December Message: RI and Gates Foundation Together commit $2,, to eradicate polio (Refer to the attached Press Release and letter from RI President Wilf.) Decades ago, polio outbreaks were a constant threat around the world. After the introduction of polio vaccines by Jonas Salk and Albert Sabin and a steadfast immunization effort, these outbreaks became part of history in most of the world. Yet many still live under the threat of polio, which is why Rotary and its global partners are committed to reaching every child with the vaccine and ending this disease worldwide. Major gains have been made in the global fight against polio: * In the 198s, 1, children were infected by the disease every day in 125 countries. Today, polio cases have declined by 99 percent, with fewer than two thousand cases reported in 26. * Two billion children have been immunized, five million have been spared disability, and over 25, deaths from polio have been prevented. As President Wilf writes, In 1985, we promised every child a world free from the threat of polio, and we are almost there. This funding agreement between Rotary and the Gates Foundation is a huge step forward, bringing us ever closer to our goal. Success is our only option.

2 ROTARY SHARES 2 RI Presidential Citation Club Presidents should review the requirements enclosed to qualify their club for the RI Presidential Citation. New IRS Reporting Requirements Our RI Club & District Supervisor, Jim Damato, reports: As you may or may not be aware, at the end of the Rotary fiscal year, the IRS will be requiring all Rotary clubs and districts in the United States to submit either a IRS form 99 (for those clubs and districts with gross receipts of over $25,) or an electronic version, referred to as an e-postcard report (for those clubs and districts with gross receipts under $25,). For reporting purposes, the deadline to submit the required information for the fiscal year will be 15 November 28. Please note that per the IRS, failure to meet the annual filing requirement for three consecutive years will result in revocation of the tax-exempt status of the club or district in question. The IRS has requested that we remind clubs of this new filing procedure, and we are asking your assistance in doing so. Please send the attached Rotary Information Paper to all of the club presidents in your district, via any means you feel will reach them. In addition, following is a link to the paper, which also can be found on the RI website: paper_clubs_irs.pdf. It is our great pleasure to inform you of a new partnership between Rotary International and the Bill & Melinda Gates Foundation that will provide a much needed US$2 million in support of our top goal of a polio-free world. The Gates Foundation has awarded The Rotary Foundation a challenge grant of $1 million, which Rotary will match, dollar for dollar, over three years. This is the largest single grant ever given to a volunteer service organization and represents a tremendous validation of the approach and success of our PolioPlus program. This partnership comes at a critical juncture for the polio eradication initiative, which needs an infusion of funds to reach the eradication goal. For this reason, the initial $1 million will be distributed by The Rotary Foundation through grants to the World Health Organization and UNICEF in direct support of polio immunization activities in 28. Your participation in this effort is crucial to making it a success. The Rotary International Board of Directors and the Trustees of The Rotary Foundation have unanimously agreed to accept this challenge grant to ensure the success of the PolioPlus program. We feel confident that this extraordinary commitment from the Gates Foundation and Rotary will serve as a catalyst for further donations from others to help us realize the dream of a polio-free world. 6 PRESIDENTIAL CITATION ROTARY SHARES Wilfrid J. Wilkinson 27-8 President Dear club presidents, I am happy to welcome you to your year in office and to the 27-8 leadership team. Our Rotary movement is a great one, and its greatness is most effectively demonstrated through the individual efforts of its members. We take the time to share our talents, skills, and energy with others, and through this process, we create a better world. It is this fundamental generosity of our members that inspired this year s theme: Rotary Shares. As club president, you play a vital role in Rotary s success in 27-8, and I am calling on you to lead by example. Be visibly involved in your club s activities and inspire your members to join you. Motivate members to volunteer their time and talents to carry out service projects, both at home and abroad. Instill Rotary ideals in the next generation through active participation in our many youth programs. I am also counting on all 27-8 Rotary leaders to do their part in strengthening Rotary s membership. Along with directors, district governors, and other leaders, I am asking each of you to bring at least one new member into Rotary and to encourage your members to do the same. This year s presidential citation program focuses on individual involvement through the four Avenues of Service and activities related to youth. Our service emphases for the year membership, water, literacy, and health are also reflected throughout the citation. By continuing to emphasize the family of Rotary, we will encourage Rotarians families, as well as Rotaractors, Interactors, and other program participants, to join us in our service work and fellowship. To qualify for a citation, your club should complete the membership goal and one activity from each of the six categories listed in this brochure between 1 July 27 and 31 March 28. The scope of the activities should be in proportion to the number of Rotarians in the club and their abilities, interests, and skills. Once your club has met this challenge, complete the certification form and submit it to your district governor by 31 March 28. Governors must submit a list of certified clubs to RI World Headquarters, and it must arrive no later than 15 April 28. 