Central Denmark Regin wants t btain autmatic identificatin and traceability f items and peple in its hspitals. Sme f these hspitals are under cnstructin. The ther fur Danish regins are expected t be given the ptin f using the cntract that Central Denmark Regin will enter int with the chsen cntractr. The verall slutin must be future-prf with regard t identificatin and traceability technlgies, and systems and technlgies must cmply with all relevant standards, e.g. GS/1-related and HL7. The cntractr will prvide the sftware fr the verall slutin and will als assist and cunsel Central Denmark Regin in btaining the necessary identificatin and traceability hardware thrugh a subsequent tender. The sftware fr the verall slutin may be described as cnsisting f a layer f applicatins and a layer f integratin, the latter handling and enriching data frm the identificatin and traceability hardware, including, but nt cnfined t, a lcatin database and a cncept fr big data.

2 Fr the layer f applicatins Central Denmark Regin has identified 40+ scenaris/applicatins where autmatic identificatin and traceability will add value t the varius prcesses in the hspitals. 4 f these will be needed in a first, basic versin and tgether with the integratin layer be ready fr use by June During subsequent prcesses f innvatin and develpment the cntractr will prvide the Regin with additinal functins and applicatins. Autmatic identificatin and traceability in hspitals is still in its infancy and awaits much innvatin and develpment. Based n established experience within bth healthcare and lgistics dmains the cntractr will prvide the Regin with cmpetent and efficient cntributin t such innvatin and develpment and will challenge the Regin accrdingly. Autmatic Identificatin and Traceability f Items and Peple in Hspitals. The successful btaining f autmatic identificatin and traceability will represent a cmplicated trade-ff between several elements, e.g. accuracy and precisin, real-time delays, prize f infrastructure, prize f tags, security and safety, etc. The precise lcatin f this tradeff must be established n the basis f a clever understanding f the ptential value which the slutin may create as well as a prfund understanding f the many pssible ways f categrizing items and peple in a mdern hspital. Peple may be categrized as staff, patients, relatives and ther guests, but each f these categries may have t be subject t further break-dwn. Items may be categrized as equipment and articles fr cnsumptin, but als dimensins like size, functin and value may be relevant. Will autmatic identificatin and traceability necessarily cme in a ne-size-fits-all slutin? Or shuld we already nw create - r at least prepare fr - a general slutin with several different ways f identificatin and traceability? Basically the reasn fr autmatic identificatin and traceability is ur need t knw where items and peple are. Hwever, the crrect answer t such a questin ( where is nurse Petersen?, where is the nearest defibrillatr? ) depends n wh is asking, why the questin is asked and when it is asked. Translating the X-Y-Z crdinates frm any given and read tag int useful infrmatin is n trivial task. The verall prcess. The verall slutin will be btained thrugh tw subsequent tenders. The first, which is addressed in this dcument, will fcus n sftware and strategic partnership, and the secnd will fcus n the relevant hardware. The first tender will be carried ut as a design cntest with subsequent negtiatins with ne r mre winners. The plan implies, that the first supplier will be identified by mid June Starting august 2013 the subsequent tender fr hardware will be released and cncluded by Nvember The basic infrastructure elements and the basic applicatins must be in peratin by June 2014 in Det Nye Universitetshspital (The New University Hspital) in Aarhus. Prir t this, the suppliers must carry ut prf-f-cncept implementatins, prbably in an existing hspital ward and in sme ther hspital envirnment. Successful prfs-f-cncept will be a cnditin fr further implementatin. Page 2

