2 The organization known to many as Cosmo plays a very important role in our community. Cosmopolitan Industries employs adults with intellectual disabilities, providing meaningful job opportunities suited to their skills and capabilities. With every job, participants build new skills, self-esteem and a better quality of life. Cosmo first introduced recycling in Saskatoon in the 90s. Today, Cosmo and the City of Saskatoon have created a unique partnership to deliver Saskatoon s first multi-unit residential recycling program. 2
3 Overview of Saskatoon s Multi-Unit Recycling Program Recycling is important With your help, residents in your building or complex can: Reduce the amount of garbage from your residents Extend the life of our landfill Conserve natural resources Provide opportunities for over 400 adults with intellectual disabilities at Cosmopolitan Industries This handbook has been prepared for multi-unit building managers to identify key program needs and provide information to setup and maintain a successful recycling program. 4 The Role of Cosmo Provide recycling tools: Outdoor blue bins or carts with Recycle with Cosmo decals (including additional or replacement bins) Promotional materials (including information brochures, posters) Education workshops for building managers Provide up-to-date recycling information Provide support to building managers Collect multi-unit recycling unless heavily contaminated with unacceptable materials The Role of Building Managers Establish easily accessible recycling areas that comply with regulations Become a Recycling Champion Set an example. 5 Challenges and Opportunities Building Managers play an important role in addressing the challenges and opportunities of multi-unit recycling. Challenges: Contamination - Your recycling containers may not be emptied if unacceptable items are in them. Also, contamination can be harmful to Cosmo staff sorting the material Educate residents about what can and can t be recycled Check building recycling containers regularly and properly dispose of unacceptable items Keep the lids closed on the recycling bins Ensure the Recycle with Cosmo decals that identify what can and can t be recycled are clearly displayed on your containers. Contact Cosmo if new decals are needed If collection crews cannot empty your container, they will leave a tag on it explaining why. Contact Cosmo with questions High turnover of residents New residents may not be familiar with the recycling program, causing your garbage containers to fill more quickly Welcome residents with a package that includes the recycling brochure (keep a supply, and order more from Cosmo) Offer new residents a tour of recycling locations around the building Remind residents how to recycle and to flatten boxes before recycling them Not enough space to store recyclables Without an adequate supply of recycling bins or carts, they will quickly overflow. This can result in blowing litter, and extra recyclables being put in the garbage Schedule more frequent collections or request a larger container Anonymity No way to identify recyclers from non-recyclers Educate all residents about what can and can t be recycled Make recycling easy 5
6 Opportunities Convenience - Recyclables can be tossed daily into the recycling container What can you do? Educate residents on how to set-up recycling in their own unit, using the brochure as an example Remind residents that there is no need to store recyclable items in their home between collections Less garbage Increased recycling reduces the amount of garbage from your building. There is no limit to the amount of recyclables that can be tossed in your bin or cart for collection as long as the bin lids and cart lids close What can you do? Educate residents on what can and cannot be recycled Contact Cosmo for a larger bin or to increase collection frequency Build community Committing to recycling can build a stronger community. What can you do? Invite residents of all ages to have fun while learning about recycling by hosting the Recycling Education Trailer outdoors at your building or complex. We ll bring the trailer and stay and play interactive games and share recycling and waste reduction information with your residents. And it s all FREE! Contact Cosmo for information 6
7 Create Places to Recycle Convenience and ease are important components of a successful recycling program. Outdoors - It is important that outdoor recycling bins and carts are accessible for residents and collection vehicles. Ensure the area is clean, well-lit and safe, and keep the lid closed Place recycling bins at the same location as garbage bins and carts so residents can make one trip to dispose of both Ensure the Recycle with Cosmo decals that identify what can and can t be recycled are clearly displayed on your containers. Contact Cosmo if new decals are needed Ensure your garbage container is easily identified The recycling collection trucks must have clear access to the recycling bins or carts. To ensure easy access: Move parked cars In the winter, clear away snow and ice Remove bulky items and any loose materials that may inhibit collection If planned construction on your property limits truck access, contact Cosmo and help avoid a missed pickup. A time may be rescheduled that is better for all If collection crews cannot empty your container, they will leave a tag on it explaining why. Contact Cosmo with questions Indoors - Maximize recycling by making it as convenient for residents as current garbage disposal. Place recycling containers everywhere garbage containers are located and arrange for materials to be combined for outdoor collection. Check containers daily and keep them clean Use the laundry room or other common areas as drop-off location for recyclables (subject to building and fire code considerations) Display recycling posters by the containers to help reduce contamination, and provide brochures to new residents and when required. 8 Provide Enough Recycling Having enough storage space for recyclables is a critical factor in a successful recycling program. Without an adequate supply of recycling bins or carts, they will quickly overflow. This can result in blowing litter, and extra recyclables being put in the garbage. Remove and properly dispose of contaminants, like garbage Contact Cosmo to discuss more frequent collections or request a larger container The cost per unit for the recycling service remains the same regardless of the number of containers your building or complex needs Contact Cosmo for information on the size and number of containers required to capture all recyclable materials produced by residents at your property During times such as holidays, large amounts of recyclable material can be generated quickly and cause the bins or carts to overflow. Keep the lids on bins closed, which also provides weather protection Maintain a designated area for overflow material to prevent it from blocking access points If overflow becomes a weekly occurrence congratulations! Your recycling rate has increased and you need to add more containers or a larger container. Contact Cosmo for information 8
