1 NGO Program Unit PO Box 119 WALLSEND NSW 2287 Tel Fax Non-Government Organisations Funding Program Annual Report Non-Government Organisations (NGOs), as defined under NSW Policy PD , are community-based, not-for-profit organisations which exist independently of State Government Departments and instrumentalities but which may receive financial or other assistance from these for the provision of services required the Government. Non-Government Organisations are independent, incorporated organisations with their own management structures which are responsible for the operation of those services. Within Hunter New England Local District (), the NGO Program Unit is responsible for the management of NGO grants provided under two programs: NSW NGO Grant Program administered in accordance with NSW Policy PD2011_049 whose authority to approve grants is held the Minister of, Director General and Deputy Directors General,and HNE NGO Grant Program administered in accordance with NSW Ad-Hoc Grants Policy PD2005_507 whose authority to approve grants is held the Chief Executive. Of particular note, 30 June 2014 marked the end of the NSW NGO Grant Program as known since mid-1996 when the administration of NGO funding was devolved to former Area Services. However, funding for existing HNE NGO grants was extended through to support the transition to the Partnerships for funding model of which contestable funding would be a key component. As the new funding approach presents an opportunity to think strategically about how HNELHD engages with third party providers, the services and programs to be purchased, and how these are delivered when the new purchasing arrangements take effect, HNELHD NGO Program Unit worked closely throughout with the Integrated Care Branch (ICB) who is leading the implementation of Partnerships for on behalf of NSW. One of the required tasks achieved HNELHD NGO Program Unit was to develop a district wise consolidated NGO procurement plan in consultation with nine LHD program streams. These streams are: Aboriginal, Aged and Palliative Care, AIDS & Infectious Diseases and Sexual, Chronic Care including Disability and Community Transport, Drug and Alcohol, Kids and Families,, Multicultural and Refugee, Oral and Women s. The HNE NGO procurement plan was approved the HNELHD Executive and was submitted to ICB on 23 August It was anticipated that the plan would be the basis for HNELHD and relevant Ministry branches including ICB over the coming financial year to: review HNELHD managed grants and align them with local priorities and strategic directions. prioritise HNELHD NGO services and programs for the 3-5 year period from 2014/15 and determine a purchasing plan supporting HNELHD functions for Ministerial approval. 1 Non-Government Organisations Funding Program Annual Report

2 In addition, HNELHD NGO Program Unit played an active role in the development of Partnerships for documentation providing input to the following: Terms of Reference of NSW NGO Coordinators Network Partnerships for : NGO funding reform Communications Strategy Ministerial Grant Management Program spreadsheet Standard terms and conditions of 14/15 NGO Funding Agreement Performance monitoring and reporting components of 14/15 NGO Funding Agreement And co-hosted two (2) training sessions NSW held at John Hunter hospital on 7 November 2013 and Tamworth Hospital on 8 November These training sessions, well attended HNE NGOs, provided information on the funding reform process and outlined the forward agenda for the move to contracts and future purchasing arrangements. Other achievements and activities in include: Successful administration of the Program: NGO Unit activities included negotiation of Funding and Performance Agreements (FPAs), payment, monitoring, performance review and capacity building support to 46 NGO projects performed 36 NGOs with funding totaling $5,280,499 (of which $1,594,049 was from HNE ). Provision of support and guidance to health-funded NGOs through three NGO Forums held in October and December 2013, and April These forums covered various topics including the following : o Updates on transition of NSW NGO Grant Program funding to Partnerships for including transition of existing grants to contractual arrangements in o Statewide palliative care tender (see more details below) o o o National Disability Insurance Scheme NSW Closing the Gap Strategy, the work of HNELHD Aboriginal Unit and the Wollotuka Institute of the Newcastle University and various NGO Aboriginal projects. NGO Program Unit quality survey. ( see more details below) Successful continuation of funding for the three existing Aboriginal and Well Being Traineeships at Moree and Armidale. Participation in the HNE application to NSW for the NSW Community based Palliative Care Services tender: HammondCare and Silver Chain are the two successful NGOs to work with Local Districts to provide statewide up to 1545 packages of support for people dying at home in 2013/14, building to 2863 packages in 2015/16, of which 220 packages are to be delivered in the Hunter with the initial target being patients who reside in a 60km radius from Singleton. Participation in the establishment of standardized KPIs for women s health NGOs with ICB and representatives of other LHDs and Peak Women s NGO. The audit of MOU (Memorandum of Understanding) implementation between HNE Palliative Care stream and Volunteer Palliative Care NGOs. 2 Non-Government Organisations Funding Program Annual Report

