Farm business management Weather forecasting Market information Post-harvest technology Significance of Rice: The general awareness of information to the farmers would increase the involvement of farmers and correlates faith in project staff. Thus setting up of RICE signifies the importance of dissemination of agricultural information to the rural farming community. How we serve? (i) Location: Rural areas of the districts in Tamilnadu. (ii) Target groups: All the section of farmers especially those in rural areas. (iii) Specification: An information centre equipped with books, journals and computers with Internet facility, Printers, UPS, wireless broad band link and ISDN lines, television and radio. An Information consultant to organize, disseminate and preserve information and provide to the right person at the right time. Organize, seminars, conferences, group discussion, expert talks etc. Connects farmers with the extension department of nearby Agricultural Universities and update the recent trends in agriculture. Compiling success stories of the farmers who have got benefitted of RICE. 145 P a g e

5 Conclusion: Information consultants are an intelligent and resourceful bunch and could create perfect information in order to meet the needs of the farmers with the help of right set of tools through RICE. It is a fact that the majority of rural farmers are not having access to most of the required agricultural information. Therefore, application of ICT based agricultural information support system is very much important for the dissemination of agricultural information to the rural farming community. Thus the need of information for Farmers in rural areas is vital and setting up of RICE is the need of the hour. It s time to work smarter, not harder. 146 P a g e
