6 National Food Chain Safety Office (NFCSO) According to Government Decree No.22/2012. (II. 29.), the NFCSO is authority for food chain safety, plant production, soil conservation, animal breeding, forestry, hunting, fishery, wine control, agricultural administration, pálinka (Hungarian alcoholic beverage) control. The NFCSO acts as a professional governing body over the agricultural directorates of the local government offices.

8 Change in approach of food chain safety As the Member State of the European Union (EU), Hungary indicated an overall change in matters of Hungarian food law : Introduction of chain view approach, Emphasis shifted to traceability and prevention, Highlight on risk analysis system.

9 Food Chain Approach Stated in the Act of No. XLVI of 2008 on Food Chain and its Control The complexity of the food chain safety means a mixture of professionally well-categorized specialities which are clearly inseparable from each other as in a chain: feed production, plant production, animal breeding, food procedure and commerce, and catering.

10 Official surveillance extends to Products Activity Establishment

11 Official Control The NFCSO examines the criteria of safety, quality from the raw material to the final product throughout the whole food chain, the documents and the names of food and its components, the supply systems, and the treatment of waste of animal, food or feed origin. The authority does not examine the nutritional composition of food. The planned control programme is defined by risk-based, IT supported system. The unplanned controls are usually indicated by everyday life events: e.g. food-originated sickness, contamination, positive result tests, notifications, campaign controls, scandals, etc.

12 Duties of the Laboratories Approve, register and carry out audits on non-state laboratories of investigation in the food chain. Carry out tests on quality, hygiene and safety in the chain. food Carry out laboratory tests on food poisoning and food contamination. By appointment, laboratories carry out reference laboratory duties, and essentially, participate in ring test and international work.

13 NFCSO Directorate of Priority Cases A newly established team started to deal with priority cases: Purposes: need for controls covering the entire country and experts in fighting against illegal food chain safety incidents possibility of simultaneous controls at different sites actions of first instance quick response to incidents covering several counties, affecting large population

14 NFCSO Directorate of Priority Cases Cooperation with partner authorities: - Every speciality of National Tax and Customs Advisory of Hungary (e.g. General Directorate for Deployment, Speciality of TAX, Criminal Detectives) - on a daily basis; - National Police Headquarters - appointed liaison officer coordinates the controls on national level; - Counter Terrorism Centre - National Directorate General for Disaster Management Main infringements discovered in the food chain: - illegal slaughter; - meat fraud; - re-labelling of expired goods; - alteration in nutritional values; -plant protection product (pesticides) adulteration; - abuse of legal relationship of small producers.

15 Food Chain Safety Strategy - in force from 2013 as a Government Decision - duration of 10 years (years ) - its realization costs some 1.6 billion $ Objectives: - direct management of risks occurring in the food chain system - develop the knowledge of people who are getting into contact with foodstuff (producers, distributors, retailers, consumers) Duties: - broaden the white market in the food chain economy; - restructuring social thinking; - restoration of common state knowledge; - strengthen the image of an acknowledged central authority; - innovation.

17 Financial background The food chain surveillance fee introduced by the Amendment of Act No. XLVI of 2008 on Food Chain and its Control; Special type of state income; Each participant of the food chain is obliged to make annual tax return and pay the fee in two parts; The amount is basically the 0,1% of the member s income on their activity under the Act on Food Chain and its Control; 10% obligatory goes to development; 60% of the remaining part goes to local public administration, while 40% is the income of the NFCSO; From the development financial frame advanced laboratory instruments were purchased, and information systems were improved last year; Provides financial source for consumer and food chain members information and priority controls.

19 Animal Breeding Directorate Animal Breeding Laboratory Andrology Laboratory Conducts the naturalization procedure including quarantine inspection of all shipments of frozen bull semen imported from EU and third countries. Performs qualifying tests of sires stated to artificial insemination Performs qualifying tests of produced semen Genebank activities of semen of indigenous animals (Hungarian Grey Cattle) Genetic Laboratory As an internationally approved (ISAG) laboratory performs DNA tests for parentage control in cattle and horse to establish registration data (in the near future buffalo parentage control is a featured project). Species, breeds, animal identification and tracking for the suppression of food adulteration and black economy

20 GMO testing of seed lots in Hungary 1. The Constitution and the Seed Act ensure GM free plant production in Hungary. 2. Mandatory seed tests for GMO are carried out by the Central Seed Testing Laboratory and the Food Microbiological NRL of the National Food Chain Safety Office. 3. The testing percentage of the domestic seed samples is 5 % and 10 % for import lots. Selection is based on random sampling and risk analysis 4. Number of annual GMO test is including maize, sweet corn, popcorn, soybean, oilseed rape seed samples.

21 Official control of the GM plant trials Official inspection of the experimental GM trials are carried out by NFCSO Currently one GM maize trial is in progress. The trial aims the environmental risk assessment of maize resistance to European corn borer (Ostrinia nubilalis) and Western corn rootworm (Diabrotica virgifera vir.)
