2 A partner for investment to your future The Regional Council of the Moravia Silesia Cohesion Region is an organization responsible for the management of the Regional Operational Programme Moravia Silesia. The goal of the Regional Council is to manage the programme successfully and to contribute to dynamic development of the Moravian-Silesian region through the high-quality routing of funds. THE REGIONAL COUNCIL OF THE MORAVIA SILESIA COHESION REGION The Regional Council comprises of three independent bodies. Its chairman is the statutory body of the Regional Council, There are more than 716 million EUR available from the European Regional Development Fund to be distributed through the Regional Operational Programme solely for the development of the Moravian-Silesian region. 3 Well-thought-out routing of European money to the region The Regional Operational Programme Moravia Silesia was ceremonially signed by the Chairman of the Regional Council, Evžen Tošenovský, in Prague. That the Regional Operational Programme was approved and signed by representatives of the European Commission only confirmed the region had been well-prepared to draw means from the European Union. Approval of the Regional Operational Programme Moravia Silesia The successful approval of the Regional Operational Programme Moravia Silesia by the European Commission in December 2007 may be considered to be the key event among the activities carried out by the Regional Council. It had been preceded by several-month negotiations and the setting up of the Programme s conditions, with participation of significant regional partners. The region s requirements were successfully put through in front of the European Commission members and the programme was signed also thanks to the joint attitude assumed by all seven Regional Councils. Ceremonial signing of the Programme The Programme was ceremonially signed by the Chairman of the Regional Council, Ing. Evžen Tošenovský, in the Portheimka Villa, Prague, on December 11, with participation of a representative of the Directorate General for Regional Policy of the European Commission, Katarína Mathernová. THE CHAIRMAN OF THE REGIONAL COUNCIL At the first meeting of the Committee of the Moravia Silesia Cohesion Region held on July 10, 2006, Evžen Tošenovský, President of the Moravian-Silesian Region, was elected chairman of the Regional Council of the Moravia Silesia Cohesion Region. The chairman of the Moravia Silesia Regional Council is the statutory body of the Regional Council, representing it outwardly. 4 Cooperation backing up the success Thanks to the cooperation among various representatives of the regional policy there has been a programme finally prepared and approved which will give a new dimension to the Moravian-Silesian region. The rich means that we will use to develop the region are not the only challenge for us. The advantages of the Regional Operational Programme also lie in the fact that its priorities have been set up by people who know our region perfectly, are aware of its weaknesses and strengths, but also of its possibilities for further development. 5 The first meeting of the Committee of the Regional Council was held on July 10, 2006, followed by other six meetings of the Committee in A well-balanced development of the Moravian-Silesian region By supporting appropriately oriented and well drawn up projects, we make efforts to achieve the region s balanced development in the areas identified as priority and needed ones. The first project approved within the Regional Operational Programme As a part of the 1st round of the call of the Regional Operational Programme for the support area transport infrastructure the Committee of the Regional Council approved the first project sumbitted for funding on December 5, The applicant submitting the project was the Moravian-Silesian Region and the proposed maximum subsidy was 224,777, CZK. Members of the Committee of the Regional Council The Committee of the Regional Council has 15 members who were elected from among the councillors of the Moravian-Silesian Region. Jiří Veverka PhDr. Jaroslava Wenigerová THE COMMITTEE OF THE REGIONAL COUNCIL The competencies of the Committee of the Regional Council of the Moravia Silesia Cohesion Region include the right to act and make decisions about matters related to the implementation of the Regional Operational Programme Moravia Silesia. The Committee especially approves any implementation and controlling documents of the Regional Operational Programme, measures related to the promotion of the Programme and information available about it, selection of the projects provided subsidies by the Regional Council, annual and final reports and other reports and support documents related to the Programme implementation. The Committee is also authorized to approve the budget of the Regional Council and its final account; it also determines the organizational structure, the number of employees and the budget of the Office of the Regional Council. Thanks to European funds, old brownfields and areas in the region will be brought to prosperity, the conditions for tourism, which will attract visitors from outside of the region, will improve, and people from the Moravian-Silesian region will enjoy an increased level of the quality of their life in urban as well as rural areas. 7 European money from structural funds The Regional Operational Programme Moravia Silesia is one of the tools of the policy of economic and social cohesion of the European Union, one of the goals of which is, among others, to adjust differences in individual regions. 8 THE MONITORING COMMITTEE OF THE REGIONAL OPERATIONAL PROGRAMME The Monitoring Committee ensures supervision over the Programme implementation, supervising e.g. the efficiency and quality of the Programme s implementation, fulfilment of the monitoring indicators, efficient and effective utilization of public funds, or the progress made in reaching the Programme s goals. The first meeting of the Monitoring Committee was held on December 13, 2007, when especially the evaluation criteria for the calls to submit projects planned for the first half of 2008 were approved. The meeting of the Monitoring committee of the Regional Operational Programme is managed by its Chairman Ing. Evžen Tošenovský. An independent view of the Programme implementation Independent monitoring of the Programme implementation has been ensured thanks to the Monitoring Committee of the Regional Operational Programme having been comprised of representatives of various subjects not only from the region. The partnership principle implemented in the supervising over the ROP The composition of the Monitoring Committee is based on the partnership principle. Its 27 standing members include representatives of the managing body of the Regional Operational Programme, the state administration, regional self-government, economic and social partners, universities operating in the region, and non-governmental not-forprofit organisations. The European Commission s representative may also participate at the Committee s meeting, having an advisory vote. The monitoring Committee s Chairman is Evžen Tošenovský. 