GMES Marine and Coastal Information Services and Transfer An ESA GSE Project Carsten Brockmann, Brockmann Consult, Germany
Project summary Page 2 MarCoast2 ESRIN/ESA contract n 19193/05/I-EC GMES MARINE AND COASTAL INFORMATION SERVICES EXTENSION AND TRANSFER years project duration / 3 phases (1 year each) Started the 15 December 2009 Consortium: 18 EU partners: Belgium, Denmark, Finland, France, Germany, Greece, Italy, Norway, Spain, UK Project manager: Stéphane Pierotti, Thales Alenia Space France MUMM
Project objectives & expected results Page 3 GMES Marine and Coastal Information Services Extension and Transfer The cardinal requirements for Marcoast 2: Transfer a set of GMES services to an operational structure; Access operational funding to sustain a set of GMES services; Maintain services and benefits to users for a set of GMES services; Access operational GMES data sources Two main criteria would permit to assess the operationality and sustainability: Quality: The quality offered by the service port-folio will have to reach a sufficient high level by meeting most of the users need, by offering a reliable and an affordable information, and by being easily accessed; Financial autonomy: proposed services shall be less and less dependant from institutional funding sources, with a real capacity to endorse all costs related to operations through customer payments. MarcCoast 2 proposes 3 service lines: Water Quality Monitoring services (WQM) including 14 individual service chains which are operated by 14 service providers Water Quality Indicators services (WQI) including 5 individual service chains which are operated by 5 service providers Ocean Color data service (OCD) operated by a unique service provider
Project implementation Page 4 Continuing to deliver services to users Qualification and validation as well as links with the users, through the UEB Establishing and consolidating a network of partners beyond the end of Address the sustainability through a transfer of services and the evolution of the service portfolio, in liaison with other projects
Link to myocean: OC Data Service Page 5 Marcoast 2 service providers Hermes is a OC dissemination service through subscription by users Provided by ACRI-ST MyOcean (FP7 initiative) provides a full range of core oceanographic services : Temperature, wind, Current, Sea level, OC-TAC (ACRI-ST Global + Pan-European at 2km)
WQ Monitoring Overview - 1 Services line for Water Quality monitoring and Algae Bloom detection Page 6 The service line covers all the main European seas: Baltic Sea North Sea Channel Western Atlantic Mediterranean: Western (Spain, France), Central (Italy), Eastern (Greek area) Black Sea Finland lakes 45 users (SLA) of different typologies and from different EU countries: National Authorities (Belgium, Denmark, Finland,Germany, Italy, Norway, Estonia, the Netherlands, UK) Regional/local Authorities (Denmark, France, Germany, Italy, Spain) Research institutes (Finland, France, Germany, Norway, UK) Private sector (Denmark, Norway and Spain) NGOs (Finland) International (Convention for Baltic sea protection HELCOM, International Council for the Exploration of the Seas-ICES) (Finland)
WQ Monitoring Overview - 2 Page 7 WQ monitoring services have as objective to offer a NRT surveillance implementing the following parameters (1): Sea Surface Temperature Derived from: NOAA-AVHRR or AATSR Resolution: 1km Frequency: daily, 7 or 10-days and monthly Chlorophyll-a (Chl), Water Transparency (WT), TSM, SPM, Turbidity, Gelbstoff absorption/ys (1km) Derived from: MERIS RR and/or MODIS AQUA data. 13 WQ Indicators Page 13 Activity objectives and description Continuation of Marcoast 1, with a closer partnership between service suppliers and users. Regional investigations (Baltic, Mediterranean, North Sea), each WP partner shall Provide validation/qualification information of EO derived indicators in their respective area All partners will perform and document validation activities on the EO data AND on statistics derived from EO data against similar indicators based on in situ truth. Implement proposed indicators and report on their quality Provide convincing inputs for integration into the EEA report The connection with Pan-European scale will be done through regular communication and dialogue with ETC-Water To screen from existing indicators, the ones that could be derived (or simply benefit) from EO To propose new set of indicators that could be produced by (and which will be put to the test at regional level, to check if there are regional specificity that would make them difficult to expand at pan-european level). => Compare regional algorithms and global algorithms
WQ Indicators Page 14 Activity objectives and description Products Products build on EO product (Chl-A, bbp, Secchi Depth and CDM absorption) Validation: comparison between in-situ and EO with focus on: Turbidity (BBP, CDM, Secchi depth) for Baltic Turbidity (BBP, CDM, Secchi depth) for North Sea CHL-a for Mediterranean The products that will be generated to support environmental reporting will mainly deal with: Fusion of in situ and EO Trends detection (seasonal, inter-annual) Zoning of variability (to detect anomalies) Qualification of regional vs pan-european outputs => Exact content of them have to be discussed with ETC-Water, Helcom, OSPAR, and PAM representatives
User Executive Board (UEB) Page 15 What it is and what it does: Small group of representative Users Represent User interests to the Project Management Team Participate in annual service network reviews To consider and endorse, as appropriate, service validation and acceptance reports Provide an independent summary of users needs and priorities for service evolution, to which service providers can respond Advise on progress towards sustainability Service Reports UEB Endorsement, feedback, recommendations
Validation Process Page Sep Service provider compile compile Users [request for iteration] Validation Bureau Service provider & user validation report Reviewer Service assessment will be assessed and summarized by compile and supplement 12.
