1 Bury Council Bury Action for Warmth An Affordable Warmth Strategy for Bury Progress Report Introduction In order to monitor the progress of the Bury Council Affordable Warmth Strategy, an action plan was developed which enables key stakeholders and agencies to work towards delivering affordable warmth to the residents of Bury. The Action Plan also ensures that focus is maintained on four key aims which are conducive to the delivery of affordable warmth. The purpose of this document is to report on the progress made for this financial year. The Action Plan will be reviewed annually to reflect the development and progress of the Steering Group; tasks will be closed once completed and new ones created. 2 Key Progress Key Aim 1: Raise Awareness of Affordable Warmth and Fuel Poverty Get Me Toasty As part of an (Association of Greater Manchester Authorities) AGMA wide initiative, Urban Renewal worked in partnership with Carillion to deliver packages of energy efficiency measures to households in Bury. This is in advance of the Greater Manchester Green Deal programme that is in development to commence next financial year. Four initial high priority target areas were identified Bury East, Moorside, Radcliffe East and West, and Redvales. The following measures, which in many cases were free or heavily subsidised, were offered through the scheme, subject to households meeting the eligibility criteria: Loft and cavity wall insulation Replacement central heating i.e. new boiler The methods of engagement included: 1. General communications to stakeholders and community groups 2. Community engagement activity to warm up targeted marketing 3. Door drop Bury Council branded letter delivered to the householder s address 4. House to house engagement follow up to 1 week after the letter drop 5. Follow up activity as part of the broader community engagement awareness raising, call to action and behavioural change Following this, work commenced to widen the offering to all Bury residents, a scheduled rollout of targeted marketing occurred between August to November This targeted marketing was in conjunction with the Greater Manchester Energy Advice Service (GMEAS) campaign which covers the whole of the AGMA region. This campaign was scheduled so that it targeted wards and lower super output areas in a priority and logical way targeting areas that had the most potential and are in most need first. Above: Mr Toasty at Ramsbottom Library with Bury Councils Housing Development & Policy Officer for Energy Michelle Stott Urban Renewals Housing Development and Policy Officer for Energy attended the following events to promote the scheme, provide advice and give out free winter warmth or energy efficiency measures: Openshaw Park on the 11 th August Bury Fire Station on the 31 st August with Mr Toast (the mascot) as part of the scheduled community engagement and general promotion of the scheme. 3 Bury Light Night on the 11 th October Mr Toast was wrapped in energy efficient LED lighting to fit in with the theme of the night. Various locations around Ramsbottom including a primary school (at closing time with the Mr Toast mascot) and Library and carried out doorknocking on the 15 th October with the support of Groundwork, GMEAS and Carillion. Press releases were sent and adverts were put into the Bury Times and the Bury Landlord Accreditation Newsletter. Global s were sent to colleagues across the Council and meetings were attended to explain the scheme to other frontline workers to enable them to promote the scheme also. GMEAS produced a 30 second generic radio advert that was played on Tower FM. A digital plan was also produced to support the campaign, including the use of Facebook, Twitter and Google. Tweets will be sent using the #getmetoasty and if anyone spotted Mr Toast out and about in Ramsbottom they were invited to send a photo of him to GMEAS. At the end of the campaign Bury ranked 4 th across Greater Manchester for percentage of Local Authority households enquiring about the scheme; this can be attributed to the work carried out in the area based initiatives which took place alongside the wider promotional activity. 233 of 535 enquiries turned into leads, 205 of these were progressed further with surveys undertaken for heating and insulation measures. Carillion was also partnered with Manchester Council and Trafford Council. Bury is ranked 1st out of Carillion s 3 Local Authority partners, by the total number of enquiries, progressed leads, surveys and installs based on percentage total number of households. This scheme has now closed and will be replaced by the new Greater Manchester Green Deal Framework and Little Bill campaign next year. General Referrals for Energy Efficiency Measures Urban Renewal is continuing to refer Bury residents for insulation, heating measures and general energy efficiency advice via GMEAS. Measure Referrals made Standard insulation 11 Hard to treat cavity insulation 2 Solid wall insulation 3 Central heating referrals 9 General Energy Efficiency Advice 4 Energy Efficiency Measures Installed During the financial year there has been 65 heating measures installed via the Get Me Toasty scheme. Based on Energy Saving Trust (EST) estimates for 2014 this has attracted approximately 149,500 investment into the borough. This investment in energy efficiency measures and advice will save those assisted a total of 19,825 annual savings (year on year savings on energy bills, not a one-off amount). It has also saved the equivalent lifetime 78 tonnes of CO 2. Training Urban Renewal researched different training packages available, to train frontline workers to enable them to identify residents who may be in fuel poverty and know where to refer residents to for assistance. The training also educated these workers on the links between fuel poverty and health. The training courses purchased from National Energy Action (NEA), who provided the best options, are outlined on the following page: - 3 -

