10 Project Overview Project structure & objectives: CIPROC aims to investigate the best opportunities to extend the activities of existing SPCs towards intermodal promotion The project is divided in two phases following the two main objectives: > Phase I: Giving guidelines on how to proceed to extend the activities of existing mode specific promotion centres in Europe to encompass the wider concept of intermodal transportation > Phase II: demonstrate it in a number of targeted countries 11

14 CIPROC Vision CIPROC set up a vision on good working IPC. IPC is a neutral center of knowledge in intermodal transport. IPC will concentrate on intermodal possibilities both to shippers and service providers. Criteria describing a good working IPC are: Intermodal orientation Stakeholder coverage business and administration Long term financing and resources in order to reach the stability Co-operation (within EIN, with other promotion entities) Willingness and capacity 15

15 Main activities of IPC Increase awareness of intermodal transport among shippers and forwarding agents and logistics providers Provide shippers with information on the many and varied possibilities of intermodal transport within Europe, especially with regard to intermodal door-to-door transport Analyse the problems which might affect intermodal transport in order to ensure it competes on an equal footing with pure road transport Set up and maintain a data base on intermodal liner services (for SSS and its hinterland connections) Be a source of objective freight and transport information for trade, industry and the government 16

16 Results from structuring process MTCP identified about 95 intermodal promotion entities, that were considered for further analysis An inquiry has been made to further assess the potential of these promotion entities under special consideration of the neutrality criterion A list of 17 promotion entities have been identified suitable to extend promotion towards intermodal promotion according to evaluation criteria 8 of these promotion entities have been selected for detailed analysis by means of questionnaires and interviews (SPC D, GB, NL, B, I, FI, LI and additionally Via Donau) covering Well established and functioning centers Established, however on a low level Emerging or are based in a land locked country 17

17 Phase 2: Demonstration Phase 2 started with 5 demonstrating SPCs Sea & Water (UK) SPC Holland (NL) SPC Finland Lithuanian Intermodal Transport Technology Platform (LIT) Romanian National Center for Promotion of Intermodal Transport (RO) Core is to carry out demonstrations on extended intermodal promotion An evaluation scheme has been developed to monitor and benchmark extended promotion Indicators for quantitative evaluation (progress measurement) Questionnaire on qualitative evaluation (effectiveness) 18

20 Conclusions Phase 1 showed that only a limited number of SPCs are IPC ready Those who are carrying out demonstrations show positive feedback The demonstrations are not finalised with the end of the project. CIPROC is considered as a start up initiative to test and facilitate the process of extending promotion activities Focus is on transferring the findings and experiences encoutered towards other SPCs and promotion entities To further exploit the initiative there is a need to further maintain and continue the work done aiming to establish efficient structures for IPCs > To move from general to dedicated approaches on intermodal promotion (develop an disseminate best practice) > Exploit the results and include the other SPCs into the IPC initative (establish common methods to improve the information base and expertise of IPCs) > Enhance co-operation among other promotion entities and IPCs 21

21 Effectiveness An inquiry among the participating SPCs on the effectiveness of intermodal promotion measures showed highest priority on those measures dealing with information and communication with shippers & transport operators.