9 Make Recycling Collection Easy Collecting recyclables at home Encourage residents to recycle. Provide the recycling brochure to residents and offer to review the suggestions included for collecting and handling recycling in their unit: Choose a tote To transport recyclables from your unit to toss loosely (no bags) into your building s blue recycling bin or cart outside, you may choose to use a re-usable tote bag, box or other container that is light weight, durable and easy to clean. Instead of using plastic garbage bags, choose something that can be used use over and over again Pick a spot Storing recyclables in your unit can be as simple as suspending a tote bag from a coat hook in your storage room or closet, or placing it in a corner on the floor. When it s ready to be emptied, grab it and go! Separate recyclables from waste Post the recycling brochure near the tote in your unit. It will help you to put waste in the right place and keep recyclables separate from your garbage. Remember to rinse containers, remove caps, and flatten boxes 9
10 Promote Recycling Promote recycling in your building or complex. The result will be increased participation, less garbage and more recycling. Contact Cosmo to learn what promotional tools are available to assist you to get the message out (e.g. brochures, posters, presentations). Residents need to know: What can and cannot be recycled How the items need to be prepared for recycling (e.g. flatten boxes, rinse containers, bundle plastic bags, no, don t put materials in bags except shredded paper) Where the recycling and the garbage containers are located That reducing garbage and increasing recycling is a priority for your building or complex Come to a Building Manager s Workshop at Cosmo to learn more and pick up a supply of brochures and posters Lead by example with your own recycling Welcome new residents with a package that includes the recycling brochure Offer new and current residents a tour of recycling and garbage locations around the building or complex, explaining what goes in each container Ensure all outdoor recycling containers are labeled with the Recycle with Cosmo decal, and that the label is visible, so residents know where to toss their recyclables. Keep the lids on containers closed to help prevent scavenging and for weather protection Make recycling as convenient as garbage disposal by placing recycling containers beside garbage containers in common areas, and displaying recycling posters with information on what can and can t be recycled Display recycling posters by containers in common rooms to remind residents how and why to recycle Book the FREE Recycling Education Trailer to visit your building or complex Invite Cosmo to talk to residents about recycling Set up a lobby display with recycling information 0

13 Troubleshooting Contamination Contamination is any material not accepted in the recycling program. Contamination can be harmful to Cosmo staff sorting the material. Contamination can be difficult to control in the multi-unit residential setting. It is often impossible to determine who caused the contamination as recycling containers are unsupervised and shared. Ensure the Recycle with Cosmo decals are displayed clearly on the bins and carts they provide information on what can and cannot be recycled If new decals are required, or if your containers need to be moved, contact Cosmo Remove contamination as soon as it occurs to ensure collection and so it doesn t send the wrong message to residents Keep the lids on bins and carts closed Excess contamination may result in non-collection. If contamination is a problem, contact Cosmo. If your bin or carts can t be collected due to contamination, unidentifiable contents, access, or other reasons, an Oops tag may be affixed to it. Call Cosmo with any questions and to resume collections once the issue is resolved. Blocked access Recycling collection trucks require plenty of clearance. Keep clear access when moving trucks are loading and unloading, and during the winter due to snow build up. If access becomes a persistent challenge, contact Cosmo to review options 3
14 Scavenging Scavenging is when unauthorized people go through recycling or garbage containers. This activity can cause a mess and safety hazards on your property. The property owner is responsible for both the mess and the potential liability resulting from this activity. Put safety precautions in place Keep the lids on recycling bins closed Contact Saskatoon Police Service non-emergency phone line to report a scavenging incident that has already taken place or if you observe someone scavenging Contact Cosmo for information on the Cans 4 Cosmo program to help reduce scavenging Graffiti Research shows that graffiti removed within 24 hours reduces the possibility of it showing up again. Request blue paint from Cosmo for masking graffiti, allowing you to remove or cover the graffiti on the recycling bin as soon as possible Advise Cosmo of defaced decals. Cosmo will replace the decals, weather and resources permitting Advise Cosmo of graffiti. Cosmo will schedule remedial action, weather and resources permitting, from late spring to early autumn 4
15 Frequently Asked Questions We don t have recycling information in our building; how do we get some? Contact Cosmo. We will arrange for a site visit to your building, and provide promotional information (a supply of brochures and posters) and suggestions for getting started and maintaining recycling for your building. Is there a fee to recycle? A standard monthly fee of $2.5 per unit has been set in 204 and 205 to establish the program, and is charged to your building/complex when collection begins. How often are the recycling containers collected and how does the schedule change over a stat holiday? Cosmo determines a customized collection schedule based on the size of the recycling containers for your building or complex, and how frequently they should be serviced. Contact Cosmo for your collection schedule. What materials are accepted? Paper and newspaper, cardboard, plastics number through, tin cans, milk jugs and cartons, legislated beverage containers, and glass are accepted. These are the same materials accepted through the curbside recycling program. The clean recyclables do not require sorting or bagging simply toss them loosely into the blue outdoor cart or bin for your building or complex.