9 An efficient organisation opened to partners and clients We have set up conditions for ourselves under which we would like to operate as a component of the European Administration in the regional context. The main goal is to contribute to the region s development so as we would meet the vision of an open, partner-and client-oriented organisation. THE OFFICE OF THE REGIONAL COUNCIL The Office of the Regional Council of the Moravia Silesia Cohesion Region is an executive body of the organisation. It secures all the tasks related to the function of the managing authority of the Regional Operational Programme, except those pertaining to the Committee of the Regional An agreement on some difficult issues was finally reached thanks to cooperation among the directors of Regional Councils. We have a mission: Through our professional work we contribute to the European cohesion and dynamic development of the Moravian-Silesian region. We fulfil visions: We are an efficient, client- and partner-oriented organisation respecting the fair play values. We respect values: We play fair and in a team, helpfully and willingly, simply, keeping up with the times on the cutting edge and together with you. Partnership of the cohesion regions in CR The partnership is represented on the level of the Regional Operational Programmes, especially by means of activities developed by specialised working groups. The activity of these groups is roofed by the working group of the Association of the Regions in CR for European Funds, comprising of the directors of the Regional Councils as its members. In 2007, it was chaired by the director of the Office of the Regional Councils of the Moravia Silesia Cohesion Region, David Sventek. The working group defends interests of the regions and creates a platform for an open discussion and the searching of common solutions. The approval of the Regional Operational Programmes by the European Commission was the key goal that the working group focused on in Its operations enabled to unify the positions of the regions in their dealings with the European Commission and to present the negotiated standpoints unanimously. 10 The Programme reflects the region s real needs The Regional Operational Programme Moravia Silesia is considered to be one of the best set up Czech programmes through which it is possible to draw European means. I believe that the Regional Council of the Moravia Silesia Cohesion Region, organisation opening doors to quality projects in our region, has been and will remain to be equally valued. 11 The financial allocations of the Regional Operational Programme according to individual priority axes (in EUR) Responsibility for the Programme s preparation At the beginning of 2007, we assumed full responsibility for the preparation of the Regional Operational Programme. The role had been successfully played by the Moravian-Silesian Regional Authority until then. The Programme s preparation continued to be implemented in cooperation with partners in the Region. Significant support was also represented by the cooperation among methodical staff of all Regional Councils that has been further continued during the period of the Programme s implementation in an intensive and successful manner. The implementation document of the ROP Moravia Silesia serves the applicant to get better oriented in the supported activities THE PROGRAMMING AND METHODOLOGY DEPARTMENT ensures the strategic management of the Regional Operational Programme, the management of allocation of financial means under the Programme, methodological preparation and upgrading of the Programme s documentation, its monitoring and evaluation. The Programme s implementation document, which describes individual supported activities 289,301, Regional infrastructure and accessibility 182,245, Support for the prosperity of the region 170,072, Urban development 50,126, Rural development 5. Technical assistance 24,347,169 in detail, was continuously consulted with specialists as well as the general public, e.g. in the form of round tables. The general public s interest is substantiated by more than one hundred comments sent to the Regional Council in the spring of 2007, which were used for further development of the document. The plan of calls makes it easier for applicants to time their project preparation correctly At the end of every half-year, we submit the Committee of the Regional Council for their approval the plan of calls for projects for two following terms in advance. The plan of calls states the date of the call opening and closing, an expected total subsidy volume to be provided for every call, and a brief description of the topic covered by every call. 12 Our priority is to route financial allocations in an appropriate manner The aim of the financial means distributing and the setting-up of the conditions for drawing money from the Regional Operational Programme is to route subsidies in the balanced manner to the areas with the most significant benefit for the development of the Moravian-Silesian region. 13 The European Opportunities for the Region conference held in October 2007 offered, among others, an exchange of advisory and consultant companies specialised in the field of drawing finances from the EU structural funds. Emphasis put on helpful communication with clients When communicating with clients, we focus on the complexity and topicality of any offered information. We provide professional advisory and other information services We offer the clients of the Regional Operational Programme the possibility to consult their draft projects with our experts in the form of telephone, electronic and personal consultations. The necessary component of our services is also our website containing a lot of instructions and advice on how to draw up a good project. In October 2007, we published the first issue of our Apropó newsletter, which has been published in its printed version four times a year and in its electronic version in the remaining months since then. THE MARKETING AND REINFORCEMENT OF ABSORPTION DEPARTMENT manages communication with clients of the Regional Operational Programme and the Programme s publicity; one of its tasks is also to strengthen the Moravian-Silesian region s absorption capacity. The number of registered and consulted draft projects