1 PROFESSIONAL EXPERT INFORMATION PACKET In 2004, the Office of the Inspector General (OIG) audited Professional Expert and temporary certificated assignments to determine whether the hiring and use of such assignments followed applicable laws, regulations, and established District policy and standards. Numerous assignments were found to be recurring and many of these assignments included duties normally performed by classified employees. One of the OIG s recommendations is to conduct a thorough review of requests for such assignments. Consequently, the staff of the Personnel Commission and the Human Resources Division are working collaboratively to review all Professional Expert assignments. This packet is designed to help administrators determine whether a position is a Professional Expert position or if it is a classified position. Your Packet Includes: Instructions: Professional Expert Evaluation Standards Form Duty Statement Form Request for Personnel Action (RPA) Form Professional Expert Application Form A list of classified positions typically located at school sites Professional Expert Assignments reference page If you wish to establish a professional expert assignment, please: 1 Fill out the Professional Expert Evaluation Standards Form, the Request for Personnel Action Form, Professional Application Form, and Duty Statement. 2 Submit all forms and additional information to: What happens after your forms are submitted? Human Resources Division Placement and Assignments Beaudry Bldg., 15 th Floor Attention: Vanessa Franklin, Personnel Specialist 1 The staff of the Human Resources Division (Certificated HR) performs an initial review and ensures the packet is complete. 2 The Personnel Commission (Classified HR) is sent the forms that list duties that do not appear to require a credential or are not certificated. 3 If the request meets the Professional Expert guidelines, the request for assignment is approved and is activated in the system. 4 If the request does not meet the Professional Expert guidelines, the Personnel Commission staff classifies the position appropriately. You will be notified which classification should be used. Staff may contact you to obtain additional information or for clarification of duties. 5 If you do not have a candidate, your Fiscal Specialist may open up a position through position control immediately and you may contact Employment Transactions Services Branch (ETSB) at (213) for an eligibility list. 6 If you have a candidate for the position, he or she may compete in the exam prior to opening a position. The candidate must pass and be reachable on the resultant eligibility list in order to be appointed to the new position. 7 If the candidate passes the exam and is reachable on the eligibility list, your Fiscal Specialist must open a position in the recommended classification. 8 After the position is opened and funded, please inform the Classification and Compensation Branch of the Personnel Commission and provide the position control number. REMEMBER Professional Expert assignments may Be used for assigning qualified persons on a temporary basis for a unique, non-repetitive, or specific projects. Professional Expert assignments may not Be used to perform any set of duties which are described in a certificated, classified, or other unclassified class description. Be used for the purpose of avoiding payment of overtime or for providing services which certificated or classified employees are customarily hired to perform. Thank you for your cooperation.
2 LOS ANGELES UNIFIED SCHOOL DISTRICT Personnel Commission PROFESSIONAL EXPERT EVALUATION STANDARDS To ensure that persons who should be classified employees are not hired as professional experts, this form must be completed, signed, and attached to the Request for Personnel Action (RPA). 1. Are these duties normally assigned to a class of positions in the classified service? (See PC Index of class descriptions In an attachment, describe the project to be provided, its duration, and the duties to be performed. (California Education Code 45256) 2. Does this individual meet Personnel Commission standards to be a Professional Expert by having attained recognition in his or her field as indicated by any of the following criteria? (PC Rule 517) a. Formal approval of a committee of members of his/her own profession. b. Certification or license to practice that profession by a governmental agency, if such a license is established. c. Membership in professional honor societies limited to that profession. d. An advanced degree from a recognized university, with a major in the field of that profession. e. Acceptable equivalent evidence. If yes, please circle and attach evidence. 3. Has this individual been employed at your location as a professional expert before? If yes, how many months. 4. Is this individual currently an employee of the District in another capacity? (substitute, part-time, off-track, or unclassified assignments) Title 5.
