2 Introduction A development programme for the promotion of outstanding professional environments employing skilled staff in the health care sector of Region Skåne was established in An award named Skåne Centre of Excellence in Health was launched in 2014 within the programme, to stimulate the establishment of centres of excellence. The award is to be regarded as a mark of quality, and grants the recipient annual funding of one million SEK a year for four years, with the possibility of renewal thereafter. The grant is intended for costs related to R&D, attracting international researchers and physicians, organising international symposiums, etc. In addition, the funding may be used to encourage innovation and collaboration with trade and industry. Those eligible for the award and grant are institutions providing health care services in Skåne County. To qualify, the applicant must play a leading role in the implementation of new medical technologies and treatments, and must also excel in its performance of R&D and knowledge dissemination. Applicants must be able to describe potential collaborations as concretely as possible. The decision of who receives the Skåne Centre of Excellence in Health award is made based on the professional activities displayed by the applicants, and the information provided in the application form. The application shall describe activities related to examination and treatment of patients, R&D, education, and dissemination of knowledge. It is not compulsory for the applicants to perform tasks within all of the four main fields, the applicants must, however, provide information on the performance of all the criteria relevant to the unit. Once a year, the prizewinners will be asked to submit a brief, written report of how the funding has been spent, and the perceived impact of the funds. Who can apply? Well defined professional environments/units in the health care sector within Region Skåne, or enterprises/organisations with health care agreements with Region Skåne. Applicants must be professionally and organisationally delimited. The primary contact of the applying unit must, in addition to having the authority to apply on behalf of the unit, be employed at a hospital or unit with a health care agreement with Region Skåne. The application must be signed by the management of the hospital. Criteria for the Skåne Centre of Excellence in Health award Applicants must excel in their performance. This is to be shown in the application form through documentation showing how well the applicant meets professional criteria for: 1. Scope and quality of clinical activities 2. Scope and quality of research and development 3. Scope and quality of education 4. Scope and quality of dissemination 2

3 An indicative ranking of the different criteria has been established: 1. Clinical excellence 35 % 2. Scientific achievements 35 % 3. Quality of education 15 % 4. Dissemination 15 % A. Scope and quality of clinical activities Diagnostics, prevention, treatment, care and rehabilitation must be of a high national or international level, and the unit must employ the best and most recent methods. The unit must, compared to other units, manage a significant part of the total patient volume in its medical focus area. The achievement of this is to be proven through the submission of documents showing the number of diagnosed and treated patients, and the number of patients from outside Skåne County. Furthermore, the size of different occupational groups must be presented in documents showing the number of employees in each profession. The applicant must demonstrate whether the unit has a unique clinical function not found elsewhere in the region, country or world, and describe clinical outcome parameters and the results for treated patients. Highlighted clinical excellence must be verified through the provision of performance data and comparisons with internationally recognised institutes. If possible, the applicant should provide data from clinical quality registers or ranking outcome data from national and international providers. a. The volume of patients diagnosed and treated b. Description of patient satisfactory surveys performed. B. Scope and quality of research and development The applicant must describe the volume and quality of research, covering the last four years ( ). A description of academic excellence at the unit, and the extent of international collaboration should also be provided. The description must be anchored in scientific publications and citations, and include academic degrees, external funding and international contacts. A description of the future plans for the unit s R&D must also be provided. a. Description of achievements and results within research and development the last four years ( ). 3

4 b. Documentation of quality and international recognition of the scientific results achieved. c. Future plans for research and development within the collaborative work. d. Description of the ten main publications that have emanated from the unit in the past two years. e. Production of academic degrees. C. Scope and quality of education This is to be shown through a description of the scope and quality of education for all relevant occupational groups. The applicant should state whether any undergraduate students or specialist education and training is hosted within the unit, whether the unit has any exchange programmes for training, whether graduate and PhD students are engaged in the unit s work, and whether the unit hosts postdocs. Finally, the applicant should state whether the unit offers any nationally or internationally recognised courses. a. Specialist education or training hosted within the unit. b. Undergraduate students. c. Clinical students/training in exchange programs. d. Number of graduate and Ph.D. students in exchange programs. e. Number of Post docs in exchange programs. f. Description of internationally acknowledged courses. D. Scope and quality of dissemination The applicant must describe the efforts made by the unit when it comes to information and knowledge dissemination towards the global community. The description should state how clinical and scientific results are presented to stakeholders, and whether the unit is the primary author of, or major contributor to the development and maintenance of any clinical guidelines. Furthermore, the applicant should describe the scope of conferences and seminars that have been arranged within the focus areas of the unit. a. Description of how the clinical and scientific results is being communicated and disseminated to stakeholders. b. Documentation and description of the involvement in the development of clinical guidelines, their dissemination and their implementation. c. Number and description of conferences, seminars etc. 4

5 Review process Assessment and selection of applicants: 1. The applications will be assessed by a review committee comprising representatives from Region Skåne, as well as experts from Swedish hospitals/universities. 2. If necessary, the review committee may appoint individuals with particular professional expertise to participate in the committee s work. 3. The review committee will deliver its recommendations to the organising committee for Skåne Centre of Excellence in Health. 4. The organising committee for Skåne Centre of Excellence in Health will then submit the recommendations to Henrik Fritzon, First Governor of Region Skåne, for consideration. Evaluation Once a year, applicants who have been granted the Skåne Centre of Excellence in Health award must submit a brief report. An evaluation of the centre will be initiated three years after the grant was given. The results of the evaluation will be included in the new assessment, should the unit decide to apply for an extension.