from the ROP Moravia Silesia for 2007 in the breakdown according to priority axes 1. Regional infrastructure and accessibility We solve problems that may arise when subsidies are drawn We are in a frequent contact with applicants for subsidies from the ROP Moravia Silesia and we know the problems limiting their chances to draw subsidies. We passed them on to experts for consideration who subsequently evaluate the projects or set up the parameters of their success. In 2007, we checked up the barriers for drawing subsidies from the ROP also by carrying out the analysis of the region s absorption and the analysis of deficits in the drawing of European funds. The latter detected possible problems in less developed areas of the region such as the Bruntál and Vítkov areas. We have been now developing special activities to support the areas. We coordinated the European Opportunities for the Region conference The Moravian-Silesian Region organised the European Opportunities for the Region conference in October 2007, based on the partnership principle. 15 Simplified conditions for the drawing of subsidies One of the project-cycle phases is project evaluating based on the principle of equal approach to all and transparency. We have made the path towards finances from the Regional Operational Programme for applicants as simple as possible by setting up suitable conditions under which it is possible to draw subsidies. We have prepared documentation for applicants as well as beneficiaries Focusing on our goal to provide applicants with a guide that would lead them through the process of their project preparation, we have drawn up the Manual for Applicants brochure. Specific conditions to be met by subjects drawing up their projects as well as subsidy beneficiaries are elaborated in detail in individual methodological instructions; e.g. the instruction on how to draw up a feasibility study and economic analysis will provide assistance in the elaborating one of the most important annexes to an application. When evaluating, we use the same meter for all We have set up transparent criteria for a successful project, made public in advance, to be able to mutually compare projects submitted by applicants and support those meeting the required level of quality and being successful among their competitive projects. At the same time, applicants receive an exact picture of what we want to support from the Regional Operational Programme Moravia Silesia. The quality of a project measured according to criteria set up in advance is decisive for obtaining a subsidy. The first approved project will ensure modernization of more than 30 kilometres of roads in the region Last year, we evaluated the first project that subsequently obtained a subsidy from the Regional Operational Programme Moravia Silesia. Thanks to the first approved project, there will be reconstructed 32.3 kilometres of 2nd and 3rd class communications. Altogether, more than 243 million CZK will be invested to the reconstruction of the roads. THE PROGRAMME IMPLEMENTATION DEPARTMENT is a unit focusing its activities on the evaluation, administration and preparation of the selection process as regards the projects of the Regional Operational Programme, following the progress of the projects implementation and their monitoring. It also carries out audits of costs eligibility and subsequent on-site controls. 16 We think of subsidy beneficiaries as soon as at the time when they are still applicants We were drawing up all the support materials for applicants as well as beneficiaries so as they would have a clear idea about the conditions under which it is possible to draw subsidies. Such an approach will subsequently bear interests in the form of problemless implementation of projects. Our main goal is that projects not only obtain a subsidy, but are really implemented first of all. 17 Functional control mechanisms WE PROFESS TO A MODERN APPROACH TOWARDS RISK MANAGEMENT Risk management is an inherent part of organisation management. It is not perceived as a mere part of internal control system introduced and maintained in accordance with legal requirements, but it is applied in all processes and activities, including strategic management. Risk management includes identification, analysis and compilation of a catalogue and map of risks existing within the Office, determination of officials responsible for their management, adoption of measures to reduce or eliminate the risks, the monitoring of The systemic and modern approach towards the securing of auditing services creates an added value for our organisation. We have passed through an audit of implementation structures compliance According to the European Council s requirements, every Member State is obliged to introduce systems for the management and control of the utilization of the European Community funds and to submit a description of these systems to the European Commission. The Regional Council entered the auditing process in February 2007 when auditors took over a complete documentation dossier for the management of the Operational Programme and the Office, and a series of interviews with selected employees of the Regional Council were held during the year. We have become an authorized auditing subject We ensure not only the internal audit according to the Act on Financial Control in the Public Administration, but also the audit of systems and the audit of a sample of finished operations (projects), all these pursuant to the resolution of the Government of the Czech Republic and the Agreement on Audits Executing as of September 11, 2007 concluded between the Regional Council and the Ministry of Finance of the Czech Republic. In this agreement, the Regional Council undertook to establish an independent unit, an authorized auditing body, within the Internal Audit Unit, and to provide it with necessary functional independence of the units performing the functions of a managing body, so as it might perform independent audits of the Regional Operational Programme according to the requirements an the audit body. THE AUDIT DEPARTMENT is responsible for the fulfilment of tasks related to the direct performance of the functions of the authorized subject of the audit body, secures internal audits, executes the function of the contact point of the AFCOS network as regards the reporting of inconsistencies identified while providing assistance from the ROP towards the European Commission, secures the recording of complaints and coordinates their inquiries, keeps the central records of external on-site controls carried out by the Regional Council at the premises of the beneficiaries of public financial support. corrective measures and the updating of the risks catalogue and map.