4 Fuel poverty and health course (half day) With the current rising energy prices more people will fall into fuel poverty and this will cause or exacerbate existing health conditions for Bury residents. This course is aimed at those wanting to learn more about fuel poverty, its causes and links with physical and mental wellbeing. COURSE OUTLINE Fuel poverty and its causes Fuel poverty and health Fuel poverty indicators Heat loss within the home Condensation dampness Green Deal and Energy Company Obligation Grants and assistance An introduction to energy awareness and fuel poverty (1 day) Aims to provide delegates with a basic understanding of energy efficiency and the knowledge required to deliver energy advice, this should help Bury residents to lower their energy bills and lift them out of fuel poverty. COURSE OUTLINE Fuel poverty and energy efficiency legislation Heating and hot water systems Renewable technologies Programmers (exercise) Gas and electricity bills / payment issues Energy Performance Certificates Grant aid Dampness and condensation (problems and solutions) Urban Renewal purchased 4 sessions (2 of each above) at a total cost of frontline workers attended these sessions in November, including Social Workers, Outreach Workers, Customer Contact Officers and members of staff from advice agencies e.g. Age UK and Citizens Advice Bureau. Urban Renewal was also successful in a funding bid for a bursary application to enable one the Housing Development and Policy Officer for Energy to attend the NEA annual conference on the 17 th and 18 th September. Attending this conference ensured the Officer was kept up to date with policy developments with regards to fuel poverty and the changes to Public Health. Fuel Poverty Definition & New Fuel Poverty Strategy Significant activity on energy efficiency and fuel poverty is co-ordinated and delivered through AGMA, with Bury being centrally involved. One major element includes the development of a strategic business case for fuel poverty policy reform in Greater Manchester (GM) following a recent independent review of fuel poverty with a focus on providing support for domestic energy efficiency measures to vulnerable households

5 Following the Hills review in 2012 a household is now said to be in fuel poverty if: they have required fuel costs that are above average (the national median level) were they to spend that amount they would be left with a residual income below the official poverty line Using this new definition the Department of Energy and Climate Change reported in August 2013 that there are 9699 households in Bury in Fuel Poverty (12.4%). Whilst Bury Council have an Affordable Warmth Strategy for , it is the Government s intention to produce a new UK Fuel Poverty Strategy following the independent Hills Review of fuel poverty published in 2012 and the Royal Assent of the Energy Bill in December Therefore Bury s Affordable Warmth Strategy will need to be reviewed once this new UK Strategy is published to ensure a consistent approach to achieving warmer safer homes. The action plan associated with the Affordable Warmth Strategy and other programmes and projects continue to be delivered. Key Aim 2: Improve the energy efficiency of the housing stock in Bury Greater Manchester Green Deal The purpose of the Green Deal and Energy Companies Obligation (ECO) framework is to maximise the benefits and opportunities for GM, arising from the new policy framework. This three year programme, with option to extend for a further two years, aims to support an estimated 60,000 households across all tenures (privately owned, private and social rented sectors), to reduce both their household energy bills and carbon emissions, by retrofitting their homes. In doing so, GM authorities aim to: Provide additional, focused support for the most vulnerable households, and Catalyse low carbon economic growth, driving business and skills growth in this developing market place. An interim ECO only framework (The Get Me Toasty project mentioned previously) was introduced for 2013/4, to ensure continuity while the main procurement process took place. The 3 successful partners procured to deliver the retrofits are Keepmoat, Wates and Willmott Dixon. Urban Renewal will be working in partnership with Keepmoat and GMEAS to deliver this GM Green Deal project and the Communities bid outlined below. As part of the intention to develop growth in the market place, a Low Carbon Economy event was held on the 7 th March at the Village Hotel, to introduce the 3 partners to the local supply chain, encouraging