7 Recognition for District Governors To qualify for recognition, 5 percent or more of the clubs in your district must earn a citation, and the governor and 5 percent or more of the district s club presidents must have brought a new member into Rotary between 1 July 27 and 31 March Rotaract and Interact Presidential Citation Rotaract and Interact clubs may also be recognized for undertaking worthy service activities that demonstrate that Rotary Shares. To qualify for the citation, Rotaract and Interact clubs must complete at least four activities overall from any of the categories. The sponsoring Rotary club must sign the Rotaract and Interact Presidential Citation Certification Form and submit it to the district governor by 31 March 28. Governors must submit a list of certified clubs to RI World Headquarters, and it must arrive no later than 15 April 28. Membership Goal (required) Have a net increase of one member by 31 March 28. Membership u Ensure that a club member attends the district membership development seminar. u Have 1 percent or more of the membership, other than the club president, bring in new members by 31 March 28. u Recruit alumni from Foundation programs (Ambassadorial Scholars, Group Study Exchange team members, Rotary World Peace Fellows) or RI programs (former Youth Exchange students, Rotaract or Interact members) into membership by 31 March 28. u Give formal recognition to any club member who recruits more than one new member by 31 March 28. u Encourage diversity of membership, and promote a balanced membership. Induct new members from demographic groups not currently represented in your club. u Conduct an analysis of qualified professional and business leaders within the community to identify prospective members. u Retain members in Rotary by helping relocated Rotarians join a club in their new community. u Recruit professional colleagues in other locations, or new colleagues at your place of business, into membership at their local Rotary club. u Report new members monthly to RI by using Member Access on the RI Web site ( Club Service u Have your club give a subscription of The Rotarian (or Rotary regional magazine) to the local public or high school library. u Ensure that incoming club officers and members attend the presidents-elect training seminar, district assembly, district Rotary Foundation seminar, and district conference, as appropriate. u Recognize a member who is providing outstanding service toward polio eradication. u Ensure that every Rotarian in your club is personally invited to participate in club activities, whether it be serving on a project committee or taking responsibility for some aspect of club service. u Recognize a Rotarian in your club who actively participated in the full range of club projects and programs with the Four Avenues of Service Citation. u Include non-rotarian family members (for example, spouses, children, parents, widows, widowers) into the family of Rotary through service and fellowship activities on at least five occasions. u Appoint a family of Rotary committee to assist with projects and activities for Rotarians and their families. u Invite a speaker from a local nongovernmental organization, or present a club program on the United Nations Millennium Development Goals ( Vocational Service u Hold a forum on ethics and the application of The Four-Way Test in business and professional life. u Present all new club members with a copy of The Four-Way Test or the Declaration of Rotarians in Businesses and Professions (2- EN). u Encourage members either to join and serve on committees of professional or trade associations or to develop and implement a campaign to promote pride in vocational or professional skills in the workplace. u Ask each member of your club to mentor a young person, and have at least 5 percent of the club participate. u Sponsor a day for Rotarians to bring young people to their places of business to educate them about career opportunities. u Have at least one member provide an internship at his or her place of business to a high school or college student.

8 u Organize a vocational service activity during Vocational Service Month (October). u Register a club member as a Rotary Volunteer and encourage him or her to seek a Rotary Foundation Volunteer Service Grant. u Have a club member host a Group Study Exchange team member at his or her place of employment. Community Service u Conduct a community needs assessment, and use it to establish new local service projects that will involve at least half of the club members and their spouses. Consider using Goodwill Industries International* as a project resource. u Sponsor a new Rotary Community Corps. u Conduct a water project in your community. u Sponsor or participate in a health awareness campaign or a project that addresses health concerns. u Sponsor or participate in a community literacy project. Consider working with the International Reading Association* in developing the project. u Share Rotary with the general public by placing a public service announcement, possibly one from Rotary s public image campaign, in a print publication, on a radio or television program, or on a billboard. u Sponsor or participate in a project designed to promote peace or conflict resolution. u Have a current or former Rotary World Peace Fellow speak at a club meeting. u Conduct a community service project carried out by club members and Rotary Foundation alumni. International Service u Support or register a project on the World Community Service Projects Exchange. u Using the United Nations Millennium Development Goals ( as a starting point, develop and initiate a new project in support of international service that will be carried out by at least half of your members. u Seek a Rotary Foundation Matching Grant or Health, Hunger and Humanity (3-H) Grant for a water, health, or literacy project. u Achieve the Every Rotarian, Every Year goal of US$1 or more per capita in Annual Programs Fund contributions to The Rotary Foundation. u Conduct an international service project in support of water management and sanitation. u Conduct an international literacy project. u Identify a qualified candidate to compete at the district level for at least one Rotary Foundation Educational Programs award (Ambassadorial Scholar, Rotary World Peace Fellow, Group Study Exchange team member or leader, Rotary Grants for University Teachers participant). u Sponsor a Group Study Exchange team, host a team member, or participate in a Rotary Friendship Exchange. u Give a club program on Global Networking Groups, or have at least 5 percent of club members join one of these groups. u Make a club contribution to PolioPlus or PolioPlus Partners. u Implement a club program on PolioPlus and Rotary s role in the Global Polio Eradication Initiative. u Have a club member serve as a Rotarian host counselor for a Rotary Foundation Ambassadorial Scholar. Youth u Sponsor a new Interact club or a community- or university-based Rotaract club. u Sponsor a participant in a Rotary Youth Leadership Awards (RYLA) event. u Sponsor or host a Youth Exchange student, Ambassadorial Scholar, or Rotary World Peace Fellow. u Participate in a career counseling and development project for young people in your community, stressing the importance of formal education in meeting career goals. u Adopt a school. u Sponsor or participate in a project that addresses the problems of child abuse or street children. * RI has a formal cooperative relationship with this organization. 