3 GENERAL AND SPECIFIC REQUIREMENTS. In the fllwing three sectins an verview f the functinal, technical and strategic requirements cnnected t the tender will be listed. These requirements are listed n a general level. In the final requirements specificatin the requirements will be mre detailed and specific. Functinal and technical requirements. Applicatins. As mentined abve, Central Denmark Regin has identified 40+ applicatins. Fr the initial system ready fr use by June 2014 these fur applicatins have been chsen: Lgistics management. Management f transprt and strage f items and peple within and between hspitals. With a number f hspitals distributed ver km2 and with sme divisin f labur between the hspitals, an effective management f intra- as well as inter-hspital transprts is necessary. Search. Quick searches fr peple and items. Must be accessible via state-f-the-art devices. High fcus n usability. Bed management. Management f hspital beds. Overview f the whereabuts f beds, planning f cleaning and maintenance f beds. Includes simple user interface fr the individual bed. Bld management. Management f data fr prcessing, strage and transfusin f bld cmpnents. Cllectin f infrmatin cncerning the prcessing f bld cmpnents fr transfusin and plasma fractinatin thrugh cllectin f whle bld, transprt, prductin f bld cmpnents, testing, inventry cntrl, delivery fr transfusin, bed-side cntrl f patient identity and registratin f transfusin r return/dispsal f individual bld cmpnents. The middleware. Any given set f data n specific physical lcatin f an item r a persn, e.g. frm a reader r frm a system, must be prcessed by the middleware and subsequently presented as infrmatin fr further use by external actrs, e.g. applicatins. The middleware will handle relevant integratins t ther systems, e.g. facilities management, devices management, Clinical Lgistics, etc. The supplier will, amng ther things, be expected t suggest a suitable architectural design fr the middleware. Big data. The middleware must cntain a cncept fr big data, i.e. methds fr discarding data t make way fr infrmatin. Data presented t an actr must be prcessed t a relevant infrmatin level discarding unnecessary data leaving a minimal infrmatin lad fr the subscribing/ receiving actr t handle. Page 3

4 Lcatins database. Central Denmark Regin will require a maintainable database fr lgical and physical lcatins. This database will be required t cntain a unique identifiable representatin f the Regin s cnceptual mdel fr lcatin. Real-time. Traceability f items and peple mving arund in a hspital implies a real-time perspective. The supplier must present a methd fr ptimizing varius categries f data-flws classifying them t identify scenaris fr hardware and sftware scalability and subsequent prvisining the required infrastructure. Technlgical agnsticism. The verall slutin must be technlgy agnstic. Layered and parallel methds supprting multiple reader-id and data transprt methds must be applied. Open standardized interfaces. Event and status infrmatin must be accessible thrugh pen standardized interfaces. Infrmatin access. Infrmatin access must be btained thrugh a principle f least privilege. Methds fr infrmatin security in Central Denmark Regin are based n the ISO27000 family f standards. Perfrmance surveillance. The verall perfrmance f the system and its functins must be able t be kept under suitable surveillance. Multilayered psitining. In rder t btain ptimized lcalizatin f items and peple, techniques fr multilayered psitining may be necessary in certain use cases. Strategic requirements. This sectin lists and pins dwn requirements t the cntractr f taking n the rle f a strategic partner. The cntractr must have the essential qualificatins fr taking n the rle f a strategic partner fr Central Denmark Regin: Insight in and prven experience with cllabrative innvatin mdels e.g. participatry innvatin and user driven innvatin. The cntractr will in the design cntest suggest ne r mre cncrete innvatin mdels. Cmprehensive experiences and capacities fr advanced level system and sftware develpment. The cntractr will suggest cncrete mdels fr: Pricing. Payment. Financing. Insight in and prven cmpetences related t the health sectr in general and being in tuch with clinical practice. The cntractr must have emplyees with health care educatin and training. Page 4

The cntractr must be able t demnstrate running installatins nt necessarily in health care dmains but matching in size and cmplexity. Insight in and prven cmpetences related t relevant technlgies f traceability and identificatin. Readiness t enter int the Regin s business prcesses fr technlgy adaptatin. The cntractr must match the preferred methd f prject management f the regin: Prince2. The cntractr must have prven experience with agile methds f develpment. The cntractr must have a permanent fcus n swift peratins ptimisatin and ptimisatin fr perfrmance (nt just in case f crrectin f errrs but als changes due t changes in regulatin r cases ). The cntractr must suggest cncrete and peratinal measurement pints and methds fr cntinuus demnstratin f the intensity f his custmer fcus living up t a level matching his rle as strategic partner.