local installers to work in partnership on this scheme. Greater Manchester Green Deal Communities Bid Greater Manchester has successfully secured 6.1m funding from DECC under its Green Deal Communities (GDC) Fund. The fund s primarily aim is drive uptake of home energy improvements through incentivising Green Deal across targeted community and street by street areas. Alongside the GDC fund, DECC have made funding available to develop the local supply chain. GM has secured 124,000 for this element, which forms part of the total 6.1m grant. GM has committed to delivering 2000 retrofitted homes by April 2015, of which at least 1000 will include Green Deal loans (financed through the pay as you save model). GM s approach will be to develop a network of 30 demonstration show homes across Greater Manchester (3 of these will be in - 5 -

6 Bury), showcasing innovative retrofit measures to the public and normalising retrofit in their areas. GDC incentives will also be offered to residents in the targeted areas. Demonstration Homes will contain community champions who will utilise their networks (e.g. geographic, leisure, faith, social) to reinforce the benefits of retrofit. Alongside the demonstration home offer, households will be offered attractive incentives (cashback or subsidy) to undertake retrofit to their own homes. GM s GDC offer will focus in areas provided by the districts to ensure that GM s building archetypes and demographics are represented. Successful Demonstration Homes applicants will be provided technical & behavioural change expertise from University of Salford and the works will be carried out by the GD Provider. For the supply chain funding, GM will host a number of workshop and network events, to identify skills gaps and share knowledge of previous domestic retrofit projects. GM will also produce a retrofit Pattern Book and technical expertise showcasing common retrofit problems and solutions for GM s building archetypes. The GDC offer is still to be finalised with the Green Deal Providers, however it will focus primarily on incentivising external wall insulation (EWI) and heating measures. Demonstration Homes may be eligible for between 10,000-12,000 as well as other incentives, potentially providing demonstration homes up to 20,000+ of available funding. GM s GDC project will be delivered under the Green Deal Programme, with outputs from GDC contributing towards the GM s Green Deal targets. Where the GDC project differs from other Green Deal campaigns is that it is only accessible in the geographical areas already provided by each GM district and agreed with DECC. While households outside of the GDC areas will only be eligible for GM s Green Deal offer, households in GDC areas will be eligible for both. Households taking part in GM s GDC project or wider Green Deal Programme are required to selffinance a proportion of the works (either through a Green Deal Loan or self-finance). GDC can be blended with other forms of finance, such as ECO, Home Improvement Fund (HIF) and others, to provide a whole house approach to retrofit. However while different forms of incentives can be used in a household, they cannot be used on the same measure. E.g. a household may be interested in taking a new boiler, EWI, loft and floor insulation. They would be able to use the GDC incentive to fund the cost of EWI, use HIF cashback to contribute 1000 towards loft and floor insulation and selffinance (through a Green Deal Loan, or other methods) the rest. GM s GDC outputs will contribute towards the Year 1 Green Deal Programme targets and will be delivered as part of GM s Green Deal Framework that starts in the new financial year. Ramsbottom Solar PV Scheme Background A new initiative was developed under the Get Me Toasty scheme for free solar panels for households across Greater Manchester. These panels will help residents to save money off their electricity bills as they provide FREE daytime electricity at no cost. The solar panels are installed and maintained for the next 20 years for free. This provides a solution to reduce resident s high electricity bills and carbon emissions. How does the scheme work? Solar panels are installed on roofs of the correct orientation and physically capable of having systems installed. The scheme is fully insured for 20 years and inclusive of a maintenance agreement that will ensure the residents incur no costs. Cash from the government's Feed in Tariff scheme which is provided to those generating their own green energy will not be paid to the householder but will be used to repay the capital