9 New 28 Reporting Requirements: USA and PUERTO RICO ROTARY CLUBS AND DISTRICTS AND THE IRS From Club and District Support - Pan America Department Rotary International, 156 Sherman Avenue, Evanston, Illinois 621 USA Telephone: (847)-866-3; Fax: (847) What follows is not tax advice, but general information, which may be useful. Questions regarding any tax matters need to be referred to local counsel, your tax adviser or to the IRS. ( or ) On 13 May 1958, the Internal Revenue Service declared that Rotary International (RI) and its clubs and districts are entitled to exemption from federal income tax under Section 51(c)(4) of the Internal Revenue Code. While Rotary districts and clubs are exempt from paying federal income tax, the law does require Rotary clubs and districts to file an annual information return on IRS Form 99, on or before the 15th day of the 5th month following the close of the annual accounting period (15 November). Certain organizations, other than private foundations, that do not normally receive more than $25, in gross receipts in each taxable year are not required to file Form 99. NEW! Starting in 28, clubs or districts with gross receipts of $25, or less will be required to file Form 99-N, which is an electronic e-postcard report. This report is required annually starting 15 November 28. Failure to meet the annual filing requirement for three consecutive years will result in revocation of the tax-exempt status of the club or district in question. To learn more about this requirement, and to obtain the necessary e- Postcard report form, visit the US Treasury website at: or call the toll-free number: (877) Numbers: RI's Group Exemption Number (referred to as "GEN" on Form 99), is 573, which applies to RI as well as all USA and Puerto Rico clubs and districts. At the same time, every club and district in the US and Puerto Rico is required to have its own Employer Identification Number (EIN). This 9-digit number is essentially a tax ID number, and has nothing to do with whether the club or district has any employees. As RI must report annually the EINs of all districts and clubs in the USA and Puerto Rico, the RI secretariat maintains a list of those EIN tax numbers for reference. New Rotary Clubs, however, must apply directly to the IRS for an EIN number to be assigned to the new Rotary club. Please contact your Club and District Support (CDS) representative at Rotary International headquarters if you have any questions about the EIN number for your club or district. Tax Deductible Status: Though clubs and districts do not have to pay federal income tax, donations to clubs and districts are not tax deductible as a charitable contribution. However, such deductible status is possible for a contribution to any club or district charitable fund that has been independently classified by the IRS as qualifying under Section 51(c)(3) of the Internal Revenue Code. Membership dues may be deductible for some Rotarians as a business expense. Please contact the IRS or your tax consultant or attorney for guidance on this issue. Other Taxes: Clubs or districts may be required to file IRS Form 99-T if they have "unrelated business income." An unrelated trade or business is defined as any trade or business that is regularly carried on, and that is not substantially related to the organization's exempt purpose or function. (IRC Sec. 513) Federal Social Security and withholding taxes, and local state income taxes may be required from a club or district that has one or more paid employees. Please contact the IRS or your tax consultant or attorney for guidance on this issue. The laws of individual states vary in regard to state income tax, sales tax, other taxes and special licenses. The 51(c)(4) status applies only to federal income tax and does not necessarily have any bearing on state or local taxes. IRS interpretation of its Code also can vary slightly in different US Treasury districts. November 27

We are looking for young professional people who will benefit from a vocational, cultural, and fellowship exchange with their counterparts in Taiwan. The application deadline is December 2! One Rotarian Team Leader and four young professionals from District 517 will spend a full, all expense paid month enjoying Chinese culture, sharing vocational experiences, and learning about Rotary in another land. The GSE team will be hosted by Rotarians in their homes offering a unique introduction to Taiwan hospitality on a very personal level. The team will visit the Rotary clubs throughout the district and will participate in the District Conference. To complete the exchange, Taiwan will send its team to visit our District 517 March 22 through April 19, 28.

The Group Study Exchange (GSE) program of The Rotary Foundation is a unique cultural and vocational exchange opportunity for young business and professional men and women between the ages of 25 and 4 and in the early years of their professional lives. The program provides travel grants for teams to exchange visits between paired areas in different countries. For four weeks, team members experience the host country's institutions and ways of life, observe their own vocations as practiced abroad, develop personal and professional relationships, and exchange ideas. Rotary pays all travel expenses. To help with your decision, here are some considerations. You will be expected to: Attend a minimum of 12 hours of predeparture orientation. Be physically fit. This is a demanding schedule. Remain with your team at all times, except for scheduled free time. Give speeches and presentations in the host country and in our District. Who is Eligible?
