1 Homicide Investigation Checklist Victim s Name: Date: Enter scene by route least likely to disturb evidence, noting route of travel Check victim for signs of life Note time of arrival Living Victim Summon medical help Note any dying declarations Attempt to obtain the following information: Unconscious Victim 1. Who did this to you? 2. If name of assailant not known to victim, commence identification by description: gender, race, height, weight, hair colour, eyes, type of clothing, etc. Have someone stay with victim at all times to note any declarations Removal of Victim from Scene If possible, photograph victim s position at scene before removal Note the position of the victim for report

2 Obtain physical evidence from victim Collect victim s clothing and personal effects as they become available Carefully note time received and the identity of person from whom items were received Identify items handled by physicians and/or nurses should be marked by those persons and the chain of custody noted Secure Scene Block or rope off scene (bigger is better") Clear unauthorized person from the scene Prevent anyone from touching the body or disturbing anything pending investigation Prevent Destruction of fragile evidence such as footprints, tire tracks, etc. Witnesses Note name and address of persons present Obtain brief statement from each person present Keep Witnesses separate to prevent conversation Process Scene Note weather conditions Photograph scene Video scene Collect physical evidence from deceased and surrounding area Preserve items of evidence individually

3 Use molded plastic container for blood Use paper bindle for hair or fiber Use paper bag for bloody items Provide information to lab personnel concerning source of item, what test you desire performed Process Defendant Photograph Defendant Take any evidence that you are entitled to Autopsy Processing Arrange through the medical examiner the transportation of the victim to morgue Take finger and palm prints of deceased Pick up any evidence that was obtained during the autopsy (blood samples, hair samples, fingernail scrapings, bullets) Investigative Personnel Obtain summary of situation from officer at scene Check scene security and take steps necessary to correct any errors or omissions Review all actions of officers on the scene Initiate Investigation from the beginning Determine identity of deceased Identification on person of deceased Relatives

4 Witnesses Fingerprints Attempt to reconstruct events at crime scene by use of the following: Position of body Number, location of wounds Trajectory of bullets Bloodstains, substances Other signs of violence Other physical evidence at scene Organize Investigation Assign specific tasks to individual officers Supervise execution of assigned tasks Receive, Record and Index information received from investigators Establish case book to include the following: Index of contents Initial reports Follow up reports Evidence reports Medical reports Witness statements Defendants statements

5 Background on defendant Background on deceased Evidence Log Book Books of photographs Provide Copies of case book for Principal investigators and DA s office Keep case book current by adding new information as available Communicate information To investigators To other agencies To PIO Obtain Detailed Statements From defendant Advise of rights using card Have defendant initial or sign rights card or get a verbal acknowledgment that defendant understands rights Video tape or record the defendants statement Questions are designed to answer any unanswered questions that you have about the case Establish movements of deceased prior to death to determine: Time last seen alive Who with Doing what

6 Location Examine deceased s background, including the following: Relatives Friends Employment Possible criminal record or activities Finances Possible romantic involvements Possible use of narcotics Motive Gang involvement Consider deceased s background View scene information for evidence indicating motives such as: Sex Theft of money or property Narcotics Mental Derangement Determine actions of defendant before homicide You may be required to cover period days, weeks or months before homicide, depending on circumstances, including motive Pay attention to any unusual actions of defendant, trips, absences from work, home, etc.