7 Forrest, a Greater Manchester based installer and AGMA partner, will take responsibility for the resident customer journey including customer support, surveys and installation. Alternatively there is also the option for residents to purchase the solar panels themselves, at a maximum cost of approximately 4,500, so they would benefit from the government s Feed in Tariff scheme, as well as the free electricity. Whilst the scheme is essentially available to all households with roofs appropriate for installation, pilot areas are initially being developed and delivered across Greater Manchester. In Bury, Ramsbottom has been chosen for a pilot as currently this area is not eligible for free insulation works under the ECO Carbon Saving Community Obligation (CSCO) funding element to the Toasty scheme and has a high incidence of hard to treat properties where insulation would not be an appropriate solution and other approaches are required. Urban Renewal wanted to ensure that Ramsbottom residents are still able to benefit from reduced energy bills from installing energy efficiency measures at no cost to them. This scheme provides them with that opportunity. This pilot gauged the level of interest in the scheme and allowed for direct household marketing. A letter was sent to 1851 private sector households that are on the electoral role register in Ramsbottom on the 17 th March. Residents were advised to contact GMEAS for more information or to book a survey. 13% of those receiving a letter (237 householders) enquired about the scheme, 163 surveys were undertaken, however no installs occurred due to the strict criteria set by the investment bank on the free rent a roof scheme none of the properties met the requirements. It was anticipated that other areas of the borough would benefit in due course however with the changes in the delivery partners Urban Renewal were unable to continue with this scheme. It is hoped that Keepmoat the new delivery partner for the GM Green Deal framework will have access to a similar solar scheme. Lessons have been learned from this if we were to run the scheme again we would promote the scheme as a paid for scheme and build up work portfolios to ensure installs. Energy Efficiency of Six Town Housing Properties The table below highlights the works Six Town Housing have done over the past year to improve the energy efficiency of their housing stock: Measures Undertaken Properties assisted / Numbers installed Hard to treat properties insulated 479 Replacement windows and doors 52 New roofing and install of 300mm of loft insulation A rated boilers fitted under scheduled capital works A rated replacement boilers fitted under repairs and maintenance There have been 6 energy champions trained and 170 properties have been targeted for advice / assistance via their Green Doctor scheme. Six Town Housing have also trained 25 employees on energy awareness. Monitoring the Energy Efficiency of the Housing Stock Historically there hasn t been a coordinated approach to gathering data on energy efficiency installations not only in Bury but across GM, making it difficult to target schemes accurately and efficiently. Most of the data held has been in separate spreadsheets using different formats from previous energy efficiency projects and building control data. This makes it difficult to provide - 7 -

8 evidence of need for future funding applications and enabling the reporting of performance against the Home Energy Conservation Act and the new GM Green Deal framework key performance indicators. Therefore Bury is involved in the investigation of a GM coordinated approach to data and intelligence gathering of the energy efficiency of housing stock across all tenures, with the possible procurement of a database to store data at the household level. This will enable Bury to develop an area based approach which effectively targets support offered by ECO, Green Deal and other energy efficiency initiatives. In particular, the database will be used to: Hold, manage and analyse data on large numbers of individual dwellings Produce profile reports to show energy ratings, running costs and CO 2 emissions Produce data to support bids for funding applications or partnerships Provide data to inform local authority reports under the Home Energy Conservation Act (HECA) Provide data for other statistical returns e.g. English Local Authority Statistics on Housing (ELASH) identify households at risk of fuel poverty Enable the targeting of streets and areas, to produce address lists, work programmes etc analyse the effect of improvements, price rises and other interventions on levels of fuel poverty and CO 2 emissions and monitor progress towards carbon savings and related targets. There may also be the option to record health and or socio economic data in this which will enable the analysis of the effects of poor housing. There is also an aim to procure a database that has the ability to present all the records stored via a mapping function. Key Aim 3: Help people access financial assistance to reduce fuel poverty Bury Citizens Advice Bureau (CAB) as part of their Big Lottery Reaching Communities Project; they delivered training on Financial Capability and Welfare Benefits to 25 Organisations / Departments. The total number of people trained was 206 (90 staff, 116 service users). They identified 699, extra income for Bury residents via benefit checks and form filling. Of the clients they surveyed following advice from the Big Lottery Project 88% reported a positive difference to their lives. This financial year Bury CAB dealt with: Clients 6,098 Problems 18,435 Total Number Main problems identified were: Number of Problems Benefits 7881 Debt 6166 Employment 719 Housing

