Assessment Process (Appraise Define) Appraise 1999-Dec 05 Select Dec 05 April 06 Define April Dec 06 Studies to investigate possible disposal options developed Options assessed as being unworkable Potential options progressed to develop their technical definition SELECT Options Technical Safety Environmental Socio-economic Reputation Project Option Ranking Process: Risk based, multidiscipline peer review Options Ranked Highest Ranked Option Selected for Project Options saved for knowledge sharing e.g. with other BP PW projects Cost Other ranked options

Agenda BP in Azerbaijan - Azeri Chirag Gunashli (ACG) project National Environmental Regulations Produced Water profiles Holistic assessment process Produced Water disposal options Assessment summaries

Project Options in Select A: PW injection onshore at the Lokbatan Field via new onshore pipeline B: PW injection at Mishodag Field via existing or new pipeline and railcars C: PW biological treatment at Sangachal Terminal and discharge of treated PW to the Caspian Sea via 5km outfall pipeline D: Offshore Pipeline from Sangachal Terminal to Central Azeri Facilities for PW reinjection All options, except offshore pipeline, require enhanced separation offshore

Enhanced Water Separation Technology Considered: Conventional Electrostatic Coalescer Vessel Internal Electrostatic Coalescer (VIEC) Benefits Allow for smaller onshore disposal facilities Create additional volume within oil pipelines to Sangachal Terminal Reduce chemical usage Re-inject more PW offshore

Coalescer Options Conventional Electrostatic Coalescer Technical: Known technology; Vessel size will be constrained by jacket capacity due to module weight Safety: Topsides modification would require 280 tonnes of additional oil inventory on each deck exceeds safety case. Env & Socioeconomic: Potential for offshore chemical spills of demulsifier chemicals. Reputation: None VIEC Technical: Emerging technology, field qualified in North Sea by Norsk Hydro and Petrobras but unproven in BP; Performance on Azeri crude would require further trials. Safety: No additional inventory on-board; significant weight and space savings over electrostatic coalescers. Env & Socioeconomic: Potential for offshore chemical spills of demulsifier chemicals. Reputation: None

Onshore Injection at Lokbatan or Mishovdag Lokbatan Mishovdag Sangachal Terminal

A: Lokbatan Deep Well Injection SOCAR operated oil field since 1920s located NE of Sangachal Terminal PW transfer via new 23 km pipeline to 2 new deep injection wells at south flank of field Deep well injection not suited for SOCAR enhanced oil recovery Assessment Summary: Technical: Insufficient capacity for PW volumes over time; 3 rd party reliance Safety: Electrostatic Coalescer addition will exceed safety case Env & Socioeconomic: Contamination of land/sea if PW reinjection re-pressurizes abandoned wells Reputation: At risk if PW leaks from pipeline or wells. Potential liability issues connected to long term clean up of site

B: Mishovdag PW Injection Previously SOCAR field (since 1956) now Karasu operated under a 25-year Rehabilitation Production Sharing Agreement 60 km southwest of Sangachal Terminal Mature field with water enhanced oil recovery (EOR) requirements European Bank for Reconstruction & Development funded site Transfer via existing or new pipeline and railcars Assessment Summary Technical: Insufficient capacity for long term PW volumes; 3 rd party reliance Safety: Electrostatic Coalescer addition will exceed safety case Env & Socioeconomic: Contamination from leaks to surface as reservoir capacity not suitable for long term volumes Reputation: At risk if PW leaks from pipeline or wells.

C: Onshore Biological Treatment System Assessment Summary Technical: Successful pilot trials - lowered COD by 95%; BP operated so no third party reliance; Unproven process using large volumes of PW; Design uncertainties as PW sample in trials not from main producing reservoir so parameters may differ. Safety: Electrostatic Coalescer addition will exceed safety case; requires transportation and disposal of large volumes of waste. Env & Socioeconomic: Environmental Risk Assessment (toxicity tests and chemical analyses) shows discharge would cause no predicted harm to the environment (i.e. predicted no effects concentration of 0.05% (i.e. 2000:1 dilution) reached within 75m of diffuser); Large treatment plant footprint; Ministry of Environment and Natural Resources (MENR) approval unlikely Reputation: Any discharge to Caspian is undesirable. OFFSHORE Oil and PW commingled Discharge Spec: Oil < 5 mg/l OIW COD < 250 mg/l BOD < 50 mg/l ONSHORE Oil Processing PW PW Storage tank PW Pre Treatment Aeration basin Tertiary treatment Oil Export to BTC pipeline Treated Water Discharge to Caspian Sea via 5km outfall with diffuser Oily sludge to Hazardous waste disposal Reject Oil to separators Bio-sludge to nonhazardous waste disposal

D: Marine Pipeline to Offshore for PW Reinjection Onshore PW Storage Tank 1 Solids Removal Hydrocyclone Chemical Injection Skid 2 Suspended Oil Removal Dissolved Gas Floatation Unit Oil to process 3 Residual Oil & Solids Filters Solids to Landfill Oil to process Export Pumps Solids to Landfill 189km 14 PW pipeline Compression Water Injection Platform Oil to process Solids to Landfill Assessment Summary: Technical: Availability and operability are good; Dependence on export pumps but storage redundancy built in; BP has good experience in pipeline construction; BP operated so no third party reliance. Safety: Offshore installation and tie-ins mitigated by procedures. Environmental: Pipeline within existing pipeline trench; Risk only in the event of a pipeline breach and leak to the Caspian Sea corrosion management programme to mitigate. Reputation: Beneficial no discharge to the Caspian; will be longest dedicated PW pipeline in the world.

D: PW Pipeline Route 2km of Onshore Pipeline 186 km x 14 diameter offshore pipeline
