3 Observance In traditional observance, the flag of the United States is raised briskly to the top of the staff and then solemnly lowered to the half-staff position, where it remains only until noon. It is then raised to full-staff for the remainder of the day. The half-staff position remembers the more than one million men and women who gave their lives in service of their country. At noon, their memory is raised by the living, who resolve not to let their sacrifice be in vain, but to rise up in their stead and continue the fight for liberty and justice for all. The National Moment of Remembrance resolution of December 2000 asks that at 3pm local time all Americans voluntarily and informally observe in their own way a Moment of Remembrance and respect, pausing from whatever they are doing for a moment of silence or listening to Taps.

6 History Memorial Day was born out of the Civil War and a desire to honor our dead. Originally called Decoration Day, it is a day of remembrance for those who have died in service of the United States of America. It was officially proclaimed on 5 May 1868 by General John Logan, national commander of the Grand Army of the Republic, in his General Order No. 11. The 30th of May, 1868, is designated for the purpose of strewing with flowers, or otherwise decorating the graves of comrades who died in defense of their country during the late rebellion, and whose bodies now lie in almost every city, village and hamlet churchyard in the land, he proclaimed. The National Holiday Act of 1971 changed the date to the last Monday in May to ensure a three day weekend for Federal holidays.
7 Message from the Mayor: Today the West Orange community comes together once again on Memorial Day to pay tribute to those township sons lost defending our nation. We honor and remember these 156 brave souls who perished in wars and we vow to never forget them. We know what their sacrifice means to our community, our country and the world at large. We ve bestowed the New Jersey Distinguished Service Medal, the State s highest honor for military service, on 360 of our deserving combat veterans, becoming New Jersey s Most Decorated Community! We also recognize our men and women in uniform today and thank the West Orange High School Mountaineer Squadron Air Force Junior ROTC and its instructors, Retired Air Force Major Joseph P. Marchesini and Retired Air Force Chief Master Sergeant Ricardo Thurston as our program coordinators. We re proud to partner with them as we continue the tradition of honoring and celebrating this important holiday. Keeping our nation safe is the ultimate sacrifice in keeping our country out of harm s way and strong. Today, and every day, we honor our fallen with tremendous gratitude and pride. Robert D.