9 The top 5 benefit issues were: Employment and Support Allowance 1884 Housing Benefit 835 Working & Child Tax Credits 661 Personal Independent Payment 654 Job Seekers Allowance 519 The top 5 debt issues were: Unsecured personal loan debts 885 Council tax arrears 691 Credit & Store Cards debts 637 Fuel debt 430 Water supply & sewerage debts 378 Number of Issues Number of Issues CAB and Bury Councils Urban Renewal participated in the national Big Energy Week in January 2014 which aimed to raise awareness of the services available to assist people who are struggling to pay their energy bills. Events were held at Bury Market where 127 client contacts were made, with 301 leaflets / information sheets distributed. The Get Me Toasty scheme was promoted and there was a prize draw for an energy efficiency pack of items including measures such as radiator reflector panels and energy saving light bulbs. Greater Manchester Better Energy Deals Campaign The 2014 GM Better Energy Deals Campaign and energy auction was organised by the ten councils within GM. This campaign aims to increase the level of choice by bringing together a number of people who want to switch providers into one reverse auction. Energy providers then bid for their business by offering the best prices. The more people who join the collective scheme, the better the deal everybody gets. In 2013 GM ran two similar auctions, to which 40,960 GM residents signed up saving 4,577 households a total of 570,943. In Bury 2925 residents signed up and 364 Bury households switched, saving a total of 45,833 which is an average of 126 a year off their annual energy bills. How does the scheme work? Residents were offered the opportunity to sign up for free at or by calling from 20 January until 3 rd March, the date of the auction. Signing up did not obligate residents to switch suppliers On 3 rd March, Energy Helpline (the company that was selected to facilitate the switching process) ran an auction asking energy suppliers to bid for the collective business of everyone who signed up. After 3 rd March, Energy Helpline individually contacted everyone who signed up, offering them an energy tariff based on their usage. This outlined how much they would save by

10 switching to the winning energy provider. Also incorporated into the scheme this time is that along with the auction offer(s), residents also received a number of alternative offers available to them through the current market, based on their energy usage. Residents chose whether to sign up to the new supplier from the auction or chose one of the other offers available to them. There was no obligation to change if residents chose not to; they had a few weeks to consider and accept an offer. If they accepted, they were then contacted by the new supplier to arrange switching. Various methods were used to promote the third auction in 2014 including: Key 103 distributing leaflets to people at Bury Market. 18,000 leaflets were distributed into the Bury Times and Bury Journal Banners were displayed at libraries and in Council buildings Global s were sent to all council employees Greater Manchester residents signed up and switched energy provider through this auction. Key Aim 4: Improve health and well-being through affordable warmth Urban renewal has contributed towards the production of the Bury Public Health Annual Report which provided recommendations to refresh the Affordable Warmth Strategy making clear how it intends to improve the energy efficiency of the housing stock in the Borough and help people access financial assistance to reduce fuel poverty. It also recommends there should be a whole system approach to identifying those most at risk of any of these adverse events and maximise existing resources to ensure good outcomes for their clients. Many of those most at risk of fuel poverty are also likely to be in contact with a range of services. All relevant stakeholder agencies should collaboratively explore how they can deliver very brief risk assessments for all of these issues as appropriate for their clients, with onward signposting or referrals to respective agencies. An Excess Winter Death Hot Topics Report was published for Bury in February which highlighted that when compared to the other Local Authorities in GM, Bury has the highest three year aggregated excess winter deaths index. Bury has had one of the highest Index scores in GM for the last four time periods. Highlighting the need for further work around achieving affordable warmth and that reducing fuel poverty and increasing the thermal efficiency of properties is vital to reducing this trend. To measure Excess Winter Deaths - the Office of National Statistics standard method defines the winter period as December to March, and compares the number of deaths that occurred in this winter period with the average number of deaths occurring in the preceding August to November and the following April to July. Urban Renewal is involved in the consultation to develop the refreshed Joint Strategic Needs Assessment which is intended to provide an assessment of local health and social care needs; Urban Renewal will continue to participate in any future development when required. The Affordable Warmth Strategy will be one of a number of deliverables for priority 5 of the Health and Wellbeing Strategy which is Supporting Older People to be Safe Independent and Well. Urban Renewal has participated in a workshop around this priority and has met with the Health and Wellbeing Policy lead to discuss in more detail the links to achieve joint aspirations

