2 EMTA 15 th general meeting took place in Amsterdam at the invitation of Regionaal Orgaan Amsterdam (ROA) on April EMTA members would like to thank Mr Paul Gravemaker and Mr Ruud van der Ploeg for the excellent organisation of these three days, the relevancy of the presentations made on Amsterdam issues, the quality of the technical visit and for the nice dinner cruise. EMTA would also like to thank Mr Mark van der Horst for his welcome reception on Wednesday evening The following decisions had been taken during the meeting: 1. APPROVAL OF SEVILLE MEETING RECORD OF DECISIONS Approved 2. FINANCIAL REPORT FOR YEAR 2004 MADE BY THE TREASURER The year 2004 ended with a positive result of 67,735 after a negative result of -22, in 2003, explained the growing number of members. This wealthy situation allows stronger activities in the future, particularly for communication and dissemination. For 2006 budget, it could be proposed during next meeting to reduce temporarily membership fees. A proposal will be made by the treasurer. 3. MEMBERSHIP ISSUES EMTA had the pleasure to welcome two new members, accepted unanimously during the meeting South Yorkshire Passenger Transport (SYPTE), represented by Mr David Brown Agenzia per la Mobilità Metropolitana de Torino, represented by Mr Pierluigi Gentile The presentations made by the speakers are available on EMTA website. Athens Transport Organisation (OASA) unfortunately asked to withdraw from EMTA, due to lack of human resources involved in international projects. EMTA members understand but regret this decision. It has been proposed to accept this withdrawal and to accept again OASA as a member whenever they wish. The number of EMTA members amounts to DIRECTORY Thanks to the contribution from members, updated data had been collected for the 2005 edition of the Directory. This new document should be published during Summer. 5. COMMUNICATION It had been proposed to reinforce the presence of EMTA by undertaking several actions: The mission statement, objectives and means of EMTA should be clearly presented on the Internet homepage, and widely shared among members. ROA proposed to work on this definition. Members should have an easy access to communication material ready to use for presentations made in international events, in order to improve EMTA awareness. Secretary General will update the facts sheet and will circulate a ready to adapt PowerPoint presentation. EMTA awareness could also be increased by answering more to EU consultations on relevant themes (Services of General Interest, 7 th Framework Program, Rail Packages, Urban Strategy ). ROA proposed to hire people to help EMTA writing its contributions. Members are invited to inform and ask other EMTA members when they need to present other legal frameworks, institutional organisations and best practices across Europe, especially for the constitution of new Transport Authorities (e.g. Lisbon). Website: a new version of the website in preparation and should be released for the next general meeting. In order to facilitate members access, the login and password will become the same for all members

3 6. DRAFT REGULATION ON PUBLIC SERVICE REQUIREMENTS The presentation of the working progress on the draft regulation on Public Service Requirements raised questions about the actual degree of autonomy granted to transport authorities. Since the text is not published yet, it seems difficult to adopt a common EMTA position. However, members stressed again the importance to have a regulation rather than staying in a situation of uncertainty. A meeting with EU officials could be organised as soon as the text is published. In order to better assess the impact on European metropolitan areas, it has been proposed to describe the current and forecast situation regarding in-house production and market competition for each EMTA member. Secretary General will prepare and circulate a questionnaire to gather these information. 7. EUROPEAN ISSUES John Fawkner (TfL) draught members attention on several current European discussions that EMTA members should be aware of : The review of the 2001 Transport Policy White Paper The directive on Urban Railways The rights of passengers (in the 3 rd Railway Package) and particularly the compensation of delays and information provision The preparation of a new European Quality Standard (15140) for public transport The Thematic Strategy in Urban Environment that should impose mobility plans in cities The Eurovignette directive, that sets a framework for charging the use of roads The legislation related to the working hours of drivers Members stressed the opportunity for EMTA to bring its contribution on these subjects. 8. BAROMETER 2004 As 2004 figures are available, EMTA Barometer will be updated, with the help of Consorcio de Transportes de Madrid. This document is useful for members when they need to compare with other cities. In order to better fit the users needs, additional data to gather will be listed and proposed to members (e.g. amount of investments). 9. WORKING GROUPS PROGRESS REPORT Accessibility After a successful workshop on Door to Door services provision in London (70 participants), the working group will focus on specific needs of elderly people. The next meeting will be held in Paris on 12 th July. Quality The working group first met in March and decided to focus on quality as perceived by travellers. The first task is to list all benchmarking projects (like BEST for example) to see which cities are well used to measure passengers satisfaction. An objective set by the group is to determine what are the most expected quality criteria for non users and to stress the differences with quality criteria expected by current travellers. This working group should meet in Autumn but the date hasn t been determined yet. As proposed during the meeting, the analysis will take in account the new European Quality Standards. Ticketing The working group met in March and decided to evaluate the expected and achieve benefits of various innovative ticketing schemes. The benefits will have to be identified for each stakeholder: Travellers, Public Authority and Operators. The benefits analysis will distinguish open and closed networks, fare integrated and non integrated network

4 The first task consist in elaborating and circulating a questionnaire among participants. Centro proposed to lead the group, jointly with EMTA. Land Value The report on Land Value Capture has been completed and the consultant had been asked to re-write the conclusions and recommendations. The report, already available on EMTA website, will be published after the acceptance of this last part. The results of the study have been presented during the meeting, the PowerPoint presentation is available on EMTA website. The group has proposed to write an EMTA paper explaining, the purpose and the methodology of the study, the main results and national recommendations to make Land Value Capture schemes possible in the future. For this last part, interested members are invited to start thinking what could be requirements in their national context for adapting schemes described in the report. 10.