3 Participation in the establishment of the Collaborative Care Resource Centre (CCRC) to be operated at Tara Lodge James Fletcher, an initiative of HNE Service in partnership with participating NGOs. The NGO Satisfaction Survey is conducted annually to ensure NGOs are consulted on their learning and development needs and the NGO Program Unit s performance. In the 2013 survey, based on a 76% response rate, 72% reported being very satisfied with provision of prompt and accurate response to queries and 48% very satisfied with clarification on partnerships for health. 100% of NGOs were either somewhat or very satisfied with feedback on performance monitoring and financial reporting. It is noted the rating for these items may have been impacted the transition to the Partnerships for funding model. The following training items were identified (in order) as most useful in preparation for the Partnerships for funding model: 1- How to calculate unit cost per occasion of service 2- How to quantify the service capacity of the organisation 3- How to explore opportunities for collaboration with other agencies 4- How to develop governance and financial management systems. Participating NGOs indicated that they would like more information on tendering and costing, forming partnerships with other organisations, data collection systems, new funding agreement arrangements, professional development topics and transition of care from health institutions. NSW Ministry of () / HNE () NGO Grant Funding Program in DRUG and ALCOHOL PROGRAM In 2013/14, six (6) NGOs were provided with NGO Grant Program funding to the value of $1,358,649, as contributions towards the operating costs of ten (10) Drug and Alcohol (D&A) projects delivered in. The program funds direct client service delivery in the form of D&A residential treatment and/or D&A counselling and community development. Approximately 731 men and women received treatment under the D&A funded program including 82 Aboriginal people. HIV/AIDS PROGRAM In 2013/14, two (2) NGOs were provided with NGO Grant Program funding to the value of $292,000, as contributions towards the operating costs of three (3) HIV/AIDS projects delivered in. The program funds direct client service delivery in the form of case management, community based support and peer support for people living with HIV/AIDS, and peer education (including OH&S) to Hunter sex workers. During 2013/14, Karumah and ACON provided comprehensive case management for around 100 clients and ACON delivered around 943 occasions of service as part of a health promotion program to sex workers. Provide case management and support for PLWH in the community $154,900 June 2015 ORAL HEALTH PROGRAM In 2013/14, Biripi was provided with NGO Grant Program funding to the value of $63,100, as a contribution towards the operating costs of the Aboriginal Adult Dental program. A total of 1756 adult clients (predominantly Aboriginal or partners of Aboriginal people) living in the Taree region received dental care under this program. 5 Oral the Aboriginal community AGED and DISABLED PROGRAM In 2013/14, two (2) NGOs were provided with NGO Grant Program funding to the value of $242,100, as contributions towards the operating costs of two (2) aged and disabled programs delivered in. The program funds direct service delivery in the form of home nursing, respite, social support and children s disability respite. A total of 125 adult clients and up to 20 children received support services under the Aged & Disabled program. Mercy Community Care Uniting Care Singleton Disability Services Provision of home nursing, day centre activities, counselling and support for aged and frail people and their carers. Celebrate Disability Project for children with disabilities $236,300 June 2015 $5,800 June 2015 COMMUNITY SERVICES and WOMEN S HEALTH PROGRAM In 2013/14, twelve (12) NGOs were provided with NGO Grant Program funding to the value of $1,094,200 as contributions towards the operating costs of twelve (12) Community Services projects delivered in. Most funded services provide direct client service provision (e.g. telephone and face-to-face counselling, palliative care volunteer social and emotional support, accommodation support), whilst others work within a capacity building model of health promotion and provide training and support to professionals and community groups (e.g. asthma education, sexual health training for youth workers, school programs). During 2013/14, >1000 HNE clients were provided with direct service provision as well as over 3,000 participants in education sessions and over 10,000 crisis calls answered via the Lifeline national grid. Additionally, approximately 19 primary schools in the Cessnock LGA participated in healthy lifestyle programs through the Coalfields Heart Program. Asthma Foundation of NSW Asthma education programs throughout the Hunter Region for groups who have a role in the care of people with asthma. Carelink A support service for Cancer and Palliative Care patients, their carers and significant others, who reside in the Upper Hunter Region. The program funds mainly direct client service delivery in the form of counselling, case management, carer support, rehabilitation, vocational training and supported accommodation with some NGOs also participating in provision of mental health education and training to the sector. An additional amount of $14,000 was granted to Toomelah Public school to contribute towards the operating costs of a Cultural Wellbeing and Healing program. This funding however has not been expended as the program depended upon funding from other sources which were not able to be obtained. This surplus is currently under negotiation for performance in A total of 997 clients received direct mental health services under the mental health NGO program with a further 1222 telephone support occasions of service. In July 2013 the Tamworth Homeless Men s Support program funding was transferred to RichmondPRA.
