ÁKOS POROSZLAI 1 EDUCATION OF THE INFORMATICS AND APPLIED INFORMATICS IN THE BSC AND MSC PROGRAMMES ESTABLISHED AND LAUNCHED IN THE MILITARY HIGHER EDUCATION Between July 2004 and April 2006 at the Bolyai János Military Technical Faculty have been established the Military and safety engineering, Military economics and the Defence administration BSc programmes, and the Defence Info-communication system management, Military logistics, Disaster relief engineering, Defence administration MSc programmes. Our faculty have been granted the launching licences by the Ministry of Education and Culture. These programmes cover the whole training s need of the defence area of the Hungarian Republic. In order to present the training of informatics in these programmes, I would like to show the structure of the integrated military and safety engineering BSc programme, and the Defence info-communication system management MSc programme, their specialisations and sub-specializations and the applied software and hardware. BSc and MSc programmes established and launched at the Zrínyi Miklós National Defence University Contemporaneously with the Bologna Process significant changes have been developed in the military higher education. These changes have been induced by external and internal factors at the same time. The most important internal factors are the changes in the tasks, strength and proportion of the strength, due of which have been achieved the multiplestage integration, rationalization of the organization structure (two faculties), the termination of the parallel departments, the essential reduction of strength, the launching of teaching common subjects at the university, the establishment and launching of integrated specializations, as follows: safety engineering, military management, military economics. 1 Bolyai János Military Technical Faculty of Zrínyi Miklós National Defence University, Budapest. 2 The Berlin Declaration brought forward the deadline of the launching of the two-cycle-system in the higher education. The Higher Education Act No. 139 of 2005 doesn t allow to launch a traditional (dual) training after the year The higher education institutes can t announce traditional dual programmes parallel with new linear programmes. The BSc programmes, as for instance the military and safety engineering and military management BSc programmes have been launched experimentally in Hungary since According to the fact, that the tasks of Zrínyi Miklós National Defence University are to provide a high level training for the officers and civilians of the Hungarian Army, the National Defence Services and the government organizations, to carry on a scientific research activity in the field of military and technical sciences, several BSc and MSc programmes have been established to fulfil the above mentioned tasks. The BSc programmes of the military higher education were determined in two education fields, in three special branches, in 8 programmes, as follows: NATIONAL DEFENCE AND MILITARY FIELD: Defence branch: Security and defence policy; Correctional services; Border Guard Management; National security; Defence administration. Military branch: Military management; Military economics. TECHNICAL FIELD: Military and Safety Engineering branch: Military and Safety Engineering. The MSc programmes of the military higher education were determined in two education fields, in 10 programmes, as follows: NATIONAL DEFENCE AND MILITARY FIELD: Security and defence policy; Correctional services; Border Guard Management; Defence administration; 149

TECHNICAL FIELD: Disaster relief engineering Military logistics Safety engineering Defence info-communication system management Between July 2004 and April 2006 the Bolyai János Military Technical Faculty has established the Military and safety engineering, Military economics and the Defence administration BSc programmes, and the Defence Info-communication system management, Military logistics, Disaster relief engineering, Defence administration MSc programmes. Our faculty have been granted the launching licences by the Ministry of Education and Culture. Our established BSc and MSc programmes cover the whole training s need of the defence area of the Hungarian Republic. In order to reduce the additional costs of graduate and course programmes, covered by the government (MoD), our faculty applied for a launching licence for the following programmes, financed by the students: Transport engineering, Mechanical Engineering, Finance and Budget, further for Military and safety engineering, Defence administration off-site-programmes. The Ministry of Education and Culture granted the licences in the year of The structure of education system at the Zrínyi Miklós National Defence University after ending the Bologna Process shows the figure No Figure 1.

4 Presentation of the military BSc and MSc programmes In order to make the variedness of the training of informatics more transparent, I would like to show the structure of the integrated military and safety engineering BSc programme, and the Defence info-communication system management MSc programme (figures 2 and 3.), how their specialisations and sub-specializations are built up on each other and the applied software and hardware. Figure 2. The first three semesters are built up on the same base. The training is divided into 5 specialisations in the fourth semester, as follows: military engineering, aviation engineering, sapper engineering, transport and disaster relief engineering, military electronic engineering and safety engineering. This fourth semester is dedicated to the laying the common grounds of each specialisation. Beginning from the fifth semester starts the training of the different sub-specialisations. The BSc programme ends with the seventh semester. The officers graduated this BSc programme can continue their studies in the second cycle, in the MSC programme, either right after graduation, or after serving a few years and gaining some practical experiences. 151

Training of basic software in the BSc and MSc programmes The Informatics I II. are compulsory subjects in the college level programmes of Bolyai János Military Technical Faculty beginning 2000, and in the BSc programmes launched in 2005 in the first two semesters. These subjects are common ones at university level, so they have the same content (basic computer- and information technology knowledge, operation systems, file operation, text processing, charts, data base processing, presentations, network knowledge etc.), the same (6) credit points, and the same evaluation system of examination at both faculties of the university. Our aim is to provide a strong base of general knowledge for the students, which makes possible to study the theoretical and practical knowledge of common basic subjects and the basic software, necessary to the military and defence specialisation. 152

6 User software, studied in the specializations of the Military and safety engineering BSc programme During the training of specializations have been laying the common grounds of each sub-specialisation mostly using the computer aided planning systems. The applied CAD software meets the requirements of the case of specialisation and sub-specialization. Some software, studied in this programme: CADKEY workshop V21.5 (figure 4.); AUTOCAD 2005; ARHICAD 5.0 (figure 4.); OrCad R 10; MATLAB. Figure

7 User software, studied in the sub-specializations of the Military and safety engineering BSc programme Several kinds of user software are studied in 19 sub-specializations of this BSc programme in hours/software, which support the defence area with serving the military industry, maintenance, logistics and research activity. This time I have the opportunity to present the open user software, studied in 3 sub-specializations: Sapper and disaster relief engineering sub-specializations: AXIS planning software (figure 5.); GEO-4 Geotechnical planning software; GEOD; Plateria. 154 Figure 5.

LETVIS Air Control System Training of the Informatics in the Defence Infocommunication system management MSc programme The step-by-step-developing information society needs the services of info-communication integrated informatics, communication and information technology systems more and more, accordingly it needs high qualified specialists, who are able to manage, organize and use these systems. The role of these info-communication systems increases the same way or even more in the organizations of the defence area, as in the civil fields. The theoretical achievements of the military sciences, the experiments of practice and the legal national and alliance doctrines emphasize the fact, that the information dominance is a decisive factor of efficient military operations. The info-communication systems of military use play an essential role, which beside the information and communication systems include the sensor, navigation, GPS, electronic warfare, and some weapon controlling systems, as well. These systems are of importance not only in the military operations, but in the operations of the disaster relief organizations, and the national 155

9 security services. These organisations of the defence area need specialists, qualified at medium level in planning, organizing and co-ordinating of this kind of activity. The Bolyai János Military Technical Faculty has the necessary technological infrastructure and the high qualified teaching staff for teaching the above mentioned info communication systems and preparing the specialists of the defence and military area (figure 7.). 156 Figure 7.