11 Other Work This section covers areas of work that were investigated and unfortunately for reasons outside of our control did not come to fruition. NEA funding bid for 12 days of officer time to support the development or implementation of local fuel poverty commitments The Council and its partners asked for support from NEA to develop a refreshed affordable warmth strategy and action plan. This included help with conducting research into the scale of the problem of fuel poverty identifying key issues; establishing the actions and deliverables for each partner agency and assessing further opportunities and/or challenges to achieving better outcomes. One of the crucial aspects was aligning the strategy and its delivery to the Health and Wellbeing Strategy and its Outcomes Frameworks. Thus we would see part of the NEA resource as advising and facilitating this joint approach to development of the strategy and action plan over a period of around six months. NEA support and resource will augment the commitment and effective work of those leading on and involved in the strategy and its implementation; maximising the outcomes in respect of fuel poverty for the Bury area. Unfortunately this bid was unsuccessful. Greater Manchester Finders Fee Fund The Better Energy Deals campaigns previously mentioned were delivered in conjunction with a switching partner and generated commission in the form of a finder s fee for GM. It was agreed to put all commission gained ( 40,000) from collective switching into a fund to target fuel poverty across GM. Each Local Authority was asked to provide project proposals for the use of this funding. Urban Renewal suggested 2 project ideas around an LED scheme and a data logging project, these are outlined below: Project 1 Data Logging Project: The aim of this project was condensation, mould and respiratory disease prevention and reduction by identifying relevant householders through GP s wanting to be involved and A&E admissions, assessing need via home visits, install insulation and central heating via ECO funding alongside using data loggers which assess temperature and humidity. This can highlight when measures are needed to be installed and when behavioural change is required. The funding will enable each LA across GM to have 2 data loggers each costing approx 100 each. Therefore 2000 of the funding would be spent on this project. Currently Urban Renewal receives complaints from privately renting tenants regarding condensation and mould - we could analyse these properties and encourage the landlords to make changes themselves. Or when the problem is regarding how the tenant is living e.g. cooking and bathing without ventilating then providing the behavioural change advice. Installing insulation when required also via ECO. The fuel poverty link for this project would be that we only assess those on low incomes

12 Once this scheme is up and running it is self sustaining as this advice can be provided on an ongoing basis - provided there are officers available within each LA prepared to provide this advice. AND Project 2 LED Lighting Scheme: The aim of this project is to provide LED lighting - linking in with the falls prevention service and using A&E admissions data. When referrals are received an assessment is made regarding lighting requirements. Installing LED lighting reduces energy use and helps to prevent falls due to better standard of lighting, they would last a longer period than traditional bulbs and therefore would further reduce the risk of falls, if they do not need to change the bulbs as often. This scheme would be for both private and social housing residents. The residents referred could have LED lighting of their choice up to a value of 50. The 38,000 remaining in the budget would enable 760 properties across GM to benefit from this scheme. However from initial discussions with LED providers - bulk purchasing would allow a better price and we would be able to assist more residents. This project would need to be targeted at CSCO eligible wards to ensure a fuel poverty link as it would fall within the deprived areas more likely to have residents in fuel poverty. Urban Renewals bid were unsuccessful, however the following consultancy project idea was chosen instead which Bury will benefit from. This will be the appointment of a consultancy agency for the purpose of research and recommendations. The appointed consultancy agency will research and develop recommendation proposals for three key areas: 1. Fuel Poverty Support Provision 2. Fuel Poverty and Health Evidencing 3. Recommendations The outcomes specified for this project are: Researched fuel poverty service provisions across the ten Local Authorities (LAs). Gathered evidence for the need of a duty of care from LAs and health leads towards fuel poor residents and a developed minimum standard level of service for those living in fuel poverty across GM, i.e. a standard recommendation of delivery components for duty of care for LAs and health leads to adhere to. A map showing existing fuel poverty service provisions across each of the ten local authority areas. Good practice feedback to Greater Manchester Fuel Poverty Network and stakeholders.
