2 What is BHLS? BHLS? Derives from French term BHNS, maybe later another name Generic term for a wide range of quality bus systems Is it BRT? Not exactly, a different product in the spectrum of bus priority Focus more on reliability/quality than on speed/capacity Holistic approach Improved operating environment reliability, better speed Higher quality vehicles with better comfort and image Improved passenger facilities stops, terminals,... Branding, marketing, repositioning the product

European Context is different: Mass transit is often already well provided by metro and tram Bus is rarely assigned the mass transit role Constraints of space, roadwidth and alignment in city centres European cities have a different focus: Restore reliability and operational effectiveness to bus Enhance image of bus, reposition the product High focus on quality of vehicles and stopping places In France, focus on urbanism improve host environment Strategic motivations for BHLS Mostly to upgrade quality and ridership of existing bus lines Sometimes alternative to tram/lrt, especially if finances tight

Very few leaders will walk through fire for bus Two decades of conditioning for LRT/tram as ideal Political leaders, transport planners, media, public Conveniently forgotten that tram had been on the scrap heap There is serious money in tram/metro projects Bus has worked really hard for 40 years to earn its bad reputation, that is a tough one to change Bus priority removes parking spaces Bus schemes have to get solved inch-by-inch Tram/metro schemes get blanket approval, then sort it out

Technical Definition (+) Clarity, common understanding (+) Range of tools for the job, appreciate nuances (-) Arguments turn off the audience, damage the product (-) People get sore at not making the top grade Branding (+) Connect at the non-technical level, emotional buy-in (+) Build positive image, confidence, basis for campaign (-) Image over substance, sometimes the details do matter (-) Oversell, fail to meet expectations (-) May become outdated, limiting, but hard to move on

23 What is the measure of success for these audiences? Success itself Success has many fathers, failure, etc. Ridership gains No-one can argue with this, it is the acid test. Positive response from the public Transport is politics Leaders and senior officers have taken a risk for this Visibly higher quality than other bus services Time savings and reliability improvements Getting the job done at modest investment cost is rarely promoted as success
